NUEVAS TENSIONES ENTRE MARRUECOS Y EL SÁHARA OCCIDENTAL/New tensions between Morocco and Western Sahara

Esta semana atendemos a otro capítulo más de la creciente escalada de tensión entre Marruecos y Sáhara Occidental. Coincidiendo con el aniversario del pueblo saharaui y la visita del secretario general de la ONU, Marruecos lleva semanas realizando gestos diplomáticos hostiles hacia Occidente  (hasta el punto de «cortar» toda relación diplomática con la Unión Europea la semana pasada) y todo indica que dicha estrategia va a continuar hasta que el foco de la comunidad internacional se desvíe a otra región.

Ante la presión del Frente Polisario para la realización de un referéndum, el secretario general ha prometido retomar el esfuerzo negociador para llegar a soluciones. 

Estas tensiones se ven agravadas por la muerte, a mediados de semana, de un saharaui a manos del ejército Marroquí. La tregua entre Polisario y Marruecos, efectiva desde el año 1991, puede estar en vías de verse comprometida teniendo en cuenta el momento de inestabilidad del gobierno de Argel, principal valedor del Frente Polisario y la creciente atención que las instituciones internacionales parecen estar ofreciendo al problema saharaui.

Todo ello podría llevar a Marruecos a tomar la decisión de endurecer su política contra el Polisario, quizá incluso violando la tregua para desestabilizar al frente, que carece de capacidad militar para forzar una negociación favorable en caso de enfrentamiento. Todo parece indicar que Marruecos busca el mantenimiento del statu quo o, en su defecto, una resurrección del conflicto que desvíe la atención y evite que se siga hablando de un referéndum en la zona.

This week, we can see another chapter in the Moroquian – Western Saharian tension escalation. Coinciding with the Sahara’s people anniversary and the UN general secretary visit, Morocco has been doing western-hostile diplomatic acts for weeks (as hostile as cutting all their diplomatic relationships with the European Union) and everything seems to continue at least until the spot of the international community turn away to other issues.
As a response to the Polisario pressure about starting a referendum, the UN general secretary has promised to restart the negociation efforts to reach solutions.

All this tension is worsened by the killing, last week, of a saharaui by the Moroquian army. The truce between Morocco and Polisario front could be in the way to be compromised considering the weakness of Argel (the main Polisario front supporter) and the growing attention that international intitutions are showing about the saharaui problem.

All this facts could leave Morocco to take the decission of toughen their politics against the Polisario front, maybe even violating the truce to destabilize them, because they have not enough military power to force an advantageous negotiation in case of confrontation. All seems to show that Morocco is interested in the statu quo maintaining or, in case that wouldn’t be possible, a resurrection of the armed conflict to distract the attention and to avoid that international institutions keep dealing with the referendum possibility.
