EL RÉGIMEN DE CUBA SE HACE MAYOR/ Cuba’s regimen gets old

Mogherini CastroRaúl Castro, Presidente de la República de Cuba, cumplió 85 años el viernes de la semana pasada. Ahora, la era de Castro parece llegar a su fin al frente de la presidencia a tenor de lo acordado en el 7º Congreso del Partido, en el que fijó 2018 como el límite de su mandato.

El Partido Comunista (PCC) es consciente de que la elección del candidato a la presidencia es vital para la supervivencia del régimen comunista en un contexto de apertura económica apoyado por EEUU y la Unión Europea. Así, el PCC se ha dado cuenta de que el perfil de los Castro, en el sentido de viejos hombres de acción de los tiempos de la Revolución, no es lo que Cuba necesita. En su lugar, se busca una nueva cara joven de acuerdo con ésta nueva apertura económica, así como con las necesidades de un pueblo cansado de la vieja escuela. Además, el régimen se plantea también si el sucesor debería llevar o no el apellido Castro, así como su calidad o no de militar. Entre los principales candidatos para la sucesión se encuentran el vicepresidente Díaz-Canel o los hijos de Raúl, Alejandro y Mariela, entre otros.

Sin embargo, todavía es más difícil saber si el nuevo presidente tendrá poder real. Como pasó con Fidel, Castro podría mantenerse en la sombra, convirtiendo al nuevo cargo en una marioneta. La clave sería ver si el actual presidente cesa de todos los cargos que ostenta o no. Concretamente, en Cuba es el ejército quien controla el régimen, por lo que un abandono de sus cargos en la cúpula militar y la del Partido (CCPCC), junto con la presidencia, supondría la cesión de poder real.

Sea quien sea, el nuevo presidente deberá continuar el camino marcado en el 7º Congreso del Partido Comunista, en el que los líderes del castrismo acordaron cómo debía Cuba encarar la apertura económica que está viviendo. Sin embargo, ésta apertura económica con Occidente no ha hecho que Cuba no siga manteniendo buenas relaciones con países amigos tradicionales como Rusia o China, muy importantes para Castro.

A pesar de todos los cambios, Cuba no va a cambiar políticamente. Como se estableció en el 7º Congreso, está apertura a la propiedad privada no va a dar lugar a un capitalismo. De todos modos, aún sin cambio político, ambas partes (Cuba y Occidente) sacaran beneficio de estás nuevas relaciones. Para Cuba, éstas podrían suponer la viabilidad del régimen para continuar pasada la era Castro. Para Occidente, se trata de ampliar negocio y relaciones con socios estratégicos de Rusia y China.

The Cuba’s Communist Party (PCC) is aware of choosing the best to keep the communist regime ruling the country in such a context where they are not used to wtih the opening towards EU and the USA. Thus, thePCC have realized that Castro´s profile it is not what Cuba needs, referring to either Fidel and Castro represent the regime’s old face and there is a need of new young face to go along with this new economic opening. Moreover this, the regime is also struggling with choosing another Castro or to end such a familiar sage as well as if the president must be or not be an army officer.

However, it is even more difficult to know if the new president will have real power. As it happened with Fidel, Castro could stay behind the new one, turning him into a puppet. The key at this point is to know if Castro will reject all charges he has or not. Specifically, the army is in control of the regime and main charges at the Communist Party Central Committee (CCPCC) and at the Communist Party Political Bureau are generals or high army officers.

Whoever it is next president, it will have to follow Cuba´s 7th Congress way, where the top leaders agreed how to deal with the economic opening. However, at the same time Cuba is opening, it keeps good relationship with countries that backed it in the past, such as Russia or China, whose help is still important for Castro´s.

Despite all changes, Cuba is not varying in any political way. Cuba may ensure its regime now that Castro´s time seems over by showing a new opened way at the same time the US may start making business with it and China an Russia continues as strategical allies.
