BREXIT: PRINCIPIO DEL FIN DE REINO UNIDO/ Brexit: the beginning of the end of the United Kingdom

B El pasado 23 de junio los súbditos británicos decidieron en un referéndum salir de la Unión Europea en lo que se conoce como Brexit por una mayoría del 51,9% de los votos. Las consecuencias de su decisión no se hicieron esperar, ya que a la mañana siguiente la libra esterlina sufrió su mayor caída desde 1985, las bolsas europeas cayeron de forma imparable, el premier británico anuncio su dimisión para octubre y Escocia expreso su deseo de mantenerse en la UE y si era necesario para ello separarse del Reino Unido. Todo ello augura un futuro incierto para Reino Unido.

A la sorprendente noticia se reaccionó de múltiples formas. La UE, aunque consternada por la noticia, informo de que los trabajos necesarios para la desconexión, en función del artículo 50 del TUE, se iniciarían de inmediato y con la mayor rapidez posible para que el trauma quedara solucionado y reducir así la incertidumbre que castiga a los mercados. Además, aunque el estatus que mantendrá el Reino Unido aún no está claro en sus relaciones con la UE, los líderes europeos han matizado que la desconexión será total y no parcial según los intereses británicos.

A nivel interno los problemas son muchísimo peores, ya que podrían suponer el fin de lo que hoy conocemos como el Reino Unido de la Gran Bretaña e Irlanda del Norte. Ello se debe a que tanto Escocia como Irlanda del Norte votaron mayoritariamente a favor de permanecer en la UE, mientras que Gales e Inglaterra, con la excepción de Londres, votaron a favor del Brexit. Ello supone un problema en tanto que Escocia ya ha manifestado que hará lo posible por mantenerse en la UE pasando por un bloqueo de la decisión parlamentaria de refrendo del Brexit hasta la organización de un segundo referéndum de independencia y tras el mismo solicitar el ingreso en la UE. Irlanda del Norte tampoco se ha quedado atrás, ya que al día siguiente se hicieron declaraciones donde manifestaban la voluntad de unirse a Irlanda para así seguir siendo un miembro comunitario, aunque aún no han dicho si estarían dispuestos a llevarlo hasta el final. Si a todo ello le sumamos el hecho de que desde el viernes se estén recogiendo firmas para que se repita el referéndum nos da una situación crítica en el país. También debemos tener en cuenta que los dos grandes partidos británicos, el conservador y el laborista, están pasando por graves crisis internas, ambos en gran parte por una cuestión de liderazgo eficaz.

A nivel externo se mantiene una posición de expectación negativa sobre la futura situación del Reino Unido, tal y como lo demuestran los mercados en las bolsas europeas. Los detalles sobre cómo se llevara a cabo el proceso irán llegando poco a poco empezando por el Consejo Europeo que se va a celebrar los días 28-29 de junio de 2016, aunque el proceso de dos años de negociaciones se iniciara cuando Reino Unido comunique oficialmente al Consejo su decisión de salir de la UE, activando así el artículo 50.

La conclusión que podemos obtener de todo esto es que, inicialmente, la decisión británica no ha sido bien acogida a nivel general, ni para las empresas de la city¸ que ya ha manifestado su descontento, ni para los socios europeos, que presionan para que la separación se dé cuanto antes, ni para una parte importante de la población que ya ha pedido la repetición del referéndum. Si la situación no mejora, podríamos estar ante el principio del fin del Reino Unido, un país que acabaría desmembrado por los movimientos secesionistas y con una fuga de capitales importantes que buscaran otro lugar en el cual puedan seguir beneficiándose de las normas y libertades comunitarias.


BXOn June 23 the British subjects decided in a referendum to stay out of the European Union in what is known as Brexit by a majority of 51.9% of the votes. The consequences of its decision were not made to wait, since the next morning the pound suffered its biggest fall since 1985, the European stock markets fell in unstoppable form, the British premier announced his resignation for October and Scotland expressed his desire to stay in the EU and if it was necessary to do separate from the United Kingdom. All this augurs an uncertain future for United Kingdom.

To the shocking news there were many reactions. The EU, though shocked by the news, reported that the necessary work for disconnection, based on article 50 of the TEU, would start immediately and as quickly as possible so that trauma would be solved and thus reduce the uncertainty that is punishing markets. In addition, although the status that will keep the United Kingdom still not clear in its relations with the EU, European leaders have nuanced that disconnection will be total and not partial according to British interests.

Internal problems are much worse, because that could mean the end of what is now known as the United Kingdom of Great Britain and Northern Ireland. This is due to both Scotland and Northern Ireland voted overwhelmingly to stay in the EU, while Wales and England, with the exception of London, voted in favour of the Brexit. This is a problem because Scotland has already said that it will make possible to stay in the EU through a blockade of parliamentary endorsement of the Brexit decision to the organization or through a second referendum of independence and after apply for membership of the EU. Northern Ireland also has fallen behind, since the next day there were statements saying that they will join Ireland thus remain a community member, although they have not said if they would be willing to carry it until the end. To all this we add the fact that since Friday signatures are collected to repeat the referendum, which gives a critical situation in the country. We must also bear in mind that the two large British political parties, conservative and labour, are going through serious internal crises, both largely as a matter of effective leadership.

Externally it holds a position of negative expectation about the future status of the United Kingdom, as evidenced in European stock markets. Details about how the process will take place will be arriving little by little starting from the European Council which will be held on 28-29 June 2016, although the process of two years of negotiations will start when United Kingdom communicates officially to the Council its decision to leave the EU, thus activating article 50.

The conclusion that we can get from all this is that, initially, the British decision has not been well received overall, for the companies of the City¸ which have already expressed its discontent, European partners, that pressure for separation as soon as possible, or for a significant part of the population that has already asked for the repetition of the referendum. If the situation does not improve, we could assist to the beginning of the end of the United Kingdom, a country that would eventually be dismembered by secessionist movements and a leak of important capitals that will seek another place in which they can continue to benefit from rules and community freedoms.
