¿MEJOR JUNTOS? LA INESPERADA CUESTIÓN ESCOCESA/ Stronger together? The unexpected Scottish factor

img_5935 La ministra principal de Escocia y la líder del Partido Nacional Escocés (SNP), Nicola Sturgeon, ha anunciado recientemente la intención de celebrar un nuevo referéndum de independencia para el año 2020. Escocia ya celebró en el año 2014 un referéndum que tuvo como resultado la negativa con un 55% de los votos frente a un 45%, lo que equivaldría a decir que 2 millones de papeletas frente a 1,6 millones.

La principal causa que llevó en aquel momento a realizar dicho referéndum fue la victoria del SNP en 2011, partido independentista que buscaba la separación al considerar innecesaria la unión de Inglaterra, Escocia y Gales, es decir el Reino Unido. El ex presidente de Escocia, Alex Salmond, consideró que Escocia necesitaba tomar el control de su propio destino para poder alejarse de los intereses de Inglaterra, los cuales en ,muchas ocasiones, obstaculizaban sus objetivos.

Durante este periodo, el principal foco de tensión giraba en torno a la cuestión del control del petróleo. Escocia posee grandes reservas de petróleo y gas natural en el Mar del Norte. El objetivo del Salmond era conseguir destinar una parte de los ingresos petroleros (alrededor de unos 1.600 millones de dólares anuales) para lograr crear un fondo petrolero similar al que existe en Noruega y que, en cuestión de una generación podría ser una reserva soberana de, al menos, 40.000 millones de dólares. Dichos fondos garantizarían el sistema público de pensiones escocés. El problema radicaba que, hasta ese preciso instante, la obtención de estos hidrocarburos se hacía de una forma conjunta con el gobierno británico, pero nunca se barajó la posibilidad de que tuvieran que repartirse los puntos petroleros. Y es allí donde está el mayor punto de inflexión.

Sin embargo, y tan solo dos años después de este fallido intento, la más septentrional de las cuatro naciones constituyentes de Reino Unido, vuelve a poner sobre la mesa de juego la carta de la independencia. Pero esta vez los motivos son totalmente distintos.

Ahora la situación está marcada por la inminente salida de Reino Unido de la Unión Europea, tras la victoria del Brexit el paso mes de Julio. Las duras condiciones que, previsiblemente, va a plantear la Unión Europea a Reino Unido, para salir del tratado, han generado un enorme marco de desconfianza al no poder saber con certeza como va a ser su vida fuera de la UE.

Tras el rechazo por parte de los líderes europeos a la proposición de los británicos de una salida rápida, sin las reglas impuestas por el Tribunal Europeo de Justicia y el marco legal del Parlamento Europeo, pero disfrutando de las ventajas de libertad de movimientos de personas y capitales,  ha hecho que salten todas las alarmas en Escocia en cuanto a los objetivos y beneficios para la isla.

La cuestión escocesa empieza a emerger como el efecto colateral de la crisis del Brexit. El jefe de la Comisión Europea, Jean Claude Jucker, y el presidente de la Eurocamara, Martín Schulz, se reunieron este jueves con Sturgeon para asegurarle que Edimburgo no tendría problema para quedarse en la Unión.

A su vez, Francia y España anunciaron al cierre de la última cumbre en Bruselas que rechazan que Escocia negocie seguir en la Unión Europea, mientras que otros como Eslovaquia destacaron que cada país tiene derecho a elegir su propio futuro.

Desde un punto de vista geoestratégico, el rechazo a la permanecía de Escocia en la Unión Europea por parte de sus distinto miembros, se debe a las corrientes de simpatía de determinados socios por el marcado europeísmo de los escoceses, que votaron masivamente a favor de permanecer en la UE durante el Brexit.

Una Escocia independiente y unida, supondría un enorme obstáculo al convertirse en un nuevo competidor, ya que el principal objetivo de Escocia es ampliar sus exportaciones hacia el continente mediante la negociación con Europa. Además dejan claro que sus puertas estarían abiertas para todos los inmigrantes europeos.

Por tanto, podría suponer una gran amenaza, en especial a los ingleses, ya que podría llegar a ser el nuevo Londres, dispuesto a ofrecer todo lo que se le va a quitar a Reino Unido cuando salga de la UE. Y, por supuesto: hablan inglés, factor relevante en los mercados financieros actuales.

The poll yielded majority support against independence. The negative votes reach the 55% of voters, which represents an amount nearly to 2 million of Scottish citizens.

The main reason behind the SNP decision of calling people to vote about the independent issue, was the winning in 2011 of regional poll elections. From a long time, the SNP has looking for cut the historical chains with England, core and head of the United Kingdom, since the end of the  XVII century.

Former Scottish principal minister, Alex Salmond, believed that Scotland had to take over it’s own destiny, out of England’s control. It was a common thinking between Scottish that England doesn’t care about Scotland.

Over the last years, the main non resolved issue between London and Edinburgh was the control of the broad oil and gas resources  in the North Sea. Salmond was extremely interested in its control, as a key resource for getting a sovereign found, as Norwegian government made years ago. By using these funds, the Scottish National Party wanted to build a healthy social pension system, without sharing this source of revenue with the “Big Brother” in London.

But a problem arise when independents began to speak about how to take the control of this wealth: the exploitation of that black gold was carry out in a kind of joint venture between Scotland and England, because the extremely high exploration an operating cost, derivate from its location off shore in one of hardest seas in the world, force to join forces. And that become to be the key factor of an independent Scotland viability.

But, once again, in less than two years, the northern nation of UK, come back to play the independence game. But this time, because a brand new reason: they want to keep in the UE.

After the surprising success of Brexit voting, last June, Scottish feels that London has broken the rules. Everybody is afraid about the eventually hard conditions fixed by the former UE partners in order of sign a new agreement between UK and the continent. Those new and unknown rules, creates a landscape of lack of trust and questions with no answer about how will be life after leave the framework of the UE.

First conversations and messages send by main governments from UE shows an initial position of hardness about the main pretension of UK interest: to keep all the advantages of free capital and market movement, but without the same level of freedom for people movement between countries. No more European Court of Justice’s control, only British courts for British entities. That bad news has turn on all the red lights in Scotland.

The Scottish issue has raised as an collateral effect of Brexit global crisis. Ecouse no averybody in the Uniuon has the same position.

Last Thursday, Jean Claude Juncker, the President of the European Commission, and Martín Schulz the President of the European Parliament, met with  Sturgeon to assure that Scotland will keep its own place in the UE, after close the Brexit process.

But, in the other side, Spain and France disagree with the point of a future negotiation of Scotland join to the UE, thinking in its own internal territorial tensions.

And, in the league of the small ones, Slovak argues that countries have the right of choose its own future.

It’s a common place that in most European capitals there are a feeling of sympathy for Scottish, because its clear support to the UE. But everybody has its own internal problems, and its own non official position.

An independent Scotland, will be a formidable new player in the European scene, with a main objective: increase its exports to the UE. And sending a very clear message: European immigrants are welcome in Scotland.

Edinburgh could represent a great threat for the rest of UK, because they are willing to be “the new London”, offering everything that London should lose. And last but not least, they think in English, a key question in financial markets.
