ACTORES EN LA BATALLA DE MOSUL/ Actors in the battle of Mosul

En esta batalla hay presencia de actores nacionales y transnacionales, siendo los actores transnacionales los protagonistas. De entre los actores participantes en la batalla podemos diferenciar los siguientes:

Nuevo Ejército de Iraq:

iraqi_ground_forces_emblem-svgActor nacional. Representante legítimo de los intereses del pueblo iraquí y del gobierno de Haidar Al Abadi, en Bagdad. Este ejército está compuesto por una mayoría de tropa chií, entrenada por los diferentes componentes de la coalición internacional (entre ellos, los soldados españoles destinados en Besmayah), y un cuadro de mando que responde ante las órdenes del establishment, también chií, de Bagdad.

El nuevo ejército de Iraq, fruto de los esfuerzos occidentales desde que el ejército de Saddam se desintegró tras la segunda guerra del golfo y la aplicación del fatídico “plan Bremer”, ha conseguido reagruparse tras la humillación sufrida con motivo de la huida en desbandada de la propia ciudad de Mosul en 2014, ante la presión de los soldados del califato, a los que superaban ampliamente en número y recursos.

Actualmente, el nuevo ejército de Iraq se encuentra motivado, bien entrenado y bien abastecido, estando continuamente asesorado por expertos extranjeros, si bien la responsabilidad del mando de las operaciones recae en los propios iraquíes.

Dicho ejército es el responsable del avance hacia Mosul desde el sur, y se considera la principal fuerza de combate, toda vez que sólo se ha concedido autoridad operativa en Mosul a este contingente y a los Peshmerga que avanzan desde Norte y Este.

Entre los intereses del gobierno iraquí se encuentran el control efectivo de todo el territorio nacional, la recuperación de prestigio internacional, para lo que es fundamental que el ejército iraquí asuma el protagonismo como “liberador” de la ciudad, la salida de fuerzas radicales suníes del país y la seguridad de la población suní, a fin de no provocar más tensiones sectarias.

Peshmerga:

Representa los intereses del pueblo kurdo de Iraq, encontrándose éste representado en la figura política de los partidos tradicionales del Kurdistán, actualmente región autónoma perteneciente al estado federal de Iraq, en el Noreste del país, y parte constituyente del gran Kurdistán.

Los guerreros Peshmerga han sido fieles aliados de occidente, participando del lado de Estados Unidos desde la intervención norteamericana en 2003, y posteriormente contra los soldados del Califato en el norte de Irak. El núcleo de poder de este actor se encuentra en Erbil.

El ejército Peshmerga tiene buen equipamiento (otorgado por EEUU), una amplia preparación y una dilatada experiencia en combate, toda vez que ha sido formado por expertos occidentales y lleva siendo partícipe de las operaciones militares en suelo iraquí desde 2003 (a lo que hay que sumar las actividades de insurgencia durante la época de Saddam); además, se trata de un colectivo con un intenso sentimiento nacionalista y fuertes vínculos culturales, lo que los convierte en un actor con alta motivación. Además de todo esto, es crucial indicar que, aunque los kurdos aglutinan diversas confesiones religiosas entre sus tropas, la mayoría son musulmanes chiíes.

Dicho ejército es el responsable del avance hacia Mosul desde los frentes Norte y Este. Estas tropas se han granjeado, durante los últimos años, el respeto de la comunidad internacional por su lucha contra DAESH, y pueden ser un actor clave para limitar la infiltración de agentes del DAESH en la zona, una vez terminada la ofensiva.

Entre los intereses de los Peshmerga se encuentran la expulsión del DAESH de la región para limitar los ataques a sus territorios, la resolución a su favor de las disputas territoriales con el gobierno de Iraq (Kirkuk, Sinjar, Hamdaniya, etc) mediante el mantenimiento de la cooperación con EEUU para la continuación del apoyo internacional a la estructura de gobierno kurda, y el control del radicalismo suní a fin de limitar la violencia sectaria. Además de estos intereses actuales, es necesario recordar la perenne aspiración kurda de contar con su propio estado soberano.

DAESH:

Se trata de un nuevo concepto de grupo terrorista, de unas dimensiones desconocidas hasta el momento y que, por sus particulares aspiraciones territoriales, ha logrado conformar un estado de facto, líquido y de naturaleza parasitaria; oportunista. DAESH representa los intereses de los radicales sunníes más violentos, que en un principio fueron herederos del ejército, la policía, la inteligencia y el aparato represor del régimen de Saddam, integrados en las primeras insurgencias anti-ocupación de Irak. Dichos intereses se han expandido más allá del regionalismo, involucrando a musulmanes radicales de todo el planeta, que ven en DAESH la posibilidad de la realización de un Califato que devuelva Dar Al-Islam a los musulmanes.

El poder del DAESH, presionado en todos sus frentes y con cada vez menos capacidad para operar más allá de sus fronteras, está claramente en descenso. Diferentes reportes indican que está habiendo deserciones y ejecuciones disciplinarias dentro de sus filas, tanto en Mosul como en otros enclaves. Aun así, el califato mantiene una buena cantidad de fanáticos convencidos, dispuestos a morir por la causa, así como conserva una gran cantidad de material bélico ligero (mayormente material norteamericano capturado de las posiciones del ejército iraquí en 2014, así como material de manufactura soviética capturado en Siria y diverso material proveniente de Libia o África) que podría convertir el asalto a Mosul en un quebradero de cabeza para los mandos iraquíes, a pesar de la manifiesta superioridad numérica de los asaltantes.

Este actor ocupa actualmente Mosul y es el responsable de la defensa de la plaza y, llegado el caso, de la retirada de los combatientes hacia otros enclaves del Califato, principalmente en Siria (Raqqa y Deir Ez Zor), para su defensa.

Entre los intereses de DAESH se encuentran el mantenimiento de sus territorios en Iraq, con sus correspondientes fuentes de financiación, la utilización de la ofensiva para reactivar la propaganda y la pérdida del menor número de recursos humanos y material bélico posible. Como se puede apreciar, hay dos intereses que pueden entrar en conflicto, puesto que será difícil tratar de mantener el territorio en Iraq sin sufrir una pérdida significativa de material y recursos humanos; ante esta realidad, en este análisis se ha considerado que DAESH optará por conservar sus fuerzas, a fin de redireccionarlas, en lugar de optar por mantener el territorio debido, principalmente, a las pocas perspectivas de éxito.

Hashid Shaabi:

Hashid Shaabi es una agrupación de milicias, mayoritariamente chiíes (aunque con un importante componente sunní), apoyadas por los establishments políticos chiíes del Kurdistán autónomo, Irán e Iraq. Hashid Shaabi, las brigadas de movilización popular, surgen tras una fatua del Gran Ayatolá iraquí Ali Al-Sistani; se pueden considerar la evolución natural de la actividad de Hezbollah en la zona durante los últimos dos años.

Se trata de un conglomerado difícil de controlar; protagonista principal de los episodios de violencia sectaria (participaron en las liberaciones de Faluya y Ramadi) contra la población. Actúan como una guerrilla bien equipada, en la que es difícil diferenciar los elementos integrantes de Hezbollah de otros tantos que conforman dicho conglomerado.

En teoría, este actor no tiene autorización del gobierno iraquí para entrar a formar parte de la ofensiva de Mosul.

Entre los intereses de Hashid Shaabi se encuentran el exterminio de todos los miembros de DAESH en la región, la eliminación de cualquier resistencia radical sunní y la liberación de los territorios de Iraq y Siria, volviendo a manos de sus gobiernos legítimos (chiíes). Así mismo, al recibir financiación de Irán, país aliado de la Siria de Assad, es probable que este actor suponga un obstáculo en el caso de tener que producirse una salida de combatientes del Califato en dirección a Siria.

Hashid Al-Watani:

Actor intranacional. Hashid Al-Watani es un grupo paramilitar formado por nacionales sunníes y liderado por el exgobernador de Mosul: Atheel Al-Nujaifi. Este actor se encuentra en estrecha relación con las tropas kurdas (Peshmerga) a nivel operacional, y destaca en el conflicto por ser de los pocos actores de signo sunní. Este actor está apoyado y entrenado por Turquía, y sus capacidades se limitan al armamento ligero.

Este actor no tiene autorización del gobierno iraquí para entrar a formar parte de la ofensiva de Mosul, pero al tratarse de un actor “atomizado” es muy complicado establecer un control real sobre su participación. El gobierno de Al-Abadi cuestiona profundamente la existencia de este actor, cuyas milicias suníes están apoyadas por el gobierno turco, que desaprueba: a) El protagonismo chií, y b) El aumento de la autonomía kurda.

Entre los intereses de Hashid Al-Watani se encuentran la expulsión de la ciudad de Mosul de los miembros del DAESH, la protección de los habitantes sunníes de Mosul y la vuelta al dominio sunní de la ciudad (Al-Nujaifi, a nivel particular, podría tener aspiraciones políticas más allá de Mosul una vez se restablezca la normalidad en el país).

Coalición Internacional (EEUU):

A pesar de tratarse de un conglomerado de fuerzas, en el que participan británicos y franceses (entre otros) se considerará en adelante a la coalición como ente representativo de los intereses norteamericanos en la región, por ser dicho país el principal apoyo del gobierno de Iraq y también por ser el país que más recursos, tanto humanos (+5000 hombres) como materiales, está destinando a la lucha en suelo iraquí.

El papel de la Coalición Internacional en el desarrollo de la ofensiva de Mosul se basa en el apoyo aéreo. La Coalición cuenta con el material bélico (para obtención de información e imagen, guerra electrónica, comunicaciones y bombardeo) más avanzado del mundo. Además de dicho apoyo aéreo, vital para el éxito de las operaciones, EEUU cuenta con más de 5000 unidades desplegadas en Iraq, las cuales participan de las operaciones, colaborando en el entrenamiento del ejército iraquí, asesorando a los mandos y tomando partido en operaciones sensibles. Además de esto, EEUU es el principal proveedor de material bélico, tanto para el nuevo ejército de Iraq como para los Peshmergas.

Entre los intereses de EEUU (CI), se encuentran la expulsión de DAESH de territorio iraquí en pro de la consolidación de un Iraq estable y aliado de Occidente, el control efectivo por parte de Iraq de su territorio, sus recursos y su seguridad, el mantenimiento de un Iraq federal en el que los kurdos conserven su autonomía y el fin del régimen prorruso de Bashar Al-Assad. Aunque el último interés parezca no tener relación con este escenario en particular, será importante a la hora de determinar las actuaciones de la Coalición y sus aliados, especialmente a la hora de facilitar o no un corredor de salida hacia Siria para los adláteres del Califato.

Además de estos actores, los cuales se han considerado dentro del propio conflicto articulado sobre la ofensiva de Mosul, hay también un gran número de actores más o menos significativos, que no se han considerado a fin de no extender más de lo necesario el análisis, entre los que destacan Irán, Arabia Saudí, Rusia, Israel, Jordania, Azerbaiyán

Turquía:

flag_of_turkey-svgActor nacional. Es uno de los potenciales líderes de la región puesto que, aunque difiere étnicamente (turcomanos), se trata de un actor sunní. Además de la identificación religiosa, Turquía tiene una gran proyección de poder en la región por contar con una amplia frontera y con uno de los diez mayores ejércitos del mundo.

Este actor coopera estrechamente con los Peshmerga y con el grupo sunní Hashid Al-Watani, aunque carece de autorización del gobierno de Haidar Al Abadi para operar en suelo iraquí, y su participación en las operaciones está siendo muy mal considerada por dicha administración, que ya ha elevado quejas a la comunidad internacional. A pesar de esto, Turquía realiza bombardeos con artillería y aviación sobre objetivos de DAESH cercanos a la frontera, ofreciendo apoyo y cobertura a las tropas Peshmerga, además de haber establecido una base en Ba’ashiqa, en la que tienen destacados tanto tropas como carros de combate. En definitiva, los turcos han entrado a formar parte del frente Noreste de la ofensiva sin autorización del gobierno iraquí.

Entre los intereses del gobierno turco podemos encontrar el aumento de su proyección de poder puesto que interviniendo en Iraq sin autorización queda manifiesta su superioridad con respecto a otros actores, y siendo protagonistas de la liberación podrían retomar más fácilmente a sus tradicionales demandas territoriales, el “Mosul Otomano”; Turquía está en un periodo expansionista. El apoyo a los Peshmerga puede estar dirigido precisamente a debilitar aún más al gobierno de Bagdad, toda vez que un aumento de autonomía del Kurdistán iraquí repercutirá negativamente en el gobierno de Bagdad (estrategia: “divide y vencerás”). Otro interés, más allá de convertirse en el hegemón regional o de establecer reclamaciones territoriales, es la protección de la población sunní de Mosul, lo que puede ser sólo un pretexto para justificar su presencia en la región.

Turquía es uno de los actores más complejos de este escenario, y cabe preguntarse por la posibilidad de que, frente a la tendencia de creciente apoyo internacional en pro de la aparición de un estado kurdo (al menos en lugares como Iraq) durante los últimos 15 años, Turquía aspire a establecer un dominio territorial sobre todos los territorios del gran Kurdistán a su alcance (Turquía, Siria e Iraq) a fin de exterminar a los kurdos, silenciar sus demandas y arrancar de raíz el “problema kurdo”. Si esto es así la ofensiva de Mosul, DAESH, Hashid Al-Watani y los Peshmerga son meros instrumentos a disposición de los intereses turcos.


In this battle are present national, intranational and transnational actors, transnational actors being the protagonists. Among the actors participating in the battle can distinguish the following:

  • New Iraqi Army (Iraq):

National actor. Legitimate representative of the interests of the Iraqi people and the government of Haidar Al Abadi in Baghdad. This army is composed of most Shiite troops, trained by the different components of the international coalition (including the Spanish soldiers settled in Besmayah), and a dashboard that responds to the orders of the establishment, also Shiite, of Baghdad.

The new army of Iraq, as a result of Western efforts since Saddam’s army disintegrated after the second Gulf War and the implementation of the fateful «Bremer plan» has managed to regroup after the humiliation suffered because of the rout of the city of Mosul in 2014, under pressure from the soldiers of the caliphate, which were far exceeded in number and resources.

Currently, Iraq’s new army is motivated, well trained and well stocked, and continuously being advised by foreign experts, although the responsibility of the operations command rests in the Iraqis themselves.

This army is responsible of the advance towards Mosul from the south, and is considered the main fighting force; Iraqis and Peshmerga (advancing from North and East) are the only armies that have been granted with operational authority in Mosul.

Between the interests of the Iraqi government are the effective control of the entire national territory, the recovery of international prestige, so it is essential that the Iraqi army to assume the role as «liberator» of the city, the expulsion of Sunni radical forces of the country and the security of the Sunni population, in order not to provoke further sectarian tensions.

  • Peshmerga:

Intranational actor. It represents the interests of the Kurdish people of Iraq, finding it condensed in the political figure of the traditional parties of Kurdistan, currently belonging to the federal state of Iraq autonomous region in the northeast of the country and a constituent part of the Great Kurdistan.

The Peshmerga warriors have been loyal allies of the West, participating in the Western side since the US intervention in 2003, and later against the soldiers of the Caliphate in northern Iraq. Their core is in Erbil.

The Peshmerga army has good equipment (USA), an extensive training and experience in combat, since has been shaped by Western experts and takes being a participant of military operations on Iraqi campaign since 2003 (to which must be added the insurgent activities during the time of Saddam); moreover, it is a group with a strong nationalist sentiment and strong cultural bonds, which makes them a highly motivated actor. Besides all this, it is crucial to note that although the Kurds mix various religious confessions among his troops, the majority are Shiite Muslims.

This army is responsible for the advance towards Mosul from the north and east fronts. These troops have earned, in recent years, the respect of the international community in their fight against DAESH, and can be the key to limit the infiltration of DAESH’s agents in the area, once the offensive ended.

Between the interests of the Peshmerga are the expulsion of DAESH of the region to limit attacks on their territories, the favourable resolution of territorial disputes with the government of Iraq (Kirkuk, Sinjar, Hamdaniya, etc) by maintaining cooperation with the US for continued international support for the Kurdish government structure, and control of Sunni radicalism to limit sectarian violence. In addition to these current concerns, it’s an obligation to remember the perennial Kurdish aspiration to have their own sovereign state.

  • DAESH:

Transnational actor. This is a new concept of terrorist group of dimensions hitherto unknown because of their territorial aspirations, they have turned into to a de facto state, liquid and parasitic nature; opportunist. DAESH represents the interests of the most violent Sunni radicals, which initially were heirs of the army, police, intelligence and repressive apparatus of the Saddam’s regime, integrated into the first Iraqi anti-occupation insurgencies. These interests have expanded beyond regionalism, involving radical Muslims around the world, who see in DAESH the real possibility of creating a Caliphate that returns Dar Al-Islam to Muslims.

The power of DAESH, pressed on all fronts and with less and less ability to operate beyond its borders, is clearly declining. Different reports indicate that there are being defections and disciplinary executions within its troops, both in Mosul and other enclaves. Still, the caliphate has a good number of convinced fanatics, ready to die for the cause, and retains a lot of light materiel (mostly American materiel captured from the positions of the Iraqi army in 2014, as well as Soviet manufacturing materiel captured in Syria and other materiel from Libya or Africa) that could turn the assault on Mosul into a headache for Iraqi commanders, despite the obvious numerical superiority of the attackers.

This actor is currently occupying Mosul and is responsible for the defense of the place and, if necessary, the withdrawal of combatants to other enclaves of the Caliphate, mainly in Syria (Raqqa and Deir Ez-Zor), for its defence.

Between the interests of DAESH are the maintaining of their territories in Iraq, with their funding sources, the use of a renewed propaganda offensive to revive, and the fewer loss of human resources and materiel possible. As it’s easy to see, there are two interests that may conflict, since it will be difficult to try to keep the territory in Iraq without suffering a significant loss of material and human resources; Given this reality, this analysis has been considered that DAESH will choose to keep their forces to redirect them, instead opting to keep the territory mainly due to little prospect of success.

  • Hashid Shaabi:

Intranational Actor. Hashid Shaabi is a grouping of militias, mainly Shiite (albeit with an important Sunni component), supported by the Shiites of autonomous Kurdistan, Iran and Iraq’s political establishment. Hashid Shaabi, popular mobilization brigades arise after a fatwa from the Iraqi Grand Ayatollah Ali Al-Sistani; They can be considered the natural evolution of Hezbollah activity in the area during the past two years.

It is a conglomerate hard to control; main protagonist of the episodes of sectarian violence (participated in the release of Falluja and Ramadi) against the Sunni population. They act as a well-equipped guerrilla, in which is difficult to differentiate the elements of Hezbollah members from others who make up this cluster.

In theory, this actor is not authorized by the Iraqi government to become part of the offensive of Mosul.

Between the interests of Hashid Shaabi are the extermination of all members of DAESH in the region, removing any radical Sunni resistance and the liberation of the territories of Iraq and Syria, returning to the hands of their legitimate governments (Shiites). Likewise, receiving funding from Iran, an ally of Assad’s Syria country, it is likely that this actor would form an obstacle in the case of an outflow of fighters into Syria Caliphate occur.

  • Hashid Al-Watani:

Intranational Actor. Hashid Al-Watani is a Sunni paramilitary group formed by nationals and led by the former governor of Mosul: Atheel Al-Nujaifi. This actor is in close relationship with the Kurdish troops (Peshmerga) at the operational level, and highlights in the conflict because of being one of the few Sunni sign actors. This actor is supported and trained by Turkey, and its capabilities are limited to light weapons.

This actor is not authorized by the Iraqi government to become part of the offensive of Mosul, but being an «atomised” actor is very difficult to establish real control over its participation. The government of Al-Abadi deeply questions the existence of this actor, whose Sunni militias are supported by the Turkish government, which disapproves: a) The Shiite prominence b) Increased Kurdish autonomy.

Between the interests of Hashid Al-Watani are the expulsion of DAESH from the city of Mosul, the protection of the Sunni people of Mosul and the Sunni domination of the city (Al-Nujaifi could have political aspirations beyond Mosul once normalcy is restored in the country).

  • International Coalition (USA):

National actor. Despite being a conglomerate of multinational forces, with the participation of British and French armies (among others), the coalition is a representative body of USA interests in the region, being Iraq’s main supporter, and for being the country that has given more resources, both human (+5000 men) and materials.

The role of the International Coalition in developing Mosul offensive is based on the air support. The Coalition has the world’s most advanced military equipment (for obtaining information and imaging, electronic warfare, communications and bombing). In addition to such air support, vital to the success of operations, USA has more than 5000 units deployed in Iraq, which are involved in the operations, collaborating in training the Iraqi army, advising commanders and participating in sensitive operations. In addition to this, USA is the main supplier of military equipment, both for the new Iraqi army and the Peshmerga.

Among USA interests (CI), are the expulsion of DAESH from Iraqi territory towards the consolidation of a stable and Western-friendly Iraq, the effective control by Iraq of its territory, its resources and security, the maintenance of a federal Iraq in which the Kurds retain their autonomy and the fall of the pro-Russian regime of Bashar Al-Assad. Although the last interest seems to have no relation to this particular scenario, it will be important in determining the actions of the Coalition and its allies, especially in facilitating or not an exit corridor to Syria for the minions of the Caliphate.

  • Turkey:

National actor. It is one of the potential leaders of the region because, although ethnically different (Turkmens), is a Sunni actor. In addition to the religious identification, Turkey has a large projection of power in the region by having a wide border and one of the ten largest armies in the world.

This actor cooperates closely with the Peshmerga and the Sunni group Hashid Al-Watani, although they have no authorization from Al-Abadi’s government to operate on Iraqi territory, and its involvement in operations is being very badly considered by Iraq, which already has raised complaints to the international community. Despite this, Turkey makes shelling with artillery and aviation DAESH targets near the border, providing support and cover the Peshmerga troops, in addition to having established a base in Ba’ashiqa, which have deployed both troops and tanks. In conclusion, Turks have become part of the northeast frontline of the offensive without authorization from the Iraqi government.

Between the interests of the Turkish government we can find the increasing of their power projection since intervening in Iraq without authorization is a manifest of its superiority over other actors, and the protagonists of liberation could more easily retake traditional territorial claims, as the “Ottoman Mosul”; Turkey is immersed in an expansionist period. Support for Peshmerga can be directed precisely to further weaken the Baghdad government, since an increase in Iraqi Kurdistan autonomy adversely impact the Baghdad government (strategy: «divide and conquer»). Another interest, beyond become a regional leader or beyond establish territorial claims, is the protection of the Sunni population of Mosul, which may be only a pretext to justify their presence in the region.

Turkey is one of the most complex actors in this scenario, and the question about the possibility that, against the trend of increasing international support for the emergence of a Kurdish state (at least in places like Iraq) during the last 15 years, Turkey aspires to establish a territorial dominion over all the territories of the great Kurdistan within reach (Turkey, Syria and Iraq) to exterminate the Kurds, silence their demands and uproot the «Kurdish problem». If this is so, the Mosul offensive, DAESH, Hashid Al-Watani and the Peshmerga are mere instruments available to Turkish interests.

In addition to these actors, which have been considered within the conflict on the offensive in Mosul, there are also several significant players, who have not been considered in order not extend more than necessary the analysis, most notably Iran, Saudi Arabia, Russia, Israel, Jordan, Azerbaijan …
