POSIBLES ESCENARIOS FUTUROS EN LA BATALLA DE MOSUL/ Possible future scenarios in the battle of Mosul

MOSUL: Escenario de batalla

Es muy probable que DAESH sea finalmente expulsado de Mosul, pasando la ciudad a manos de la administración de Haidar Al Abadi. Lo importante de este escenario, paradójicamente, no es lo que pase con Mosul si no lo que pase a raíz de Mosul. Es por ello que se presentan los diferentes escenarios posibles, fruto de la combinación de diferentes eventos:

A) El ejército Iraquí y los Peshmerga consiguen expulsar a DAESH, las intervenciones de las milicias chiíes, sunníes, cristianas y del ejército turco:

  1. No son significativas, no hay represalias sectarias y el gobierno de Bagdad reinstaura su control sobre la provincia de Nínive.
  2. Son determinantes, no hay represalias sectarias y el gobierno de Bagdad reinstaura su control sobre la provincia de Nínive.
  3. Son determinantes, hay represalias sectarias y el gobierno de Bagdad no es capaz de controlarlas. Las matanzas y violaciones de DDHH contra la población sunní legitiman una mayor intromisión del gobierno turco y las relaciones de Bagdad con los Turquía y los kurdos se tensan.

B) El gobierno de la ciudad de Mosul recae en manos de:

  1. Sunníes, Bagdad reconoce que la mayoría de la población es sunní y opta por reinstaurar un gobierno con base sunní. Atheel Nujaifi, líder de Hashid Al Watani, es el mejor colocado para asumir el gobierno de Mosul en la reconstrucción que se avecina.
  2. Chiíes, Bagdad opta por la homogeneidad en el dominio chií y favorece un gobierno chií. Dicho gobierno no es aceptado por la población, lo que aumenta la inestabilidad y el terrorismo. Atheel Nujaifi pasa a la oposición y la reconstrucción corre a cargo de Bagdad.
  3. Mixto, Bagdad favorece la creación de un gobierno mixto en el que las figuras sunníes compartan importancia con las chiíes. Las diferencias dentro del propio ejecutivo no contentan a ningún bando y el proceso de reconstrucción se ralentiza y se ve entorpecido por las luchas políticas.

C) Los kurdos:

  1. Aceptan su situación en el estado federal e Iraq comienza su camino hacia la normalidad. Turquía renuncia a sus actividades en Iraq.
  2. No aceptan su situación actual en el estado federal y presionan al gobierno de Bagdad para incorporar a su región autónoma las zonas en disputa (Kirkuk, Sinjar, Hamdaniya, etc.) y para ganar en autonomía. Para ello se apoyan en Turquía y en EEUU. EEUU:
    1. Apoya las pretensiones kurdas: Como buen aliado, EEUU vela por el aumento de la autonomía kurda encaminada a la creación de un estado kurdo. Iraq se ve traicionado y se inclina hacia los referentes del poder chií, Irán y Siria, entrando en la esfera de influencia rusa. Este escenario propiciaría el aumento de la violencia sectaria contra la población sunní, la posibilidad del comienzo de un conflicto civil y la pérdida de influencia de Occidente en Oriente Medio.
    2. No apoya las pretensiones kurdas: EEUU vela por el mantenimiento del Statu Quo, dando peso al gobierno de Bagdad y abogando por la continuidad del sistema federal.
      1. Los kurdos aceptan el sistema federal y se conforman con que EEUU apoye sus reclamaciones a la hora de introducir más territorios en su región autónoma.
      2. Los kurdos viran en este punto hacia otros líderes regionales, como Turquía o Irán, en busca de apoyo en sus reclamaciones territoriales y de autonomía, a cambio de petróleo y del aumento de su influencia como hegemones. Se mantienen en el sistema federal, pero no con voluntad de permanencia.

D) DAESH:

  1. Mantienen una defensa férrea de la ciudad hasta el último hombre.
  2. Mantienen una defensa orientada a ganar tiempo en pro de una retirada organizada por el corredor de Tel Afar, hacia Siria. Dicha retirada requiere el paso por la ciudad de Sinjar, bajo dominio Kurdo, y tendría como destinos principales las ciudades sirias de Raqqa, Deir Ez Zor y Hasakah.
    1. Toman una ruta alternativa, más larga, por Rabia.
    2. Presentan batalla contra los Peshmerga en Sinjar.

E) Coalición Internacional (EEUU):

  1. La coalición hostigará a las fuerzas de DAESH para empujarlas a Siria, donde un aumento de la presión yihadista podría afectar al desarrollo de la campaña de Rusia y el régimen de Assad. Esta maniobra beneficiaría a los intereses de EEUU en Siria, prolongando el conflicto al obligar al régimen a dividir aún más sus esfuerzos entre DAESH y la oposición rebelde.
  2. La coalición cortará el paso de los yihadistas por el corredor occidental, bombardeando Tel Afar y tratando de aniquilar o dispersar a todas las unidades posibles del Califato.

Según el propio desarrollo del análisis, y sin aplicar una metodología matemática de jerarquización de escenarios, el escenario más probable parece ser aquél en que:

El ejército iraquí y los Peshmerga conseguirán expulsar a DAESH, las intervenciones de las milicias chiíes, sunníes, cristianas y del ejército turco no serán significativas, no habrá represalias sectarias (o no serán mayoritarias) y el gobierno de Bagdad reinstaurará su control sobre la provincia de Nínive.  El gobierno de la ciudad de Mosul recaerá en manos de los chiíes, Bagdad optará por la homogeneidad en el dominio chií y favorecerá un gobierno chií. Dicho gobierno no será aceptado por la población, lo que aumentará la inestabilidad y el terrorismo. Atheel Nujaifi pasará a la oposición y la reconstrucción correrá a cargo de Bagdad.

Los kurdos no aceptarán su situación actual en el estado federal y presionarán al gobierno de Bagdad para incorporar a su región autónoma las zonas en disputa (Kirkuk, Sinjar, Hamdaniya, etc.) y para ganar en autonomía. Para ello se apoyarán en Turquía y en EEUU, que no apoyará las pretensiones kurdas. EEUU velará por el mantenimiento del Statu Quo, dando peso al gobierno de Bagdad y abogando por la continuidad del sistema federal, ante esto, los kurdos aceptarán el sistema federal y se conformarán con que EEUU apoye sus reclamaciones a la hora de introducir más territorios en su región autónoma.

DAESH mantendrá una defensa orientada a ganar tiempo en pro de una retirada organizada por el corredor de Tel Afar, hacia Siria. Dicha retirada requerirá el paso por la ciudad de Sinjar, bajo dominio Kurdo, y tendrá como destinos principales las ciudades sirias de Raqqa, Deir Ez Zor y Hasakah, por lo que los soldados del Califato presentarán batalla contra los Peshmerga en Sinjar. Mientras tanto, la Coalición Internacional (EEUU) hostigará a las fuerzas de DAESH para empujarlas a Siria, donde un aumento de la presión yihadista podría afectar al desarrollo de la campaña de Rusia y el régimen de Assad. Esta maniobra beneficiará a los intereses de EEUU en Siria, prolongando el conflicto al obligar al régimen a dividir aún más sus esfuerzos entre DAESH y la oposición rebelde.

MOSUL: Battle scene

DAESH is likely to be finally expelled from Mosul, passing the city at the hands of Haidar Al Abadi’s administration. The important thing about this scenario, paradoxically, is not what happens to Mosul but what will happen because and after Mosul. The different possible scenarios are the result of the combination of different possible events:

A) The Iraqi army and the Peshmerga get expel DAESH, interventions Shiite militias, Sunni, Christian and the Turkish army:

  1. They are not significant, no sectarian reprisals and the Baghdad government reinstates its control over the province of Nineveh.
  2. They are decisive, no sectarian reprisals and the Baghdad government reinstates its control over the province of Nineveh.
  3. They are decisive, there are sectarian reprisals and the Baghdad government is unable to control them. The killings and human rights violations against the Sunni population legitimize further interference of the Turkish government and Baghdad relations with Turkey and Kurds tighten.

B) The government of the city of Mosul lies in the hands of:

  1. Sunni; Baghdad recognizes that most of the population is Sunni and chooses to reinstate a government with Sunni base. Atheel Nujaifi, leader of Hashid Al Watani and the former governor of Mosul, is best placed to assume the government of Mosul in the further rebuilding.
  2. Shiite; Baghdad chooses homogeneity in the Shiite dominance and favours a Shiite government. That government is not accepted by the population, increasing instability and terrorism. Atheel Nujaifi passes to the opposition and reconstruction is carried out by Baghdad.
  3. Mixed; Baghdad favours the creation of a mixed government in which Sunni figures share importance with Shiites. The differences within the executive itself do not satisfy either side and the reconstruction process slows down and is hampered by political strife.

C) The Kurds:

  1. They accept their situation in the state and Iraq begins its path towards normality. Turkey renounces its activities in Iraq.
  2. They do not accept the current situation in the state and pressure the Iraqi government to incorporate into their autonomous region disputed areas (Kirkuk, Sinjar, Hamdaniya, etc.) and to gain autonomy. To do rely on Turkey and the US. USA:
    1. Supports Kurdish claims: As good ally, the US ensures increased Kurdish autonomy aimed at the creation of a Kurdish state. Iraq is betrayed and leans toward the leaders of Shiite power Iran and Syria, entering the Russian sphere of influence. This scenario would lead the increase in sectarian violence against the Sunni population, the possibility of the beginning of a civil conflict and the loss of influence of the West in the Middle East.
    2. Does not support Kurdish claims: US monitors the maintenance of the status quo, giving weight to the Baghdad government and advocating the continuation of the federal system.
      1. The Kurds accept the federal system and comply with US support their claims when introducing more territory in their autonomous region.
      2. The Kurds veer at this point to other regional leaders, such as Turkey or Iran for support in its territorial claims and autonomy, in exchange for oil and increase its influence as hegemons. They remain in the federal system, but will not stay.

D) DAESH:

  1. DAESH maintains a strong defense of the city until the last man standing.
  2. DAESH maintains a defence oriented to gain time towards an organized withdrawal by the Tel Afar corridor, to use the troops for Syria’s defence. Such withdrawal requires to go through the city of Sinjar, under Kurdish control, and has as main destinations the Syrian cities of Raqqa, Deir Ez-Zor and Hasaka.
    1. Take an alternative route, longer, by Rabia.
    2. Present battle against the Peshmerga in Sinjar.

E) International Coalition (USA):

  1. The coalition forces harass DAESH to push them to Syria, where an increase in jihadist pressure could affect the development of the Russian campaign and the stability of Assad’s regime. This manoeuvre would benefit US interests in Syria, prolonging the conflict by forcing the regime to divide their efforts between DAESH and the rebel opposition.
  2. The coalition cut over the jihadists by the western corridor, bombing Tel Afar and trying to kill or disperse all possible units of the Caliphate.

Basing the following conclusion in the development of the analysis itself, and without applying a mathematical hierarchization of scenarios methodology, the most likely scenario seems to be that in which:

The Iraqi army and the Peshmerga expel DAESH from Mosul, interventions of the Shiite militias, Sunni militias, Christian militias and the Turkish army will not be significant, there will not be sectarian reprisals (or will not be majority) and the Baghdad government will reinstate its control over the province of Nineveh. The government of the city of Mosul will rest in the hands of the Shiites, Baghdad will opt for homogeneity in the Shiite dominance and promote a Shiite government. That government will not be accepted by the population, and instability and terrorism will increase. Atheel Nujaifi will start to be in the opposition and the reconstruction will be assumed by Baghdad.

The Kurds will not accept their status in the federal state and will pressure the Iraqi government to incorporate into their autonomous region all the disputed areas (Kirkuk, Sinjar, Hamdaniya, etc.) and to gain autonomy. They will search for Turkish and American support, but USA will not support the Kurdish claims. USA will ensure the maintenance of the status quo, giving weight to the Baghdad government and advocating the continuation of the federal system, at this, the Kurds will accept the federal system and will comply with US support of their claims about introducing some disputed territories in their autonomous region.

DAESH will maintain the defence to gain time, oriented towards an organized retreat by the way of Tel Afar, to Syria defense. Such withdrawal will require to go through the city of Sinjar, under Kurdish control, and will have as main destinations the Syrian cities of Raqqa, Deir ez-Zor and Hasaka, so the soldiers of the Caliphate will present battle against the Peshmerga in Sinjar. Meanwhile, the International Coalition (USA) will harass DAESH forces to push them into Syria, where an increase of jihadist pressure will affect the development of the Russian campaign and the Assad’s regime stability. This manoeuvre will benefit US interests in Syria, prolonging the conflict by forcing the regime to divide its efforts between DAESH and the rebel opposition.
