EL ATAQUE TERRORISTA EN GAO

A pesar del despliegue de más de 10’000 unidades de seguridad conjuntas (francesas y africanas) y del previo aviso, por parte de la inteligencia francesa, de que existía una amenaza y una clara intención de atentado para la fecha de celebración de la Cumbre Africano-francesa[1], un ataque terrorista, reclamado por Al Morabitun, consiguió cumplir su competido y golpear el país saldándose con la cifra de 77 muertos y más de 100 heridos, según el Estado Mayor Francés y el portavoz del Ejército maliense[2].

El atentado fue contra una base militar en Gao que aloja a fuerzas gubernamentales y unidades de los grupos armados de la oposición, una expresión violenta de la condena, por parte de los grupos terroristas, del proceso de paz que se está llevando a cabo en el país con un cada vez mayor protagonismo de milicias que anteriormente estaban en disputa. El mismo Al Qaeda justificó la actuación declarando que se había ejecutado el ataque para condenar la “colaboración con Francia de los grupos armados”[3] para la estabilización del país.

MOTIVACIONES E IMPACTO DEL ATAQUE TERRORISTA

  • CUMBRE AFRICANO-FRANCESA: El 15 y 16 de junio se celebraba en la capital de Mali, Bamako, la Cumbre Africano-francesa que supondría la firma y compromiso de la lucha cooperativa contra el terrorismo en la región. En las líneas del acuerdo, se estableció un enfoque prioritario en la seguridad de las personas migrantes y en la lucha contra los tráficos ilícitos y el extremismo violento. “Mali es un ejemplo que demuestra al mundo que no existe desesperanza en la lucha contra el terrorismo” -anunció el presidente Hollande en Bamako queriendo poner acento en una operación de estabilización en progreso positivo frente a un tiempo inestable y de constantes azotes por los conflictos asimétricos[4]; además, añadió con optimismo que Francia reforzará su compromiso en seguridad y cooperación económica con el país para los próximos tres años[5].
    • El tan aplaudido anuncio de este encuentro (que reunía más de 30 líderes africanos, representantes de la unidad frente a la desestabilización) y de este titular difícilmente iba a evitar el estar acompañado de una reivindicación violenta de la continuación de la lucha armada y del descontento político-social que aún continúa en la región más inestable de Mali. Todo impulso o motivación para la reconciliación y la unidad frente al extremismo siempre pretende ser silenciado por los precursores del discurso violento; el desencadenar el terror después de un encuentro que alienta esperanzas pretende quebrar la motivación y la moralidad y arrastrar de nuevo a la población civil al pensamiento de que no hay lugar para la estabilidad y la seguridad.
    • No obstante, después de la convocatoria de la cumbre y la desagradable noticia del atentado, tres países afectados por el terrorismo (Mali, Níger y Burkina Faso) decidieron extender su cooperación hacia el ámbito de la seguridad conformar una fuerza tripartita: la Fuerza Multinacional para la seguridad de Liptako-Gourma (FMS/LG)[6] con la intención de avanzar juntos en la lucha contra el terrorismo que, viendo de la misma fuente, les afecta igual[7].
  • PRESENCIA FRANCESA EN EL PAÍS: Por otro lado, la presencia de tropas extranjeras (bien para estabilizar o bien para ayudar a combatir la expansión del terrorismo) en un territorio en disputa siempre atrae a excusas para golpear con una violencia que busca justificarse en la necesidad de liberación e igualdad de derechos. Francia ha desplegado más de 4’000 unidades en el norte de Mali, entrena cada año a unas 25’000 tropas locales y contribuye económicamente con donaciones valoradas en unos 23 millones de dólares[8]; además de en Mali, existen operaciones francesas destacadas en el Sahel y Djibuti[9]. Otros países implicados en la estabilización del conflicto en Mali son, a destacar, España y Alemania.
  • INCREMENTO DE LA VIOLENCIA EN EL NORTE DE MALI: Según Human Rights Watch, a pesar del acuerdo de paz logrado entre el año 2012 y el 2013, se ha incrementado el número de abusos y violencia en la parte central y en el norte del país (se han contabilizado unos 400 incidentes, 75 ataques y el asesinato de unas 29 unidades de paz de la MINUSMA)[10] al haber fracasado el intento de desarme de las múltiples milicias extremistas que operan por esa zona y por crímenes cometidos por las propias fuerzas de seguridad del país.
    • Una falta de control y de verdaderos ajustes de estabilización y seguridad por parte del gobierno ha facilitado la actuación de grupos terroristas, como AQIM, que han aprovechado la vulnerabilidad de la zona para expandir su influencia y acrecentar sus redes criminales hasta más allá de la parte norte del país acrecentando sus ataques contra las tropas de paz de la MINUSMA. Las zonas más afectadas son Tombuctú, Bamako, Kidal, Sévaré y Mopti, donde las etnias afectadas durante los últimos meses han sido la tuareg, la pheul, la bambara y la dogon, algunas de ellas por haber firmado el acuerdo de paz del 2015 con el gobierno (como la MNLA) y acusadas de espionaje.
    • Al Morabitoun, desde los últimos meses, ha centrado sus ataques contra las zonas de operación de la MINUSMA y sus miembros, lo que ha implicado un aumento de seguridad sobre todo en Gao, la mayor ciudad en el norte del país que escapa del control gubernamental central, y Tombuctú (el día 13 de este mismo mes sufrió un ataque de AQIM el aeropuerto de Tombuctú, que acoge fuerzas francesas[11]).

CONCLUSIONES:

A pesar de las reforzadas palabras de Hollande y el perpetuo compromiso francés con el país africano desde el 2013, la incógnita sobre el futuro de Mali acompaña la inseguridad sobre las futuras elecciones en Francia (el próximo abril) que, según qué próximo presidente salga elegido, todos estos compromisos pueden quedar en papel mojado y expresados con una línea completamente diferente.

La complejidad criminal en el Sahel, donde, según la Inteligencia norteamericana existe una cada vez mayor colaboración entre grupos terroristas y redes de crimen organizado obliga a la formalización de una cooperación más fuerte entre los países afectados para asegurar las fronteras y actuar sobre el problema en todas sus dimensiones. No obstante, mientras no se aborde la crisis de Mali en su totalidad, con la participación de todas las etnias afectadas y con una correcta dirección, implicación y control de las fuerzas de seguridad para el desarme y la estabilización, la región seguirá siendo un nido de violencia que continuará alimentándose de los desajustes de justicia y de desigualdad.

THE TERRORIST ATTACK IN GAO

In spite of the deployment of more than 10’000 joint security units (French and African) and the previous warning by the French intelligence that there was a threat and a clear intent to attack the date of the French-African Summit[1] a terrorist attack, claimed by Al-Morabitun, was able to fulfill its competition and hit the country provoking the death of 77 people and more than 100 injured, according to the French General Staff and Malian Army spokesman[2].

The attack was against a military base in Gao which houses government forces and units of the armed opposition groups. It was a violent expression of the condemnation by the terrorist group of the peace process being carried out in the region, which has a growing role of militias joining the peace process. Al Qaeda itself justified the action by stating that the attack had been carried out to condemn the «collaboration with France of the armed groups» for the stabilization of the country[3]

MOTIVATION AND IMPACT OF THE TERRORIST ATTACK
• AFRICAN-FRENCH SUMMIT: On the 15th and 16th of June, the African-French Summit in Mali, Bamako, marked the signing and commitment of the cooperative fight against terrorism in the region. Under the terms of the agreement, a priority approach was established for the security of migrants and the fight against illicit trafficking and violent extremism. «Mali is an example that shows the world that there is no hopelessness in the fight against terrorism»[4], announced President Hollande in Bamako in order to emphasize a stabilization operation in positive progress against an unstable time and constant striked by asymmetric conflicts. He added with optimism that France will strengthen its commitment to security and economic cooperation with the country for the next three years[5].

The much applauded announcement of this meeting (which brought together more than 30 African leaders, representatives of the uniyt in the face of destabilization) was hardly going to avoid being accompanied by a violent demand for the continuation of armed struggle and Political-social discontent that still continues in the most unstable region of Mali. Every impulse or motivation for reconciliation and unity against extremism always seeks to be silenced by the precursors of violent discourse. The unleashing of terror after a meeting that encourages hope seeks to break the motivation and morality and drag back the civilian population to the thought that there is no place for stability and security.

However, following the summit’s call and the unpleasant news of the attack, three countries affected by terrorism (Mali, Niger and Burkina Faso) decided to extend their cooperation towards security to form a tripartite force[6]: the Multinational Force For the security of Liptako-Gourma (FMS / LG)[7] with the intention of advancing together in the fight against terrorism which, seeing from the same source, affects them equally.

• FRENCH PRESENCE IN THE COUNTRY: On the other hand, the presence of foreign troops (either to stabilize or to help combat the spread of terrorism) in a disputed territory always attracts excuses to strike with violence that seeks to justify the attack in the need for liberation and equal rights. France has deployed more than 4’000 units in northern Mali, trained 25,000 local troops each year and contributes financially with donations valued at about 23 million dollars[8]. In addition to Mali, there are important French operations in the Sahel and Djibouti[9]. Other countries involved in stabilizing the conflict in Mali are, notably, Spain and Germany.

• INCREASE OF VIOLENCE IN NORTH OF MALI: According to Human Rights Watch, despite the peace agreement reached between 2012 and 2013, there has been an increase in the number of abuses and violence in the central and northern parts of the country (Some 400 incidents, 75 attacks and the murder of some 29 peace units of MINUSMA have been counted)`10] as the attempt to disarm the multiple extremist militias operating in that area failed.

A lack of control and real stabilization and security adjustments by the government has facilitated the actions of terrorist groups, such as AQIM, which have exploited the vulnerability of the area to expand its influence and increase its criminal networks beyond the northern part of the country, increasing its attacks on peacekeeping troops of MINUSMA. The most affected areas are Timbuktu, Bamako, Kidal, Sévaré and Mopti, where the ethnic groups affected during the last months have been Tuareg, Pheul, Bambara and Dogon, some of them for having signed the 2015 peace agreement with the government (as the MNLA) and accused of espionage by the terrorist groups. By the other hand, Al Morabitoun has focused its attacks on the areas of operation of MINUSMA and its members since the last few months, which has led to increased insecurity, especially in Gao, the largest city in the north of the country that is out of control of the Central government, and Timbuktu (the Timbuktu airport, which hosts French forces suffered an attack from AQIM on the 13th of this month).

CONCLUSIONS:
Despite the strong words of Hollande and the perpetual French commitment to the African country since 2013, the uncertainty about the future of Mali accompanies the uncertainty about the future elections in France (next April) that, according to which next president is chosen, all these commitments can remain on wet paper or be expressed with a completely different line.
The criminal complexity in the Sahel, where, according to American Intelligence, there is growing collaboration between terrorist groups and organized crime networks, it is necessary to formalize a stronger cooperation among the affected countries to secure the borders and to act on the problem in all its dimensions. However, as long as the crisis in Mali is not addressed entirety, with the participation of all the affected ethnic groups and with proper leadership, involvement and control of the security forces for disarmament and stabilization, the region will remain in chaos that will continue to feed on misalignments of justice and inequality.
