MARRUECOS INGRESA DE NUEVO EN LA UNIÓN AFRICANA/ Morocco enters again in the African Union

La semana pasada se celebró una cumbre de la Unión Africana (UA) en la cual la principal idea era la de debatir la readmisión o no del Reino de Marruecos. Sin embargo, no hizo falta llegar a la votación debido a que se llegó a un acuerdo por consenso mediante el cual se aceptaba su participación como miembro de pleno derecho desde ese momento[1].

Marruecos llevaba 33 años fuera de dicho organismo desde que en 1984 abandonara lo que entonces era la Organización para la Unidad Africana (OUA) como protesta al reconocimiento de la República Árabe Saharaui Democrática (RASD) como miembro de la misma teniendo en cuenta que es la única organización internacional del mundo que la reconoce como estado ya que ni las NNUU lo consideran así. Sin embargo, el rey Mohammed VI ha reconocido que la política de abandonar el organismo no ha funcionado y no ha ocultado en su solicitud que su objetivo es que la RASD deje de formar parte de la misma[2].

Este conflicto sin embargo es solo una parte del pastel, pues lo que de verdad está en juego es la rivalidad existente entre Marruecos y Argelia por ser el país de mayor reconocimiento en el norte de África y en el continente. Prueba de ello es la derrota que ha sufrido Argelia y sus principales aliados (Nigeria, Sudáfrica y Mozambique) dejando que Marruecos vuelva a ser miembro de dicho organismo, ya que antes de esto Marruecos no tenía poder de decisión sobre la misma y le daba mucha más libertad de acción a Argelia para perseguir sus intereses[3]. Pero con este cambio tendrán que enfrentarse a su interlocutor bajo el mismo techo en un momento negativo para Argelia debido a que Bouteflika, el presidente del país, permanece constantemente recluido en el palacio presidencial y solo viaja para recibir tratamientos médicos.

Aun así, Marruecos no ha estado quieto todos estos años, especialmente desde que Mohammed VI llegó al poder se ha movido mucho por el continente estableciendo relaciones de amistad con los demás países y acuerdos comerciales que garantizan la influencia marroquí en la región[4]. De hecho, la admisión de Marruecos estaba más que garantizada en el organismo ya que había logrado reunir el apoyo de 39 jefes de estados de un total de 54[5].

Lo que está claro es que este gesto de Rabat responde a una necesidad de volver a tomar partido en la política africana de forma preeminente en el mayor organismo del que disponen actualmente, lo cual le podría convertir en el portavoz de la región si juega bien sus cartas. En cuanto al problema de la RASD es seguro que Marruecos intentara que deje de formar parte de la UA en cuanto sea posible, pero es un proceso largo durante el cual tendrán que convivir bajo el mismo techo con lo que ello pueda implicar, y es posible que en un futuro pueda mejorar las perspectivas de lograr un acuerdo entre ambas partes, aunque por el momento esta opción queda muy distante[6].


Last week it was celebrated a Summit of the African Union (AU), in which the main idea was to discuss the readmission or not of the Kingdom of Morocco. However, it was not necessary to reach the vote since an agreement was reached by consensus by which its participation as a full member was accepted since that moment[1].

Morocco had been 33 years outside the organisation since in 1984 he abandoned the Organization of African Unit (OAU), as it was known in that time, as a protest for the recognition of the Sahrawi Arab Democratic Republic (SADR) as a member of the same considering that it is the only international organization in the world that recognizes it as a State since even the UN considers it. However, King Mohammed VI has recognized that the policy of abandoning the Agency has not worked and has not hidden in its application that its objective is that the SADR will cease to be part of the same[2].

This conflict however is only a piece of the pie, because what really is at stake is the rivalry that exists between Morocco and Algeria as the country of greater recognition in North Africa and on the continent. Proof of this is the defeat suffered by Algeria and its major allies (Nigeria, South Africa and Mozambique) leaving Morocco being again a member of that body, since before that Morocco had no power of decision on it and gave much more leeway to Algeria to pursue their interests[3]. But with this change she must confront his partner under the same roof in a negative moment for Algeria due to Bouteflika, the President of the country, is constantly being held in the Presidential Palace only travelling to receive medical treatment.

Even so, Morocco has not been quiet all these years, especially since Mohammed VI came to power he has moved much around the continent by establishing friendly relations with other countries and trade agreements that guarantee the Moroccan influence in the region[4]. Indeed, the admission of Morocco was more than guaranteed in the body since it had managed to muster the support of 39 heads of States of a total of 54[5].

What is clear is that this gesture of Rabat responds to a need to take sides in African politics of preeminent form in the higher organism which is available today, and it could become the spokesperson in the region if it plays correctly its cards. As for the problem of the SADR it is sure that Morocco will try to pull it of the AU as soon as possible, but it is a long process during it they must live under the same roof with the consequences it may involve, and it is possible that in the future they can improve the prospects for an agreement between the parties, although now this option is very distant[6].
