GEOPOLÍTICA EN GUERGUERAT/ Geopolitics in Guerguerat

La retirada “unilateral” de las tropas marroquíes del Guerguerat, tras la interpelación de Antonio Guterres, podría ser interpretada como un gesto encaminado a la resolución del conflicto, o como un paso en firme para evitar la ruptura del Alto al Fuego firmado en 1991 entre Marruecos y el Frente Polisario, a tenor de la implantación, en territorio saharaui, de la MINURSO[1].

Sin embargo, las cuestiones estratégicas marroquís que secundan la retirada de tropas giran más en torno a la búsqueda de nuevos aliados en la Unión Africana que sobre la ambición pacificadora del Reino de Marruecos. Pero, Marruecos cuenta, en la región, con más enemigos que aliados y, el Frente Polisario, se ha convertido en el aliado de quienes quieren ocupar la posición hegemónica de Marruecos en el norte de África.

Desde la instauración de Naciones Unidas en el Sahara, en el año 1991, la Misión de Naciones Unidas para el Referéndum del Sáhara Occidental instauraba un periodo transitorio durante el cual la responsabilidad de todas las cuestiones relacionadas con la independencia saharaui se decidiese a partir de un referéndum que debía celebrarse en los meses siguientes al establecimiento de la misión. A fecha actual, este aún no se ha celebrado, lo que ha propiciado el aumento de la tensión entre ambas partes, así como la debilidad de las relaciones entre los estados de la zona, tal y como se evidenció cuando Marruecos abandonó la antigua Organización para la Unidad Africana- actual Unión Africana- en 1984, cuando esta reconoció la independencia y soberanía de la República Árabe Saharaui Democrática.

Sin embargo, y dada la necesidad actual de cooperar en un marco en el que la amenaza terrorista y las redes de crimen organizado priman sobre cualquier otro riesgo internacional, Marruecos se ha reincorporado a la Unión Africana y, además, ha comenzado una campaña de “purificación”[2] del sur del país para detener el tráfico de las principales redes de tráficos ilícitos que, atravesando el desierto del Sahara, asolan el Sahel, y pueden implicar el estallido de conflicto armado entre insurgentes de la zona.

En el seno de esta “purificación”, se ha reavivado el conflicto del Guerguerat, una zona considerada por la RASD como uno de los territorios liberados, y por la ONU como uno de los territorios cuya soberanía debe ser refrendada (lo que supone una ligera aceptación de la soberanía saharaui actual). Además la rivalidad en la zona se ve agravada por la importancia geopolítica del Guerguerat en la zona: a 5 kilómetros del Océano Atlántico, 64 kilómetros de la principal área comercial de Mauritania (Nuabidú), y en la zona de paso hacia el “brazo de La Güera”, donde hay importante presencia militar marroquí, y un gran banco de pescado, origen de suculentas subvenciones de la Unión Europea por los acuerdos pesqueros de la organización, las Islas Canarias, y los gobiernos de Marruecos y Mauritania

El pasado mes de agosto, el gobierno marroquí aprobó un plan de renovación por el que se construiría una carretera asfaltada al sur de Guerguerat. Esta localidad fue tomada por las tropas marroquís para el levantamiento de la carretera. Este gesto fue considerado por el Frente Polisario como una invasión de sus territorios, lo que llevó a los saharauis a introducir tropas en el territorio de la ciudad, a pesar de que se sitúa en una zona tapón de control de cascos azules que, a tenor de la Resolución 719 del CSNU, debe constar de 5 kilómetros sin movimiento bélico ni presencia de armas.

Esta situación sin precedentes se ha visto potenciada por las frías relaciones existentes entre Nouackchot y Rabat. La relación con Mauritania siempre ha sido compleja. El pasado verano, el gobierno mauritano prohibió la entrada de vehículos matriculados en Marruecos. La ayuda mauritana ha sido fundamental para intensificar el conflicto del Guerguerat a lo largo del mes de febrero. El día 15 los camiones que se disponían a traspasar por esta zona la frontera se vieron paralizados, y su paso quedó restringido, suponiendo esto un grave descontento para quienes se vieron afectados por la paralización.

Esta agitación del Polisario está vinculada también a la actitud de Argel que pretende evitar el despliegue del poder blando de Marruecos en África. Se considera poder blando a la inversión económica que está implementando Marruecos sobre zonas marginadas, teóricamente pertenecientes al Sáhara Occidental, que podría evitar levantamientos contra el gobierno por parte de la población. Esta estrategia permitiría a Marruecos mantener su status quo frente a una Argelia debilitada por el colapso de los ingresos petroleros.

La persistencia del Frente Polisario por establecerse en la zona del Guerguerat, la ambición argelina y mauritana de derrotar al “gran” Marruecos, y la inmovilidad de los cascos azules, aunada a la movilización espetada por el nuevo Secretario General de Naciones Unidas, podrían constituir un caso potencial de casus belli que acelere el estallido de un conflicto que viene arrastrándose desde el Alto al Fuego de 1991.

Since the establishment of the United Nations in the Sahara in 1991, the United Nations Mission for the Referendum in Western Sahara established a transitional period during which responsibility for all matters relating to Saharawi independence was decided on the basis of a Referendum to be held in the months following the establishment of the mission. At the present date, this has not yet been celebrated, which has led to increased tension between the two sides, as well as weak relations between the states of the area, as evidenced when Morocco left the old Organization for The African Union – the current African Union – in 1984, when it recognized the independence and sovereignty of the Sahrawi Arab Democratic Republic.

However, given the current need to cooperate in a context in which the terrorist threat and organized crime networks take precedence over any other international risk, Morocco has rejoined the African Union and has also begun a campaign of » Purification «of the south of the country to stop the traffic of the main illegal traffic networks that, through the Sahara desert, ravage the Sahel, and may involve the outbreak of armed conflict between insurgents in the area.

Within this «purification», the conflict of the Guerguerat, an area considered by the SADR as one of the liberated territories, has been revived, and by the UN as one of the territories whose sovereignty must be endorsed (which is a slight Acceptance of current Saharawi sovereignty). In addition, the rivalry in the area is exacerbated by the geopolitical importance of the Guerguerat in the area: 5 kilometers from the Atlantic Ocean, 64 kilometers from the main commercial area of Mauritania (Nouabhidou), and in the zone of passage towards the «arm of La Güera «, where there is a significant Moroccan military presence, and a large fish bank, the source of succulent European Union subsidies for the organization’s fisheries agreements, the Canary Islands, and the governments of Morocco and Mauritania

Last August, the Moroccan government approved a renovation plan to build a paved road south of Guerguerat. This locality was taken by the Moroccan troops for the uprising of the highway. This gesture was considered by the Polisario Front as an invasion of their territories, which led to the Saharawis to introduce troops in the territory of the city, although it is located in a zone of control of blue helmets that, according to Of Resolution 719 of the UNSC, must consist of 5 kilometers without war movement or presence of weapons.

This unprecedented situation has been strengthened by the cold relations between Nouackchot and Rabat. The relationship with Mauritania has always been complex. Last summer, the Mauritanian government banned the entry of vehicles registered in Morocco. Mauritanian aid has been instrumental in intensifying the Guerguerat conflict throughout the month of February. On the 15th, the trucks that were preparing to pass through this border area were paralyzed, and their passage was restricted, assuming this a serious discontent for those who were affected by the paralysis.

This Polisario agitation is also linked to the attitude of Algiers that seeks to avoid the deployment of the soft power of Morocco in Africa. It is considered soft power to the economic investment that Morocco is implementing in marginalized areas, theoretically pertaining to the Western Sahara that could avoid uprisings against the government by the population. This strategy would allow Morocco to maintain its status quo against an Algeria weakened by the collapse of oil revenues.

The persistence of the Polisario Front to establish itself in the Guerguerat area, the Algerian and Mauritanian ambition to defeat the «great» Morocco, and the immobility of the blue helmets, coupled with the mobilization proposed by the new Secretary General of the United Nations, could constitute A potential case of casus belli that accelerates the outbreak of a conflict that has been crawling since 1991.
