NUEVO GOBIERNO EN MARRUECOS TRAS 6 MESES DE BLOQUEO/ New government in Morocco after 6 months of blockade

Hace seis meses, el rey de Marruecos, Mohamed VI, nombró como jefe del Gobierno a Abdelillah Benkirán, líder del partido islamista Partido Justicia y Desarrollo (PJD) después de que ganaran las selecciones en octubre del 2016, obteniendo 125 escaños de los 395 que se disputan en la cámara del Parlamento.

Como el sistema electoral marroquí no permite a un partido obtener más de 198 diputados, es necesario gobernar en coalición. Con ello, la ardua tarea a la que se enfrentaba Benkirán era conseguir formar un gobierno de coalición con alguno de los partidos. Por aquel momento, muchos expertos marroquíes –como Abderrahim Chalfaouat- pensaban que la posible  coalición se haría entorno a los partidos de Istiqlal (PI), el Movimiento Popular (MP) y el partido del progreso del socialismo (PPS).

Pero la situación resultó ser totalmente la contraria ya que, tras varios meses de negociaciones, no se llegó a ningún acuerdo. La principal razón que producía el bloqueo era la entrada en ese gobierno de coalición a los socialistas (USFP).

Esto terminó con la paciencia de Mohammed VI, el cual decidió sustituir el pasado 17 de marzo a Benkirán por no haber logrado solucionar el problema.  Este fue sustituido por otro islamista de su mismo partido, Saadedin Otmani. Con un sector marroquí en peligro (debido a que los presupuestos generales del Estado no se habían aprobado debido a la falta de gobierno) y con un mayor aumento de la hostilidad de la población y su aclamación popular de poner fin a esta situación de vacío de poder, Otmani acabó cediendo e incorporando a los socialistas al nuevo gobierno, solucionado así el paradigma del gobierno marroquí.

El nuevo gobierno, nombrado ayer por el rey Mohamed VI, el cual tiene 240 diputados, está formado por:

  • Él PJD (islamista)
  • Partido del Progreso y del Socialismo (PPS), aliado del anterior gobierno y de corte comunista
  • La Unión Nacional de Independencia (RNI) ,de corte liberal.
  • El Movimiento Popular (MP)
  • La Unión Constitucional (UC)
  • La Unión Socialista de las Fuerzas Populares (USFP)

Otmani subrayó en una rueda de prensa celebrada en la sede del PJD que “su ejecutivo dará prioridad a la reforma de la administración, continuando con las medidas emprendidas por el anterior gobierno, así como a los sectores de la educación, sanidad y empleo”.

Todo está situación de bloqueo y desbloqueo ha llevado a un desgaste evidente ante el electorado de los islamistas del Partido Justicia y Desarrollo. Como señaló el director del proyecto para el Norte de África del “think tank” International Crisis Group (ICG), Issand el Armani, señaló que “desde 2011 se ha producido un retroceso de las formaciones islamistas en Marruecos”, situando al PJD en su posición más débil desde hace seis años.

Asimismo, en este contexto, el Palacio Real no solo pasa a controlar una buena parte del gobierno con el posicionamiento de amigos de confianza del rey en puestos claves como el líder del partido RNI como ministro de agricultura y pesca (Aziz Ajanuan), el ministro de economía y Hacienda (Muhamed Busard) o el ministro de comercio e industria (Mulay Hafid Elalami). Además, controla una gran parte de la oposición ya que el líder del Partido de Autenticidad y Modernización (PAM) es amigo íntimo del rey, siendo el actual consejero también.

La forzada coalición impuesta por el rey de Marruecos induce a pensar que si en seis meses les fue imposible llegar a acuerdos, en cuanto se vean sometidos a las tensiones propias de un gobierno, la artificial alianza volará por los aires, volviendo a dejar a Marruecos sin una dirección a la cual ceñirse. Y son muchos los problemas del reino alauita que precisan medidas, desde la maltrecha economía, los problemas étnicos, el problema del Sahara, el desencanto y hastío de la juventud o el subyugado pero no erradicado islamismo.

Since the electoral Moroccan system does not allow to a party to obtain any more than 198 deputies, it is necessary to govern in coalition. With it, the arduous task which Benkirán was facing was to manage to form a coalition government with someone of the parties. For that moment, many Moroccan experts – as Abderrahim Chalfaouat – were thinking that the possible coalition would do environment to itself to party of Istiqlal (PI), the Popular Movement (MP) and the Party of Progress and Socialism (PPS).

But the situation turned out to be totally the opposite one since, after several months of negotiations; it did not come near to any agreement. The principal reason that was producing the blockade was the entry in this coalition government to the Socialists (USFP).

This ended with the patience of Mohammed VI, which decided to replace, last March 17, Benkirán for not having managed to solve the problem. This one was replaced by other Islamist of the same party, Saadedin Otmani. With a Moroccan sector in danger (due to the fact that the general budgets of the State had not been approved due to the lack of government) and with a major increase of the hostility of the population and their popular acclamation of putting end to this situation of emptiness to be able, Otmani ended up by yielding and incorporating the Socialists into the new government, solved this way the paradigm of the Moroccan government.

The new government, named yesterday by the king Mohamed VI, who has 240 deputies, is formed for:

  • The PJD (islamist).
  • Party of Progress and Socialism (PPS), allied of the previous government and of communist court.
  • The National Union of Independence (RNI), of liberal court.
  • The Popular Movement (MP).
  • The Constitutional Union (UC).
  • The Socialist Union of Popular Forces (USFP)

Otmani underlined in a press conference celebrated in the headquarters of the PJD that “his executive will give priority to the reform of the administration, continuing with the measures undertaken by the previous government, as well as to the sectors of the education, health and employment”.

Everything is situation of blockade and unfreezing has taken to an evident wear before the electorate of the Islamists of the PJD. As the director of the project indicated for the North of Africa of » think tank » International Crisis Group (ICG), Issand the Armani, indicated that «from 2011 there has taken place(been produced) a setback of the Islamist formations in Morocco «, placing the PJD in his weaker position for six years.

Likewise, in this context, the Royal palace not only passes to control a good part of the government,with the positioning close friend of the king in key places as the leader of the party RNI as the secretary of agriculture and there goes fishing (Aziz Ajanuan), the Secretary of the Treasury and Estate (Muhamed Busard) or the secretary of trade and industry (Mulay Hafid Elalami). In addition, he controls a great part of the opposition since the leader of the Party of Genuineness and Modernization (PAM) is a close friend of the king, being the current counselor also.

The forced coalition imposed by the king of Morocco induces to think that if in six months they it was impossible to come to agreements, in all that they meet submitted to the own tensions of a government, the artificial alliance will fly for the airs, returning to leave Morocco without a direction to whom being limited. And the problems of the Alawite kingdom that need measures, from the injured economy, the ethnic problems, the problem of the Sahara, the disenchantment and tedium of the youth or the subdued one but not eradicated Islamism.
