ANÁLISIS SOBRE LA REFUTABLE SITUACIÓN DE VENEZUELA/ Analysis on the refutable situation in Venezuela

El siguiente análisis se ha realizado gracias a la colaboración y al aporte informativo de agentes de seguridad privada operando actualmente en Venezuela, freelances venezolanos, Andrés Cano Bonillo (community maneger en España) y Alberto (nombre ficticio por seguridad del autor), venezolando exiliado en España desde hace 4 años.

Comprender bien lo que está pasando hoy en día Venezuela es muy complejo porque se necesitan tener en consideración muchos puntos de vista. Lo primero que hay que tener en cuenta es que el chavismo lleva más de 18 años en el poder, el cual ha ganado muchas elecciones pero esto no significa que sea un movimiento democrático, sino, más bien, un movimiento de corte revolucionario. Y los movimientos de esta naturaleza son, por su propia definición, destructores del sistema contra el cual nacen.

La forma de ejercer el poder por parte del movimiento chavista siempre ha sido de forma arbitraria (remontándonos a sus inicios y raíces). No ha sido calificado plenamente como una dictadura, por el mero hecho de tener una calidad democrática muy baja (como la existencia de unas elecciones libres, aunque muy desequilibradas), pero sus reglas del juego se basan en una cierta igualdad de oportunidades, entre el movimiento que ostenta el poder y la oposición, al objeto de que los ciudadanos puedan elegir correctamente, pero no demuestra una separación de poderes clara y todo se hace con la finalidad de imponer un criterio a través de la información y en los tribunales.

Existe un hecho sociológico a tener en cuenta. La sociedad venezolana está muy estratificada entre “favela” y “no favela”. La diferencia entre ambas ya no tiene que ver con lo arquitectónico, sino con los valores tan distintos que hay entre ambos. Siempre el poder político había caído en manos de la gente de “no favela” pero con la llegada del chavismo se apoderaron del poder los grupos de la “favela”. Corrupción siempre ha habido en el país, pero antes era menos descarada que ahora, y los que la ejercían tenían una mayor capacidad de gestionar los recursos de la nación, aunque siempre procurando que las migas o trocitos cayeran en sus platos. Y esto pasa de igual forma con respecto a la violencia, que siempre la hubo, pero hoy en día es la regla general, quedando con mucha frecuencia impune. Al trasladarse el poder a un grupo poblacional muy amplio, con escasa formación regida por las pasiones y los intereses, pero sin el corsé de la educación que nos dice que nuestro derecho termina donde empieza el del otro, la violencia se convierte en la forma de dirimir las diferencias. En este sentido se percibe que ha habido un cambio de valores muy profundo.

Un dato para completar: antes de la llegada de Chávez el índice de personas muertas por bala al año era de 600 y ahora es de 30.000 muertos, lo que supone un incremento del 5000% en términos anuales (50 veces más) 20 años, sin contar otros tipos de muertes con otras armas blancas o por accidentes de tráfico.

Ahora, entra en juego la economía petrolera. Su problema es que tiene un sector competitivo, generado mucho dinero.  Y luego están los otros sectores menos competitivos de la economía venezolana que son arrollados por la económica petrolera. Cuando llegó Chávez al poder, el precio del barril de petróleo estaba a en torno a 70 y, tras su muerte, llegó a 120 dólares.

Pero debido a las malas políticas económicas llevadas a cabo durante el legado de Chávez, incluidas nacionalizaciones y dirigismo político, en lugar de gestión profesional,  provocó la desaparición de las demás sectores reduciendo la economía del país prácticamente a la petrolera. Como consecuencia, se produce la importación de casi todos los productos básicos y bienes de consumo. Por tanto, existe una dependencia excesiva del petróleo, sin olvidarnos de que el Estado es quien maneja y dirige toda la explotación del sector petrolífero nacional.

A diferencia de la práctica en  otros países como España, en el que el Estado obtiene ingresos a través de los impuestos, en Venezuela no hay muchos impuestos (además de que hay muchas personas excluidas del sistema fiscal porque no tienen ingresos de tipo A) y esto hace que, a parte del aseguramiento y distribución de los servicios públicos, el rol que el Estado tiene en la distribución de la riqueza nacional sea extraordinario.

Con la llegada de Chávez se alcanzaron  a niveles extremos llegando –por ejemplo- a conseguir que toda la cadena de distribución alimentaria  esté en manos de militares. Por tanto, cuando se dice que hay escasez por una pretendida “guerra económica” esto es algo totalmente falso, porque después de 18 años ya no quedan empresas que no estén manejadas por el estado, a través de grupos vinculados al Ejército, y si no hay dinero es debido a la bajada no sólo del precio del barril de petróleo, sino también de su producción. En cifras reales, Venezuela ha pasado de producir 3´5 millones diarios de barriles a 2 millones. Y parte de esa producción de barriles están comprometidos con China, a precios fijos (artificialmente bajos) que se negoció en un momento de extrema debilidad económica del mercado y de la propia Venezuela. Por tanto, China es la principal fuente de financiación de los distintos países de América Latina a cambio de una garantía de petróleo futuro, a precios ventajosos. Y debido a la acumulación de deudas, los niveles de ingresos están por el suelo lo que hace que la moneda se devalué y provoca una inflación muy elevada por año.

Por ello, la situación económica actual no es consecuencia  directa de la llegada de Maduro, puesto que es una cuestión que ya venía de antes. Sin embargo, la continuación y la falta de ajuste por parte de Maduro de las políticas implantadas por Chávez ha agravado más la situación.

La crisis tiene también un componente político interno, más allá del conflicto chavismo/anti chavismo. El componente clave fue el carisma que tenía Chávez que es algo de lo que carece  Maduro. Y esto ha provocado la escasa aceptación de este por parte de varios medios chavistas como por ejemplo el caso de aporrea.org , que era conocido por ser un medio chavista histórico y que actualmente se muestran muy críticos con Maduro.

Otro factor es la corrupción y los intereses individuales. Chávez no entendía por qué habiendo unas fuerzas armadas las distintas empresas estaban en manos de civiles, por lo que decidió poner al mando de estas empresas a distintos militares. Como consecuencia de ello y de sus acercamientos a grandes cantidades de dinero, la corrupción no ha sido en pequeñas cantidades. Pero debido a ese control extensivo de todos los órganos del estado, pocos militares se encuentran presos por casos de corrupción, a excepción de aquellos que han dicho abiertamente que el chavismo es inviable. Por tanto, es un sistema de captura y clientelismo, donde quien lo acepta necesariamente tiene que apoyar también la revolución y, si esta fracasa, lo que te espera es la cárcel.

Otro gran factor es el tema del narcotráfico.  Antes de la llegada de Chávez, Venezuela colaboraba en la lucha contra el narcotráfico y por eso, de Colombia a Venezuela pasaba muy poca droga. Pero actualmente se estima que el 80% de la coca colombiana pasa a través de Venezuela. La vinculación del gobierno venezolano con el narcotráfico es, según Andrés Cano Bonillo -influencer y comunity mánager en España- , reconocido por la DEA. Según dicha fuente, son las propias fuerzas armadas venezolanas las que proporcionan cobertura al tráfico de drogas. Una evidencia de ello es la condena de 30 años que han recibido dos jóvenes en Estados Unidos por contrabando de droga, los cuales son los sobrinos de Silvia Flores, la primera dama.  Y con las diferentes pruebas aportadas tanto por los condenados como por distintas personas, todo apunta a que el jefe de toda esta gran red de narcotráfico es Diosdado Cabello, el segundo de abordo del chavismo.

Pero la clave por la cual se puede llegar a entender la situación de Venezuela es el sistema de control cambiario. Con la llegada de la crisis en 2001- que destrozó la economía en menos de 3 meses con cierres masivos de empresas-, Chávez implanta este control  cambiario en el que se vende oficialmente un dólar por 4 bolívares. A día de hoy, este sistema es la principal vía de la corrupción. Consiste en  vender 4 dólares por 1 bolívar para que la gente pueda comprar medicamentos. Pero lo que hace la gente es vender esos dólares en el mercado negro por mucho más dinero para conseguir un mayor margen de rentabilidad. Actualmente el billete de más alta denominación de Venezuela, el de 100 bolívares, equivale a 9 centavos de dólar, es decir 1 bolívar = 0,0009 USD. Por eso, algunos economistas han apuntado que en el caso del de menor valor, de 2 bolívares, resulta más costoso el papel y la tinta con la que está impreso que la moneda misma. A día de hoy, este sistema de cambio mueve mucho más dinero que el negocio de las drogas, y es el causante de la escasez de los bienes primarios porque es a través de este por donde sale y entra el dinero.

Y, por último, el renombrado referéndum revocatorio. Con la constitución aprobada con la llegada de Chávez, existe una figura que se conoce como referéndum revocatorio. Consiste en que, si se recoge una determinada cantidad  de firmas, se puede convocar un referéndum revocatorio de cualquier cargo electo por el pueblo. La oposición, llevando a cabo todas las acciones legales correspondientes, iba a proclamar dicho referéndum contra Maduro, el cual habría perdido. Maduro, aprovechando que controlaba el órgano de control electoral, empezó a poner numerosas trabas hasta que ya no dio oportunidad de convocarlo y bloqueó la salida constitucional que había en el 2015. Además, bloqueó las elecciones de gobernadores y alcaldes, los cuales en su mayoría están fuera de plazo constitucional. Tras 18 años de este sistema, se ha demostrado completamente inviable y con una sociedad exhausta de las malas condiciones vividas a lo largo de todo ese tiempo, lo cual está provocando  el desmoronamiento del régimen.

Por su parte, la oposición en todos estos años, nunca tuvo mayoría en el parlamento y tuvieron que esperar hasta el 2015, año en el que en las elecciones legislativas obtuvieron una mayoría cualificada en el parlamento. Esta situación  ha provocado una reacción de desasosiego en el chavismo, el cual controla el poder ejecutivo (presidente), legislativo (parlamento), judicial (tribunal supremo) y el poder electoral,  ante la pérdida del poder legislativo, que es el que se encarga de renovar los otros tres poderes, a excepción del presidencial. En un régimen que se sostiene a base de vender como legales ciertos actos ilícitos, perder el control del tribunal supremo supone una amenaza para su estabilidad.

Además, según Alberto Cano, “el pueblo venezolano odia que haya cubanos en puestos estratégicos del ejército”. En numerosas ocasiones se ha denunciado que la vida política de Venezuela se dirige desde La Habana, y lo peor es que el gobierno de Raúl Castro ha convertido su manifiesta injerencia en una causa del pueblo cubano, sin admitir que Maduro intenta valerse de medios anticonstitucionales para instalar una autocracia,  arruinando casi definitivamente al que fuera uno de los países más ricos de América Latina.

Un equipo de CubaNet conversó con los cubanos acerca de la situación en Venezuela, y la verdad es que nadie sabe nada, ni le importa. “No son capaces de entender cuánto daño hace a la imagen internacional de Cuba el “acompañar” a un gobierno antidemocrático que aplica, con sospechosa similitud, mecanismos de dominación que han mantenido a la Isla sujeta a un solo partido, sin libertad de prensa, ni posibilidades de efectuar elecciones directas”.

La gota que colmó el vaso fue cuando el Tribunal Supremo se atribuyó la función de redactar leyes; es decir el que administra, pasa a ser propietario. Pero debido a la presión ejercida por la comunidad internacional al día siguiente de dicha decisión, el tribunal volvió a ceder los poderes correspondientes al parlamento.

Y es a partir de aquí, cuando la oposición decide salir a la calle para protestar por esta situación.

Dentro de este enfrentamiento, en primer lugar tenemos que distinguir que existen dos figuras importantes que formarían el “cuerpo de seguridad del Estado”: los militares, que poseen el poder y la fuerza militar, y los grupos armados paramilitares, más bien conocidos como colectivos- Estas personas pertenecen a las favelas, a las cuales se les ha dado armas y reciben un salario del Estado; son los encargados de enfrentarse a los opositores que generan problemas. Tienen un perfil muy básico e irregular, son los que provocan las distintas muertes que se han ido precediendo hasta hoy en día y los que han infundido el miedo en la población debido a ese reparto máximo de armas y su uso.

Frente a estos, se encuentran la oposición la cual está muy fracturada debido a que las personas que las componen comparten puntos de vista y valores muy contradictorios. Se podría encontrar desde una persona de izquierda radical hasta personas de ultra derecha. En opinión de Alberto Cano, “la oposición comete un fallo al convocar las manifestaciones en varios puntos, pienso que la concentración debería producirse en un solo lugar. Imagine más de 7 millones de venezolanos frente a Miraflores ese si es el real objetivo”. Por ello, la oposición lo que se juega en estos momentos es la credibilidad de la gente, aumentando cada vez más la presión.

Por tanto, a día de hoy nos encontramos con una situación voluble marcada por una sociedad fuertemente descompuesta, la cual no tiene comida, ni medicamentos y que ha estado capturada durante 18 años por la “gran revolución”, llevada a cabo por un régimen civil militar (puesto que Maduro es un civil, pero Chávez era militar), corrupto, con muchas vinculaciones al narcotráfico y que, en opinión de muchas personas, “no van a ceder el poder bajo ninguna circunstancia”. Eso supondría no solo perder sus privilegios, sino su libertad ya que, al actuar como un movimiento pseudo mafioso,  muchos de ellos irían a la cárcel.

Desde que se inició las protestas, se cuenta que la cifra de presos políticos–todos ellos aislados- asciende a más de 1.500 y más de 40 muertos. En opinión de un Alberto (nombre ficticio), un venezolano exiliado que reside hoy en día en Madrid,  “hay muchos muertos más, los cuales forman parte de la lista de los presos y que están desaparecidos o no reclamados. Pero tiene que haber como 300 muertos porque las noches en Caracas y en las favelas es aterrador”. En los últimos años no se han publicado  cifras oficiales de la inflación, del PIB, del desempleo,.. Y, sobre las muertes en Venezuela, solo hay las estimaciones realizadas por diferentes ONG.

El último paso de Maduro fue la aprobación  una Asamblea Constituyente Comunal. Un paso más en el mismo auto golpe de Estado, porque básicamente su intención es, después de disolver la Asamblea, deshacer el resto de los poderes.

A partir de ahora, Venezuela se introduce en un territorio desconocido que cada vez se está radicalizando más, y esto llevará a más represión, diputados presos, sanciones internacionales,…

La clave de todo este conflicto vendrá de parte de la oposición y su capacidad para asumir el coste de muertos puesto que, hasta el momento, no hay indicios que demuestren que vaya a ver ninguna intervención extranjera y la única solución será interna, dentro de la propia Venezuela. Esto, si no cambia nada, va a conducir a una irremediable guerra civil.

“Esto terminará cuando ocurra la mayor desgracia que está por venir. Desgraciadamente habrá más víctimas mortales , es duro escribir esto , pero el régimen ya ha demostrado que no va a dejar el Poder. Solo una masacre o guerra civil haría reaccionar de una vez a la comunidad internacional y provocar la intervención internacional. Pienso que aún queda chavismo para meses, ya que como me he referido antes, están estratégicamente situados en todos los estamentos, pero caer caerá el precio de la libertad en Venezuela”, apunta Cano.

El escenario más favorable que podría llegar a darse en esta situación sería la participación del ejército y su apoyo a la causa anti-chavista, lo que permitiría la caída del régimen. Pero, con el régimen clientelar implantado, esto es, hoy por hoy, altamente improbable.

The first thing that it is necessary to bear in mind is that the Chavism goes more than 18 years in the power, which has gained many elections but this does not mean that it is a democratic movement, but, rather, a movement of revolutionary cut. And the movements of this nature are, for his own definition, destroyers of the system against which they are born.

The Chavista movement and his way of exercising the power, always has been the deeply arbitrary one (going back to his beginnings and roots), which is not qualified fully as a dictatorship, for the mere fact of having a democratic very low quality (as the existence of a few free elections, though very unbalanced). The rules of the game are based on a certain equality of opportunities, between the movement that shows the power and the opposition, in order to which the citizens could choose correctly. In addition, they do not have a clear separation of power and everything is done by the clear purpose of imposing his criterion manipulating the truth, the information and the courts.

A sociological fact exists to bearing in mind. The Venezuelan society is very stratified historically between «favela» and » not favela «. The difference between both already does not have to see with the architectural thing, but such different values between both. Always the political power and the politics had fallen down in hands of the people of “not favela» but with the arrival of the Chavismo they empowered of the power the groups of the «favela«. Corruption always has had in the country, but before, it was less shameless that now, and those who were exercising it had a major aptitude to manage the resources of the nation, though always trying that the crumbs or bits were falling in his plates. Equally with regard to the violence, which always existed but nowadays it is the general rule, staying with many unpunished frequency.

On the power having moved to a population very wide group, with very scanty formation, been ruled basically by passions and interests, but without the corset of the education that he(she) says to us that our right ends where it begins of other one, the violence turns into the way of dissolving the differences. And it is not possible to suppress because «they are the owners” of the political system. That is to say, that the change of values has been very deep.

Unlike the practice in other countries as Spain, in that the State obtains income across the taxes, in Venezuela there are no many taxes (besides which there are many persons excluded from the fiscal system because they do not have income of type A) and this does that, to part of the insurance and distribution of the public services, the role that the State has in the national distribution of wealth is extraordinary.

With arrival of Chavez they were reached to extreme levels managing – for example – to achieve that the whole chain of food distribution is in military men’s hands. Therefore, when it is said that there is shortage for a claimed «economic war» this it is something totally false, because after 18 years already there do not stay companies that are not handled by the state across groups linked to the Army, and if there is no money is due to the descent not only of the price of the barrel of oil, but also of his production. In real numbers, Venezuela has passed of 3 produced ‘ 5 million diaries of barrels to 2 million. And part of this production of barrels they are compromised by China, to fixed prices, that is to say artificially low, since it was negotiated in a moment of extreme economic weakness of the market and of the own Venezuela.

Therefore, China is the principal financing source of the different countries of Latin America in exchange for a guarantee of future oil, to profitable prices. And due to the accumulation of debts, the levels of income are for the soil what does that the currency devalued and causes a very high inflation per year.

For it, the economic current situation is not a direct consequence of the direct arrival of Maduro, since it is a question that already was coming of before. Nevertheless, the continuation and do not fit on the part of Maduro of the policies implanted by Chávez it has further aggravated the situation.

The crisis has also a political internal component, beyond the chavismo-anti chavismo conflict. The key component was the charisma that had Chávez that is something what Maduro lacks. And this has provoked the scanty acceptance of this one on the part of several Chavistas means. As for example the case of aporrea.org, that was known for being a way Chavista historically and that nowadays prove to be very critical with Maduro. But the key for which it is possible to manage to understand the situation of Venezuela is the system of exchange control. And finally, the renowned recall referendum. With the constitution approved with the arrival of Chavez, there exists a figure that is known as recall referendum. The opposition carrying out all the legal corresponding actions, was going to proclaim the above mentioned referendum against Maduro, who would have lost. Maduro, taking advantage that was controlling the organ of electoral control, he started putting numerous hobbles until already he did not give opportunity to summon it and he blocked the constitutional exit that existed in 2015. In addition they blocked the elections of governors and mayors, which in the main are out of constitutional term.

After 18 years of this system, it has been demonstrated completely unviable and with an exhausted society of the wrong conditions lived throughout all this time, which is provoking the crumbling of the regime.

For his part, the opposition in all these years, never had majority in the parliament and they had to wait until 2015, year in which in the legislative elections they obtained a majority qualified in the parliament.

This situation provokes a reaction of uneasiness in the Chavism, which controls the executive power (president), legislative (parliament), judicially (Supreme Court) and the electoral power, before the loss of the legislative power, which is the one that takes charge renewing other three powers, with the exception of the presidential one. In a regime(diet) that is supported based on selling as legal certain illicit acts, losing the control of the supreme court he(she) supposes a threat for his stability.

In this long process, the drop that fulfilled the glass was when the Supreme Court attributes to itself the function to write laws. It is to say that he administers, passes to be an owner. Inside this clash, first we have to distinguish that there exist two important figures that would form the «body of national security «, there are the military men, who possess the power and the military force, and the armed paramilitary groups, rather known like collective. These persons belong to the favelas to which weapon has been given them and receive a salary of the State. These forces of shock are the managers of facing the opponents who generate problems. They are these same, with a very basic and irregular profile, which provoke the different deaths that have been preceded even nowadays and that have unfused the fear in the population due to this maximum distribution of weapon and his use.

Opposite to these, we find the opposition which is very fractured due to the fact that the persons who compose them share points of view and very contradictory values. It might find from a person of radical left side up to persons of ultra-right. In Alberto Cano’s opinion, «the opposition makes a mistake in summoning the demonstrations in several points. I think that the concentration should occur in one place, imagine more than 7 million Venezuelans against Miraflores that is the real objective». For it, the opposition what one plays in these moments is the credibility of the people, increasing increasingly the pressure.

Since the protest initiated, it tells that the number of political prisoners all of them isolated – ascends to more than 1.500 and more than 40 dead men. In opinion of an Alberto (fictitious name), an exiled Venezuelan who resides nowadays in Madrid, «it is many people died more, which form a part of the list of the prisoners and that are not eliminated or not claimed. But it has to have as 300 dead men because the nights in Caracas and in the favelas are frightening«. In the last years have not been published official numbers of the inflation, of the GDP, of the unemployment… And, on the deaths in Venezuela, only there are the estimations realized by different NGOs.

The last step of Maduro was the approval a Constituent Communal Assembly. One more step in the same car coup d’état, because basically his intention is, after dissolving the Assembly, undoing the rest of the power.

From now, Venezuela gets in an unknown territory, which every time is becoming more radical more. And this will take to more repression, imprisoned deputies, international sanctions…

The key of all this conflict will come on behalf of the opposition and his aptitude to assume the dead men’s cost since, up to the moment, there are no indications that demonstrate that it is going to see no foreign intervention and the unique solution will be internal, inside the own Venezuela. This, if it does not change anything, is going to drive to an irremediable civil war due to the fact that the accumulated tension is extraordinary.

«This will finish when it happens the major misfortune that is for coming unfortunately there will be more mortal victims, it is hard to write this, but the regime already has demonstrated that he is not going to leave the Power, only a massacre or civil war would make react of once to the international community and to provoke the international intervention. I think that there is still Chavism for months since I have referred before they are strategically placed in all the estates, but to fall down it will fall down already we will see the price of the freedom in Venezuela «, Cano appears.

The most favorable scene, which might manage to be given in this situation, would be the participation of the army and his support to the reason anti-chavista, which would allow the fall of the regime. But, with the customer well-established regime, this is, today per today, highly improbable.
