G5 SAHEL FORCE: AMENAZAS Y OPORTUNIDADES DE LA NUEVA FUERZA DE SEGURIDAD/ G5 Sahel Force: Threats and opportunities of the new security force

Área operativa, condicionamientos socio-políticos y económicos para la nueva misión:

  • El G5 Sahel fue una iniciativa para la seguridad de la región lanzada hacia el 2014 con el incremento de la inestabilidad en la región, iniciada con la crisis de Mali en el 2013. La situación precaria, las luchas político-sociales y la desestabilización provocada por la violencia de los grupos armados ha ido extendiéndose por las fronteras porosas afectando a la zona occidental de Burkina Faso y Níger. La G5 Sahel Force, promovida por el presidente francés Macron, acoge a estos 5 miembros (Mali, Burkina Faso, Mauritania, Níger y Chad) con el fin de focalizar las fuerzas operativas en la lucha contra el terrorismo y el crimen organizado. El objetivo prioritario es, por tanto, ayudar a restaurar la autoridad gubernamental, facilitar la acción humanitaria y de desarrollo, proteger a los desplazados y atacar el incremento de la amenaza armada, funcionando así como una policía regional.
  • Su coste anual se calcula que oscilará en torno a los $500m, dependiente de la financiación del mismo G5 (principalmente europea, de Naciones Unidas, estadounidense y francesa)[1], con el apoyo de $57m aportados por los cinco miembros, $60m de aporte norteamericano y la colaboración esporádica europea (de unos 50 millones).
  • Hawbi fue la primera operación (el 11 de noviembre) lanzada por esta nueva fuerza de G5 Sahel. Incluyó a las fuerzas de Burkina Faso, Níger y Mali en la zona fronteriza de esos países con el apoyo de las fuerzas francesas presentes en la Operación Barkhane.
  • Ya existen otros esfuerzos para la lucha contra el terrorismo, como la Operación Barkhane francesa (que cuenta con unas 4.000 tropas de Francia), fuerzas de estabilización y de paz de la ONU en Mali (unas 15.000) y otros agentes de asesoramiento político-militar de la Unión Europea. Por otro lado, se cuenta ya con la fuerza G5 Sahel (formada por los 5 países que igualmente protagonizan la G5 Force Sahel con el fin de implementar cooperación y colaboración en la lucha contra el terrorismo e instaurar la seguridad fronteriza) y fuerzas especiales norteamericanas pertenecientes al AFRICOM desde el 2012 (operando especialmente en la franja del Sahel en Níger, Nigeria y el Sáhara)[2].

Análisis de actores principales:

  • MALI: Será el General Didier Dacko, de Mali, quien liderará esta fuerza, aunque sujeto a la coordinación y regulación del mando por parte de Francia y Estados Unidos. Es por ello que se sigue viendo que Mali ostenta el papel principal para la estabilización de la seguridad regional, cuando Chad, por ejemplo, demuestra tener un ejército mejor preparado, aunque Mali sí cuenta con un posicionamiento geográfico estratégico para la coordinación y lanzamiento de las operaciones. El gobierno sufre una falta de autoridad y de control central que alimenta la expansión de grupos armados y crimen organizado; el estado busca la unidad del país, con un gobierno central y un equilibrio económico, que golpea sobre todo la zona norte del país y para eso, la cooperación regional para luchar contra el crimen organizado y el terrorismo es un requisito fundamental.
  • FRANCIA: La importancia estratégica del Sahel para Francia ha quedado demostrada desde su presencia colonial en el continente africano. Desde su implicación militar con la Operación Barkhane y las misiones de estabilización del Sahel, Francia pretende asegurar aquellas regiones y países que son sus principales exportadores y apoyo para su economía. Para Francia, así como para el resto de la Unión Europea, el Sahel es la verdadera frontera sur del continente europeo y su estabilidad es de amplia preocupación para los países más cercanos y dependientes de su gestión político-social y económica.
  • US: El aporte de Estados Unidos para esta nueva fuerza es puramente económico (unos $60m), motivado posiblemente tras el ataque terrorista que sufrieron unidades norteamericanas de las Fuerzas Especiales en Níger[3]. La participación de Estados Unidos en las operaciones militares en África, desde el inicio de la administración Trump, se ha visto reducida con la esperanza de que la financiación pese más sobre Naciones Unidas; no obstante, seguirá proyectando su actuación y apoyo a través de acuerdos bilaterales y no tanto regionales.
  • MAURITANIA: País dependiente del apoyo extranjero y del ejército, aún éste demostrando deslealtades hacia su presidente, con amplia oposición a un régimen perpetuo y sectario desde su establecimiento en el poder y vulnerable económicamente y en inversión al desarrollo[4] se une a la G5 Sahel Force con el objetivo de limitar una de sus múltiples patas amenazantes: el terrorismo y la inseguridad fronteriza que se expande por el Sahel y la región del Sáhara. Un mayor peso en las fuerzas militares y de seguridad para luchar contra el terrorismo puede encrudecer, no obstante, los desajustes sociales y de justicia en el país. La situación interna (político-social) de Mauritania se refleja en la cantidad de ideólogos revolucionarios y yihadistas que exporta.
  • NÍGER, CHAD y BURKINA FASO: La preocupación de Níger, al igual que la de Burkina Faso y Chad, es que están experimentando cada vez más la intromisión de fuerzas terroristas en sus fronteras limítrofes con Mali y Nigeria[5], donde operan Boko Haram (Nigeria), AQMI y JNIM (la coalición yihadista formada principalmente por Ansar Dine, AQMI, Al Mourabitoun y el Frente Macina). Las áreas de descontrol fronterizo se están convirtiendo en zonas de seguridad para el crimen organizado y estos grupos que suponen un desafío cada vez mayor para estos países. En el caso particular de Níger. ha sufrido más de 70 ataques desde el último año, con una mayor operatividad del grupo afiliado al Daesh y liderado por Adnan Walid al-Sahrawi. Chad, en particular, demuestra ser uno de los países más eficientes en materia de seguridad en la zona, del que dependen sus vecinos para combatir el terrorismo de Al Qaeda[6], aunque se enfrenta a un desafío interno de descontento social y dificultad económica, siendo uno de los países, junto con Nigeria, que más están viviendo un crecimiento poblacional.

Resultados de la influencia y prioridad de las estrategias sobre los factores de oportunidad, amenaza, debilidad y fortaleza:

Conclusiones y respuesta de seguridad:

  • Evaluación:
    • Se muestra una mayor actividad terrorista en el último mes, especialmente en Mali y en las fronteras de Burkina Faso y Níger, siendo el grupo Al Qaeda el más activo y en crecimiento en la zona tras la colaboración y cooperación de los principales grupos armados allí operativos. Desde inicios del 2017, ha habido unos 244 ataques en Mali, Burkina Faso y Níger. En el mes de octubre, han sucedido 26 ataques, 20 de los cuales han tenido lugar en Mali. Esto demuestra la porosidad de las fronteras entre los países y la necesidad de un refuerzo en control de fronteras y en colaboración seguridad y en inteligencia entre los países del Sahel, Argelia, Libia y Senegal.
    • La mayoría de la actividad terrorista tiene lugar en el centro de Mali y en el norte (frontera con Argelia). Es Al Qaeda el grupo que se ha ido desplazando más hacia los países adyacentes a Mali (Burkina Faso y Níger), llegando a amenazar la frontera norte de Ghana. En cambio, en Burkina Faso tiene un mayor protagonismo Ansaroul al Islam (que opera en colaboración con Al Qaeda). Esta expansión y crecimiento de la actividad puede haberse dado, como se ha comentado, a una mayor colaboración y unidad de acción entre los grupos armados y rebeldes en la zona, con la formalización de la coalición yihadista de JNIM, cuya organización está ejerciendo una mayor presencia y actividad en el centro de Mali, contra las fuerzas políticas y de seguridad del país.
    • Existe un incremento de víctimas del sector de la defensa y de la seguridad en la región (misiones de paz y fuerzas militares nacionales y extranjeras) con un descenso en los ataques indiscriminados a civiles, más víctimas por dispositivos armados improvisados (IEDs).
    • La falta de cooperación y de participación de Argelia y Senegal en la iniciativa es por el protagonismo de Mali en esta fuerza sobre el resto de los países y el papel de actor de influencia y determinante de Francia, que bajo el criterio de los países regionales también como funciona como un actor desestabilizador –viendo el desarrollo de los acontecimientos en el Sahel desde la participación francesa en la región-, además de que ha sido un actor siempre presente en la geopolítica Saheliana que limita el rol de autoridad y posicionamiento de otro que busca su legitimidad en la región: Argelia. A falta de una motivación para la participación de estos actores fundamentales, la eficacia de esta fuerza siempre se verá limitada.

  • Medidas de actuación:
    • Es necesaria una estrategia amplia, comprehensiva y que ataque esa capacidad regenerativa de la amenaza, no reducida sólo en la defensa de las fronteras locales. Las fuerzas militares agotan a las fuerzas terroristas, pero son las medias de contranarrativa, de desarrollo y políticas las que impiden su regeneración a través de una estrategia más comprehensiva.
    • Por otro lado, es importante la coordinación y acuerdo de competencias de las múltiples misiones operando en la región (operaciones de paz Europas y de Naciones Unidas, Unión Africana…) para que no haya un malgasto de recursos y esfuerzo con la creación de diferentes fuerzas que colisionan y diversifican objetivos y medios[7] a través de apoyo y cooperación (fundamental) de ECOWAS y la Unión Africana.
    • Finalmente, es crucial la acción legítima y social de esta fuerza para ganar legitimidad local y regional; es por ello que ha de ampararse bajo la ley humanitaria, responder con justicia y ante ella y proteger los derechos humanos, vulnerados sin una respuesta contundente en ocasiones atrás.

Operational area, socio-political and economic conditions for the new mission:
• The Sahel G5 was an initiative for the security of the region launched in 2014 with the increased instability in the region, which began with the Mali crisis in 2013. The precarious situation, the political-social struggles and the destabilization provoked by  the violence of the armed groups have spread across the porous borders, affecting the western area of ​​Burkina Faso and Niger. The G5 Sahel Force, promoted by French President Macron, welcomes these 5 members (Mali, Burkina Faso, Mauritania, Niger and Chad) in order to focus the operational forces in the fight against terrorism and organized crime. The priority objective is, therefore, the restoration of the governmental authority, facilitate humanitarian aid and protect the displaced people and attack the armed threat, functioning as well as a regional police force.
• Its annual cost is estimated to be around $500m and depends on the financing of the same G5 (mainly European, United Nations, US and French aid), with the support of $57m contributed by the five members, $60m of American contribution and sporadic European collaboration (of about 50 million).
• Hawbi was the first operation (on November 11) launched by this new G5 Sahel force. It included the forces of Burkina Faso, Niger and Mali in the border area of ​​those countries with the support of the French forces present in Operation Barkhane.
• There are already other efforts in the fight against terrorism, such as the Operation Barkhane of France (which has 4,000 French troops), the UN stabilization and peace forces in Mali (15,000) and other political advisory agents of the European Union and the US special forces, belonging to to AFRICOM since 2012 (operating especially in the Sahel belt in Niger, Nigeria and the Sahara).

Analysis of main actors:
• MALI: It will be General Didier Dacko, from Mali, who will lead this force, although it is subjected to the coordination and regulation of the command leaded by France and the United States. That is why it is still seen that Mali has the main role for the stabilization of regional security, when Chad, for example, demonstrates having a better prepared army, although Mali does have a strategic geographic positioning for the coordination and the launching of the operations. The government is suffering a lack of authority and central control that feeds the expansion of armed groups and organized crime; the state seeks the unity of the country, with a central government and an economic equilibrium, which hits especially the northern part of the country. The regional cooperation to fight organized crime and terrorism is a fundamental requirement.
• FRANCE: The strategic importance of the Sahel for France has been demonstrated since its colonial presence on the African continent. Since its military involvement with Operation Barkhane and the stabilization missions of the Sahel, France aims to ensure those regions and countries that are heir main exporters and supporters of its economy. For France, as well as for the rest of the European Union, the Sahel is the true southern border of the European continent and its stability is of great concern for the countries closest to and dependent on their socio-political and economic management.
• US: The contribution of the United States for this new force is purely economic (about $60m), possibly motivated by the terrorist attack suffered by the US units of the Special Forces in Niger. The participation of the United States in the military operations in Africa, since the beginning of the Trump administration, has been reduced in the hope that funding will be more on the United Nations’s hands; nevertheless, it will continue to project its actions and support through bilateral agreements and not through regional ones.
• MAURITANIA: This country is dependent on foreign support and on the army, even this one demonstrates disloyalty towards its president, with wide opposition to a perpetual and sectarian regime since its establishment in the power and economically vulnerable. It joined the G5 Sahel Force with the objective of limiting one of its multiple threatening areas: the terrorism and the border insecurity that expands across the Sahel and the Sahara region. A greater power of the military and the security forces in order to fight against terrorism may encrude, however, the social and justice imbalances in the country. The internal (political-social) situation of Mauritania is reflected in the number of revolutionary ideologues and jihadists that it exports.
• NIGER, CHAD and BURKINA FASO: Niger’s concern, like that of Burkina Faso and Chad, is that they are increasingly experiencing the intrusion of terrorist forces on their border with Mali and Nigeria, where Boko Haram operates (Nigeria), AQIM and JNIM (the jihadist coalition formed mainly by Ansar Dine, AQIM, Al Mourabitoun and the Macina Front). The borders are becoming safezones for the organized crime and terrorism and these groups represent a growing challenge for these countries. In the particular case of Niger, it has suffered more than 70 attacks since the last year, with a greater operation of the group affiliated with Daesh and led by Adnan Walid al-Sahrawi. Chad, in particular, proves to be one of the most efficient countries in terms of security in the area, on which its neighbors depend on to fight against Al Qaeda terrorism, although it faces an internal challenge of social discontent and economic difficulty, being one of the countries, along with Nigeria, that are living an important population growth.

Results of the influence of the main variables and priority of the strategies dependent on the factors of opportunity, threat, weakness and strength:

Conclusions and security response:
• Evaluation:
>Greater terrorist activity is shown in the last month, especially in Mali and on the borders of Burkina Faso and Niger, with the Al Qaeda group being the most active in the area after the collaboration and cooperation of the main armed groups. Since the beginning of 2017, there have been about 244 attacks in Mali, Burkina Faso and Niger. In the month of October, 26 attacks have occurred, 20 of which have taken place in Mali. This demonstrates the porosity of the borders between countries and the need for reinforcement in the borders and collaboration in security and intelligence among the countries of the Sahel, Algeria, Libya and Senegal.
>Most of the terrorist activity takes place in the center of Mali and in the North (in the border with Algeria). Al Qaeda is the group that has been moving more towards the countries adjacent to Mali (Burkina Faso and Niger), threatening the northern border of Ghana. On the other hand, in Burkina Faso Ansaroul al Islam has a greater protagonism (which operates in collaboration with Al Qaeda). This expansion and growth of the activity may have been, as has been mentioned, due to a greater collaboration and unity of action between the armed and rebel groups in the area, with the formalization of the jihadist coalition of JNIM, whose organization is exercising greater presence and activity in the center of Mali, against the political and security forces of the country.
>There is an increase in victims of the defense and security sector in the region (peace missions and national and foreign military forces) with a decrease in indiscriminate attacks on civilians, more victims by improvised armed devices (IEDs).
>The lack of cooperation and participation of Algeria and Senegal in the initiative is due to Mali’s leading role in this force over the rest of the countries and the role of influence of France, seen as a destabilizing actor -after the development of events in the Sahel since the French participation in the region-, besides that it has been an actor always present in the Sahelian geopolitics that limits the role of authority and positioning of anothers that seeks their legitimacy in the region, such as Algeria. In the absence of a motivation for the participation of these key players, the effectiveness of this force will always be limited.

• Action measures:
>A comprehensive strategy is needed in order to attack the regenerative capacity of the threat, not reduced only in the defense of the local borders. The military forces deplete the terrorist forces, but it is the means of counter-narratives, of development and policies that prevent their regeneration through a more comprehensive strategy.
>On the other hand, it is important the coordination and the agreement of competences of the multiple missions operating in the region (European and United Nations peace operations, African Union…) so it will not be a waste of resources and effort with the creation of different forces that collide and diversify objectives and means through the (fundamental) support and cooperation of ECOWAS and the African Union.
>Finally, the legitimate and social action of this force to gain local and regional legitimacy is crucial. That is why it must be protected under the humanitarian law, it must respond with justice and protect human rights, sometimes violated without a strong response.
