LAS PROTESTAS EN IRÁN SACAN A LA LUZ LOS PROBLEMAS DEL RÉGIMEN ISLÁMICO/ The Iranian protests bring to light the problems of the Islamic regime

El 7 de enero, la Guardia Revolucionaria de Irán anunciaba el fin de la oleada de protestas que azotaron al país durante una semana y que han tenido en vilo al régimen islámico.

 

La razón “oficial” de esta ola de protestas se debe a “la mala situación económica” y a los “elevados precios en los productos de primera necesidad”. Sin embargo, la cuestión va más allá.

La presentación de los presupuestos del parlamento generó una gran polémica en el país al conocerse una gran desproporción presupuestaria. En ellos, destacaba la asignación de 134.000 millones de riales (unos 25 millones de euros) para la promoción del seminario de Qom (seminario sobre estudios superiores islámicos), frente a los 30.000 millones de riales (unos 5,5 millones de euros) para la sede encargada de las crisis por los desastres naturales. Dichas cifras coincidieron con la publicación de los, relativamente,  elevados sueldos de algunos miembros del Gobierno, así como la salida a la luz de distintos casos de corrupción y malversación de los fondos de pensiones y bancos, a los cuales la justicia iraní ha respondido mínimamente, sin casi penas ni detenciones. Si a todo lo anterior se agrega la desintegración de la reforma sanitaria de Rohaní (que fue su principal baza en los comicios) por falta de presupuesto, la suma de todos estos factores fue la mecha que contribuyó a encender la mecha de las protestas.

Como resultado, los iraníes decidieron salir a protestar masivamente, siendo Mashhad la primera ciudad en prender dicha mecha. Esta ciudad es considerada el bastión de la oposición a Rohani y ciudad del líder supremo Alí Jamenei.

Al poco tiempo, las protestas se extendieron a diferentes ciudades del país hasta llegar incluso a la capital, Teherán. La geografía central de estas protestas fueron lugares apenas conocido fuera de Irán como Darud, Tuyserkan o Ahvaz. «Las manifestaciones tuvieron lugar en ciudades y barrios que se mantuvieron en relativo silencio en 2009″, destaca Holly Dagres, comentarista en actualidad iraní. «Se asemejan y suenan a  movilizaciones de la clase media, ocurriendo en vecindarios de clase trabajadora y ciudades secundarias donde pocos esperarían una demostración así«, tuiteó el economista y experto en inversión Esfandyar Batmanghelidj. Un hecho significativo que puso en tela de juicio al establishment político.

Ante dicho estallido, las fuerzas de seguridad frenaron las protestas a base de cientos de detenciones en varios puntos del territorio, de los cuales, el 90% eran menores de 25 años.

Como resultado de una semana de protestas violentas contra la corrupción, el paro, y la desigualdad social, 22 personas perdieron la vida y un millar han sido detenidas. Entre los arrestados se encuentran 90 estudiantes universitarios, según la agencia semioficial de noticias, ISNA. Además, según Ali Falahi, colaborador de El País en Teherán, “el tono de las autoridades se ha endurecido y da muestras del agotamiento de la tolerancia de las autoridades de seguridad”. En este contexto, el presidente del Tribunal Revolucionario de Teherán, señaló que “se presentarán cargos” bajo el concepto de moharebeh (enemistad con Dios), ya que consideran que algunos de los manifestantes “están conectados con servicios secretos extranjeros«. Según el código islámico, la moharebeh es la rebelión contra el sistema islámico que se castiga con pena capital. Hay que recordar que en los estados islámicos, donde se ha borrado la frontera entre las leyes civiles y las creencias religiosas, cualquier ataque al poder establecido lo es contra Dios, pues El Poder emana, directamente de Alá. Por ello es una blasfemia al tiempo que una ofensa intolerable cualquier cuestionamiento del sistema.

Mientras, el líder iraní, atribuyó los incidentes a “los enemigos de Irán que con diferentes herramientas como dinero, armas, política y servicios secretos se han aliado para crear problemas al sistema islámico”. Por su parte, Ali Shamkhani, secretario del Consejo de Seguridad Nacional, acusó directamente a “Arabia Saudí de orquestar una guerra de intermediación» contra Irán y advirtió a Riad “de que estos actos conllevan la reacción contundente de Irán”.

Sin embargo, en opinión de la mayoría de analistas, la implicación de terceros en estas protestas queda totalmente descartada de la ecuación. Es la mala situación económica de carácter estructural, no coyuntural, que vive el país, así como la frustración que vive la sociedad iraní desde hace varios años, que ya no ve alternativas de desarrollo y mejora ante el largo estancamiento del país.

Con la firma del acuerdo nuclear de 2015 con la comunidad internacional, una esperanza de mejora afloró en los iraníes. Sin embargo, dicha mejora a penas se experimentó en los hogares. La opinión pública lo atribuye a la corrupción, la ineficiencia del sistema bancario y la injusta distribución de la riqueza, así como a los gastos vinculados a la implicación del Gobierno iraní en conflictos internacionales del Oriente Medio. Una opinión pública a la que, durante la “semana infernal”, se intentó silenciar con la restricción de acceso a las redes sociales, principal instrumento de difusión y de denuncia de los iraníes, medida que no consiguió más que agravar la situación.

He trabajado 30 años en el Ministerio de Educación y mi sueldo apenas me llega a fin de mes”, cuenta Musa al periódico El País, un jubilado que insiste en que solo reclama “que se cumplan las leyes”.

Sin embargo, y debido a la condición de república islámica, la economía no puede separarse de una política controlada por el estamento religioso, encabezado por Jameini y por la Guardia Revolucionaria, hecho que impide crecer y desarrollar la economía iraní. A efectos ilustrativos, mientras el PIB en 2016 de España, alcanzó los 1,252 billones (trillones en terminología anglosajona) USD, la economía iraní sólo generó 0,366 billones USD. Es decir 4,1 veces más, con una población de 47 millones frente a los más de 80 millones de iraníes.[i]

El estamento religioso, a día de hoy, apuesta más por ganar la batalla de influencia en Oriente Medio que disputa tanto con Arabia Saudí, como con Israel y Estados Unidos. Por ello, su sistema invierte más en la financiación de determinados grupos (desde Yemen hasta el Líbano), para que desestabilicen a aquellos regímenes extranjeros que el gobierno considera “enemigos”, con el objetivo de que el régimen iraní sea la potencia dominante en Oriente Medio. Una estrategia similar a la que ha utilizado Putin con sus diferentes campañas de desinformación en Europa: potenciar los problemas de un país para desestabilizarlo y poner en jaqué su orden liberal.

Como contrapartida, esta ideología de exportar la Revolución Islámica chií a otros lugares, mediante el apoyo a los diferentes grupos chiíes, conlleva una fuerte inversión de dinero en logística, campañas militares y armamento, así como para el aparato propagandístico del sistema iraní, dejando de lado a una sociedad asolada por las malas condiciones. Un claro ejemplo de esto fue la introducción de Irán en la lucha contra el DAESH, el cual, no afectaba a la soberanía iraní, pero fue una buena excusa para justificar sus ambiciones regionales.

Sin embargo, no toda la sociedad opina lo mismo. “Muchos iraníes coinciden en que la política económica de las cuatro décadas de Revolución Islámica no ha cumplido sus promesas y no ha permitido satisfacer las necesidades básicas de la población. La distribución de la riqueza no ha mejorado y las diferentes facciones políticas (conservadores y reformistas) solo se han concentrado en sacar los trapos sucios de sus rivales para lograr nuevas parcelas del poder.” comenta Falahi.

Con todo esto, y una población dividida, Irán se ha enfrentado a las peores manifestaciones desde el 2009, año en el que, a diferencia de este, sí pudieron encontrar un culpable. Y, a pesar de que las manifestaciones se hayan reprimido, la tensión sigue.

Pero, ahora mismo, las perspectivas para que el gobierno de Rohani lleve a cabo un cambio son mínimas. Y esto se debe, principalmente, al asfixiante sistema islámico que se ha creado en el país, protegido por los Pasdaran, es decir, la Guardia Revolucionaria.  Estos se han convertido en el brazo militar ideológico y mejor preparado del régimen y a los que se Jamenei les atribuyó el control de la política exterior, así como de una ampliación de su capacidad al crear la fuerza Al Quds, unidad que se ocupa de las operaciones internacionales. Además, hay muchos analistas que consideran que Jamenei estás más dispuesto a escuchar al comandante jefe de esta guardia, que a su propio presidente.

Por tanto, a Irán se le avecina una etapa de incertidumbre, ya que son los jóvenes quienes quieren el cambio, mientras que los sectores más conservadores ven al reformista presidente Hasan Rohani como una amenaza al sistema ultra religioso iraní. En otras palabras, cualquier cambio podría llevar a un conflicto social interno, algo que, tanto Jamenei como Rohani, evitaran a toda costa.

Posiblemente Irán necesite encontrar un “heredero” en un régimen no hereditario para afrontar cambios profundos desde la autoridad política y religiosa, como recientemente ha comenzado su rival, Arabia Saudí, de la mano de Mohammed bin Salman. Pero, de momento, no parece haber ningún candidato.


On January 7, the Revolutionary Guard of Iran was announcing the end(purpose) of the big wave of protests that they flogged to the country for one week and that have had in the air to the Islamic regime.

The «official» reason of this wave of protests owes to «the bad economic situation» and to the «high prices in the products of the first need«. Nevertheless, the question goes farther.

The presentation of the budgets of the parliament generated a great polemic in the country when knowing a great budgetary disproportion. In them, was emphasizing the assignment of 134.000 millions of riales (approximately 25 millions of euros) for the promotion of Qom’s seminar (seminar on top Islamic studies), opposite to 30.000 million of riales (approximately 5,5 millions of euros) for the headquarters in charge of the crises for the natural disasters.

The above-mentioned numbers coincided with the publication of them, relatively, high salaries of some members of the Government, as well as the exit in the light of different cases of corruption and embezzlement of the pension funds and banks, to which the Iranian justice has answered minimally, without almost punishment and detentions. If to everything previous one adds the disintegration of the sanitary of Rohani reform (that was his principal advantage in the assemblies) for lack of budget, the sum of all these factors was the wick that helped to ignite the wick of the protests.

As result, the Iranians decided to go out to protest massively, being Mashhad the first city in lighting the above-mentioned wick. This city is considered to be the bastion of the opposition to Rohani and city of the supreme leader, Alí Jamenei.  To a little time, the protests spread to different cities of the country up to coming even to the capital, Teheran.

It is necessary to remember that in the Islamic states, where the border has resigned between the civil laws and the religious beliefs, any assault to the established power it is against God, since The Power comes, directly of Allah. For it, is a blasphemy at the time that an intolerable offense any question of the system. While, the Iranian leader, attributed the incidents to «the enemies of Iran that with different tools as money, weapon, politics and secret services have allied to create problems to the Islamic system«.

For his part, Ali Shamkhani, secretary of the National Security Council, accused directly to «Saudi Arabia of orchestrating a war of intermediation» against Iran and warned Riyadh «of that these acts carry the forceful reaction of Iran«.  Nevertheless, in opinion of the majority of analysts, the implication of third parties in these protests remains totally rejected the equation. It is the bad economic situation of structural, not relating to the moment character, which lives through the country, as well as the frustration that lives through the Iranian society for several years, which already does not see alternatives of development and improvement before the long stagnation of the country.

With the signature of the nuclear agreement of 2015 with the international community, a hope of improvement showed in the Iranians. However, this improvement was barely experienced in households.The public opinion attributes it to the corruption, the inefficiency of the bank system and the unjust distribution of wealth, as well as to the expenses linked to the implication of the Iranian Government in international conflicts of the Middle East.

A public opinion to which, during the «infernal week», there was tried to silence by the restriction of access to the social nets, principal instrument of diffusion and of denunciation of the Iranians, measured that did not obtain any more that to aggravate the situation. «I have worked for 30 years in the Ministry of Education and my salary barely makes it to the end of the month«, tells Muse to the periodic El País newspaper, a pensioner who insists in that alone he(she) claims » that fulfill the laws «.

Nevertheless, and due to the condition of Islamic republic, the economy cannot separate of a politics, controlled by the religious estate, headed by Jameini and by the Revolutionary Guard, fact that prevents from growing and developing the Iranian economy. To illustrative effects, while the GDP in 2016 of Spain, reached 1,252 trillion (trillion in Anglo-Saxon terminology) USD, the Iranian economy only generated 0,366 trillion USD. It is to say 4,1 times more, with a population of 47 million opposite to more than 80 million Iranians.

The religious estate, nowadays, bets more for gaining the battle of influence in Middle East, that disputes so much with Saudi Arabia, and with Israel and The United States too. Counterpart, this ideology to export the Shiite Islamic Revolution to other places, by means of the support to the different Shiite groups, carries a strong investment of money in logistics, military campaigns and armament, as well as for the propaganda device of the Iranian system, stopping from side to a society destroyed by the bad conditions. A clear example of this was the introduction of Iran in the fight against the DAESH, which, it was not concerning the Iranian sovereignty, but it was a good excuse to justify his regional ambitions.

Nevertheless, not the whole society thinks the same thing. » Many Iranians coincide with that the economic politics of four decades of Islamic Revolution has not fulfilled his promises and has not allowed to satisfy the basic needs of the population. The distribution of wealth has not improved and the different political facial features (conservatives and reformists) only have centered in revealing personal secrets of his rivals to achieve new plots of the power » Falahi comments.

All that, and a divided population, Iran has faced the worst manifestations from 2009, year in which, unlike this one,  they could find a culprit. And, in spite of the fact that the manifestations have stopped themselves, the tension continues.  But, just now, the perspectives in order that the government of Rohani carries out a change are minimal. And this is mainly due to the suffocating Islamic system that has been created in the country, protected by the Pasdaran, that is, the Revolutionary Guard. These have turned into the military ideological and better prepared arm of the regime and to that Jamenei attributed the control of the foreign policy, as well as of an extension of his capacity when created the force Al Quds, unit that deals with the international operations. In addition, there are many analysts who think that Jamenei you are readier to listen to the commander chief of this guard, that to his own president.

Therefore, a stage of uncertainty is approaching Iran, since it is the young people who want the change, while the more conservative sectors see the reformist President Hasan Rohani as a threat to the ultra-religious Iranian system. In other words, any change might lead to a social internal conflict, something that, both Jamenei and Rohani, were avoiding at any expense.

Possibly Iran needs to find an «heir» in a non-hereditary regime to face profound changes from the political and religious authority, as recently has started its rival, Saudi Arabia, by the hand of Mohammed bin Salman. But, at the moment, there does not seem to be any candidate.
