RETOS ESTRATÉGICOS DE IRÁN: 40 AÑOS DESPÚES DE LA REVOLUCIÓN IRANÍ/ Strategic challenges of Irán: 40 years after the Iranian Revolution

Este pasado lunes 11 de febrero se celebró los 40 años de aniversario de la revolución iraní que culminó con la proclamación de la República y la exaltación de un nuevo liderazgo que prometió el progreso y libertad del pueblo iraní. Las calles de las principales ciudades de Irán se llenaron de los seguidores acérrimos del sucesor de Jomeini en una coyuntura de desastre económico del país, tensión diplomática con Estados Unidos y de expansión de influencia internacional para abarcar mayor oportunidad económica y estratégica.

El crecimiento poblacional y el impacto de la crisis económica han abierto las brechas político-sociales del país y han puesto sobre la mesa la necesidad de cambio de dirección y de una mayor transparencia en el poder, presentando un escenario que se dirige hacia un choque entre la línea más dura y tradicional del país y la más reformadora. No obstante, a pesar de los esfuerzos de Donald Trump para aislar a Irán, el régimen de Teherán ha conseguido, con la cooperación económica y de seguridad con sus principales aliados (China y Rusia principalmente), mantener su posicionamiento de influencia internacional y salvar al país del colapso económico cuidando el comercio con sus principales acreedores (en Asia y Europa) evitando el choque directo con los intereses económicos de Estados Unidos (proteger el dólar)[1], buscando diversificar su economía y aumentar su capacidad militar ocupando los vacíos de poder dejados por su competencia (en Asia, Oriente Medio y cada vez más en América Latina).

ANÁLISIS OPERACIONAL DE IRÁN: SITUACIÓN POLÍTICO-SOCIAL Y ECONÓMICO

-POLÍTICA:

*Lucha interna entre el poder secular y el poder religioso del país, cuando el Líder Supremo aún asume la capacidad de veto absoluto sobre el Parlamento, el Presidente y el poder judicial –aunque el poder del clero es limitado, ya que ocupa solamente el 6% de los asientos parlamentarios-[2].

*Si bien es cierto que la cúpula de poder cada vez está más debilitada, movilizando la tensión hacia los lados más moderados (impulsado por la generación más joven del país, buscando un horizonte diferente para su futuro) enfrentados a los de la línea más dura del régimen (el régimen de Rouhani se enfrenta a la vulnerabilidad política y a una campaña guiada por la línea dura, aprovechando las protestas de los bazaari de fines de junio, que están intentando derribar a todo el gobierno)[3].

*El interés por la estabilidad nacional y regional, así como la recuperación económica, ha acercado posturas diplomáticas entre Irán y países regionales y tradicionalmente aliados de Estados Unidos (Qatar, Turquía, Iraq, Jordania, India…), generando un cambio de posiciones que podría desestabilizar la balanza de poder e influencia tradicional a favor de Irán.

-SEGURIDAD:

*La situación de percepción de inseguridad ha acrecentado por la involucración de Irán en los conflictos regionales, la situación de inestabilidad interna con su correspondiente división social y tensión étnica, sumado a una crisis diplomática internacional con el bloqueo económico.

*Con esto, ha aumentado el gasto militar (en más de 14085 millones de dólares, superando los niveles de los últimos 10 años), con un incremento de la venta de armas a más de 10 millones de dólares[4].

*Realizada una encuesta por IranPoll se muestra que el 76,3% de los iraníes cree que el programa de misiles balísticos, emprendido por su Gobierno, es «muy importante» para el desarrollo económico y de seguridad del país, lo que ha influido en el aumento del porcentaje de rechazo de Estados Unidos y su política exterior (el 72% de la población tiene una opinión «muy desfavorable» de EEUU)[5].

*La guerra asimétrica sigue siendo principal elemento de influencia militar por parte de Irán en la región y a nivel internacional, con la implicación de las milicias financiadas desde el régimen (a destacar, Hezbollah, o los houthis en Yemen o las fuerzas PMU en Iraq), lo que ha ampliado su capacidad operativa y su posicionamiento en línea con sus intereses estratégicos en la región (línea de influencia hacia el Mediterráneo –Irán, Iraq, Siria, Líbano-, línea de influencia en el océano indio –Yemen, Qatar, Pakistán…).

*No obstante, a pesar de las sanciones económicas a Irán y de la salida de Estados Unidos del tratado nuclear, el régimen ha querido mantener un perfil bajo y contenido frente a esta presión, respetando el acuerdo como medida para mantener el apoyo internacional.

-ECONOMÍA:

*El impacto de la crisis ha debilitado especialmente a la clase media en el país, incrementando las brechas sociales y la polarización, poniendo de nuevo sobre la mesa las principales causas que trajeron la revolución de 1979: la corrupción y la diferenciación de clases por la brecha económica.

*Crecimiento del PIB anual en negativo, a 1,8% (2018) frente al 2,7% del anterior año, aumentando los niveles de inflación (en 39.9% que está afectando sobretodo a los precios de los servicios y necesidades básicas) ante la caída del comercio exterior (con una disminución de las exportaciones, pero con un aumento de las importaciones) y el presupuesto del gobierno (aunque muestra índices de recuperación y de disminución de la deuda progresivos).

*La situación de crisis económica ha mantenido los niveles de desempleo en el país (12.1%, con una tasa de desempleo entre la población joven al 28,3%) ante una situación de crecimiento poblacional y aumento de la población joven.

*El sector económico más perjudicado en el país ha sido el del petróleo (las exportaciones de crudo de Irán han caído de 2.5 millones de barriles por día a principios de 2018 a alrededor de 1.1 millones de barriles por día)[6]. No obstante, Irán está salvando la economía buscando diversificar su mercado (por ejemplo, la fabricación de automóviles es ahora el segundo sector más grande de Irán, solo por detrás de la industria energética) y ampliando su cooperación económica regional (Qatar[7], Turquía, China[8][9], Jordania[10], India[11], Afganistán y Pakistán…) manteniendo acuerdos económicos con esos países que se salvan de las imposiciones de sanciones por parte de Estados Unidos.

-SOCIEDAD:

*Población joven en expansión que se espere que alcance el 14% de la población total para el 2050[12].

*Crecimiento poblacional: Con un ratio de crecimiento anual de 0.99% aproximadamente, alcanzando actualmente unos 82.512.510 habitantes[13].

*Composición religiosa mayoritariamente chií (89%) con un 10% de población suní, con un 10% de etnia kurda (principalmente en el área noreste de Irán), un 61% persa, un 6% lurs (alojados principalmente en el área suroeste del país) y un 2% baloch (Balochistán, en el área sureste del país, en la frontera con Pakistán).

*Población refugiada de más de un millón, principalmente de origen afgano e iraquí, con una diáspora de casi 5 millones desde la revolución de 1979.

*Debido al impacto de la crisis económica, en el país se han levantado diversas protestas ante la subida de precios, de la inflación y la corrupción gubernamental, en protesta ante la desviación de los valores de la Revolución por parte del gobierno y su política exterior desajustada y alejada de las necesidades de la población[14].

-INFLUENCIA/INFORMACIÓN: NARRATIVA DEL ANIVERSARIO DE LA REVOLUCIÓN

Mensaje de Hasan Rohani: «Esta no fue sólo una revolución islámica, sino también republicana; no fue sólo una revolución islámica, sino también nacional»

Opinión de iraní: el movimiento social señala al gobierno por su corrupción y la pérdida de fuerza ante las exigencias de Occidente.

«Nuestro deber es apoyar a nuestro Gobierno para preservar la revolución. Estamos en un tiempo muy importante y la gente tiene que participar más, mantenernos unidos como país, demostrarlo con su presencia. Sin las políticas contra Irán, tendríamos una vida mejor. Pese a los problemas que crea EEUU, hemos progresado» – visión de fuerza y unidad de apoyo al Gobierno ante un escenario de conflicto y resistencia frente a un adversario que es percibido como principal causante de la crisis interna del régimen, justificante de la política severa de la actual Irán.

-«Lo que no nos gusta es el Gobierno ni los líderes de ese país. EEUU actúa de forma egoísta al pretender arramblar con todo lo que hay en el mundo para beneficio sólo de su población. No le importan las personas del resto de países» – la política de “America First” de Donald Trump ha sido advertida como una estrategia de actuación unilateral y desmedida en favor de los exclusivos intereses de Estados Unidos frente a las necesidades de sus aliados y las implicaciones de sus decisiones sobre las regiones.

ESTUDIO DE VARIABLES DEL SISTEMA ANTE LA SITUACIÓN ESTRATÉGICA DE IRÁN:

 El estudio de las variables principales del sistema demuestran un sistema estable con mayor peso de las variables internas sobre ellas mismas (casi un 50% de motricidad) y de las variables externas sobre ellas mismas (casi un 50% de dependencia)); que nos demuestra qué influencia poseen las variables internas de Irán con respecto al escenario exterior.

En las variables clave (que nos explican el sistema sobre el que se estructura la situación estratégica de Irán) destacan: el impacto del cambio climático (como variable que moviliza fundamentalmente a la diversificación de la economía y a potenciar otras áreas económicas para solventar el efecto que este problema está ejerciendo en la estabilidad económico-social regional), el control de las áreas estratégicas de producción (como elemento necesario para la estabilidad y sostenibilidad del sistema) y la lucha de influencia y poder entre Irán y Arabia Saudí así como entre el eje Rusia, China, Irán vs Estados Unidos.

Las variables más dependientes, sobre las que están ejerciendo mayor atención para la movilización del escenario de interés de Irán, son las protestas sociales (a raíz de la situación económica y la transición político/social), la situación de brecha económica-social (que está alimentando el discurso del régimen en favor de una línea más dura y conservadora o progresista) y la influencia regional (determinante para la sostenibilidad del régimen y la evolución de la posición global del país).

Esto demuestra que la atención del régimen recaerá, para su propio interés y necesidad estratégica, en afianzar su posicionamiento e influencia en la región (eje Teherán-Mediterráneo, Asia y Océano Indio con el Golfo de Adén y con el mantenimiento de los socios comerciales: Europa, Asia y Oriente Medio coordinando intereses económicos y de seguridad frente a un legado de terrorismo, inestabilidad y quiebra económica en los últimos años), lo que le facilitará la capacidad de adaptación de su economía para responder a las necesidades sociales (reducción de la inflación, aumento del empleo, reducción de brechas económicas y sociales…) y responder también a las exigencias de estabilidad nacional (estabilidad en las fronteras –Siria, Iraq, Pakistán- afianzando su posicionamiento en áreas clave para su  seguridad y su desarrollo comercial –Golfo de Adén, Golfo Pérsico, Mar Mediterráneo, Océano Indio-).

 

RETOS ESTRATÉGICOS DE IRÁN Y OBJETIVOS ASOCIADOS

Como estableció Hasan Rohani, el reto principal de Irán en los próximos años será conseguir: “Islam y República” e “Islam y Democracia”; es decir, un modelo europeo de democracia política regido bajo una ley islámica (Sharía). Con esto, sus objetivos asociados serían:

  1. Poder islámico con gobierno laico
  2. Estabilidad político-social
  3. Defensa de valores nacionales e islámicos frente a influencia occidental
  4. Reducción de la desigualdad social y económica
  5. Influencia internacional
  6. Comercio internacional
  7. Desarrollo industrial y económico
  8. Diversificación económica
  9. Capacidad militar y contención de amenazas
  10. Disminución de amenaza terrorista nacional (ISIS, Jeysh al-Adl, kurdos…)
  11. Protección de áreas de influencia territorial

Según muestran el grado de determinación de los actores y el grado de movilización de cada objetivo, podemos concluir:

*Irán, Arabia Saudí, Turquía, Siria, Estados Unidos y Europa son los actores que mayor grado de determinación muestran en los objetivos asociados a los retos estratégicos de Irán por lo que les afecta e interesa la consecución de dichos objetivos. Desde luego, Estados Unidos y Arabia Saudí son los actores más en contra del cumplimiento de esos objetivos, mientras que Iraq y Europa son los que muestran una posición moderada (teniendo en cuenta su necesidad y dependencia económica con Irán pero su contrariedad hacia su influencia regional e internacional y su ambición de posicionamiento para desarrollo económico y de poder). China y Rusia, efectivamente, además de Turquía, observan su movilización de una forma favorable e interesada para su propio desarrollo económico. De esta forma se observa que, a nivel regional, los retos estratégicos de Irán son, a la larga, observados con interés y provecho para el desarrollo nacional y regional ante una coyuntura de necesidad de cambio e inversión.

*De los objetivos asociados a los retos estratégicos de Irán con menor movilización es el que queda relegado a un plano exclusivamente interno de Irán y su desarrollo democrático (poder islámico con gobierno laico y sus valores nacionales heredados de la Revolución). Mientras que el resto demuestran un alto grado de movilización, mostrando un grado más favorable por parte de los actores más afectados la disminución de la amenaza interna y el terrorismo (al ser un elemento que afecta a la situación de seguridad regional) y la estabilidad político-social del país en base al desarrollo económico con su diversificación y comercio internacional (lo que abre líneas de negocio regional e internacional que favorece la movilización de los actores hacia intereses compartidos).


This past Monday, February 11, was celebrated the 40th anniversary of the Iranian Revolution that culminated with the proclamation of the Republic and the exaltation of a new leadership that promised the progress and freedom of the Iranian people. The streets of the main cities of Iran were filled with the supporters of Khomeini’s successor at a time of economic disaster in the country, diplomatic tension with the United States and the expansion of international influence to encompass greater economic and strategic opportunities.
The population growth and the impact of the economic crisis have opened the political-social gaps of the country and have put on the table the need for a change of direction and greater transparency in power, presenting a scenario that is heading towards a clash between the hardest and most traditional line in the country and the most reforming one. However, despite the efforts of Donald Trump to isolate Iran, the Tehran regime has managed, with economic and security cooperation with its main allies (mainly China and Russia), to maintain its position of international influence and to save the the country of its economic collapse, taking care of the trade with its main creditors (in Asia and Europe) avoiding the direct clash with the economic interests of the United States (protecting the dollar), seeking to diversify its economy and to increase its military capacity by occupying the power gaps left by its competence (in Asia, the Middle East and increasingly in Latin America).
OPERATIONAL ANALYSIS OF IRAN: POLITICAL-SOCIAL AND ECONOMIC SITUATION
-POLITICS:
* Internal struggle between the secular power and the religious power of the country, when the Supreme Leader still assumes the capacity of absolute veto over the Parliament, the President and the judicial power – although the power of the clergy is limited, since it occupies only the 6 % of parliamentary seats.
* While it is true that the power dome is increasingly weakened, mobilizing tension towards the more moderate sides (driven by the younger generation of the country, looking for a different horizon for their future) faced with those of the hardest line of the regime (the Rouhani regime faces political vulnerability and a campaign guided by the hard line, taking advantage of the protests of the Bazaari at the end of June, who are trying to overthrow the entire government).
* Interest in national and regional stability, as well as economic recovery, has brought diplomatic positions between Iran and regional countries and traditional allies of the United States (Qatar, Turkey, Iraq, Jordan, India …), generating a change of positions that it could destabilize the balance of power and traditional influence in Iran’s favor.

-MILITAR:
* The situation of perception of insecurity has been increased by the involvement of Iran in regional conflicts, the situation of internal instability with its corresponding social division and ethnic tension, added to an international diplomatic crisis with the economic blockade.
* With this, military spending has increased (by more than 14085 million dollars, surpassing the levels of the last 10 years), with an increase in the sale of arms to more than 10 million dollars.
* A survey conducted by IranPoll shows that 76.3% of Iranians believe that the ballistic missile program, undertaken by their government, is «very important» for the country’s economic and security development, which has influenced the increase in the percentage of rejection of the United States and its foreign policy (72% of the population has a «very unfavorable» opinion of the United States).
* Asymmetric war remains the main element of military influence on the part of Iran in the region and internationally, with the involvement of militias financed from the regime (notably, Hezbollah, or the Houthis in Yemen or the PMU forces in Iraq) , which has expanded its operational capacity and its positioning in line with its strategic interests in the region (line of influence towards the Mediterranean – Iran, Iraq, Syria, Lebanon – influence in the Indian Ocean – Yemen, Qatar, Pakistan …)
* However, despite economic sanctions against Iran and the departure of the United States from the nuclear treaty, the regime has wanted to maintain a low profile and content against this pressure, respecting the agreement as a measure to maintain international support.

-ECONOMY: The impact of the crisis has weakened especially the middle class in the country, increasing social gaps and polarization, putting on the table again the main causes that brought the 1979 revolution: corruption and the differentiation of classes due to the economic gap.
* Annual GDP growth in negative, to 1.8% (2018) compared to 2.7% of the previous year, increasing inflation levels (in 39.9% that is affecting above all the prices of services and basic needs) the fall of foreign trade (with a decrease in exports, but with an increase in imports) and the government budget (although it shows progressive recovery and debt reduction rates).
* The situation of economic crisis has maintained the levels of unemployment in the country (12.1%, with an unemployment rate among the young population to 28.3%) before a situation of population growth and increase in the young population.
* The most affected economic sector in the country has been oil (Iran’s oil exports have fallen from 2.5 million barrels per day in early 2018 to around 1.1 million barrels per day). However, Iran is saving the economy by seeking to diversify its market (for example, car manufacturing is now the second largest sector in Iran, only behind the energy industry) and expanding its regional economic cooperation (Qatar, Turkey, China , Jordan, India, Afghanistan and Pakistan …) maintaining economic agreements with those countries that are saved from impositions of sanctions by the United States.

-INFLUENCY / INFORMATION: NARRATIVE AFTER 40 YEARS OF REVOLUTION
Message from Hasan Rohani: «This was not only an Islamic revolution, but also a republican one, it was not only an Islamic revolution, but also a national one»
Iranian opinion: the social movement points to the government for its corruption and the loss of strength in the face of the demands of the West.
– «Our duty is to support our Government to preserve the revolution, we are in a very important time and the people have to participate more, to remain united as a country, to demonstrate it with their presence.» Without the policies against Iran, we would have a better life. to the problems that the USA creates, we have progressed «- vision of strength and unity of support to the Government before a scenario of conflict and resistance against an adversary that is perceived as the main cause of the internal crisis of the regime, justifying the severe policy of the current Iran.
– «What we do not like is the government or the leaders of that country, the US acts in a selfish way to pretend to take everything that exists in the world for the benefit only of its population, does not care about people from other countries» – Donald Trump’s «America First» policy has been warned as a strategy of unilateral and excessive action in favor of the exclusive interests of the United States against the needs of its allies and the implications of its decisions on the regions.
STUDY OF VARIABLES IN THE STRATEGIC SITUATION OF IRAN:
The study of the main variables of the system show a stable system with greater weight of the internal variables on themselves (almost 50% of motor skills) and external variables on themselves (almost 50% of dependence)); that shows us what influence the internal variables of Iran have with respect to the external scenario.
In the key variables (which explain the system on which the strategic situation of Iran is structured), the following stand out: the impact of climate change (as a variable that fundamentally mobilizes the diversification of the economy and to promote other economic areas to resolve the effect that this problem is exerting on the regional economic-social stability), the control of the strategic areas of production (as a necessary element for the stability and sustainability of the system) and the struggle for influence and power between Iran and Saudi Arabia as well as between the axis Russia, China, Iran vs. United States.
The most dependent variables, with more attention due to the mobilization of the scenario of interest of Iran, are the social protests (due to the economic situation and the political / social transition), the situation of economic-social gap (which it is fueling the regime’s discourse in favor of a harder and conservative or progressive line) and regional influence (determinant for the regime’s sustainability and the evolution of the country’s global position).
This shows that the attention of the regime will be, for its own interest and strategic need: to strengthen its position and influence in the region (Tehran-Mediterranean axis, Asia and the Indian Ocean with the Gulf of Aden and with the maintenance of its commercial partners: Europe, Asia and the Middle East, coordinating economic and security interests in the face of a legacy of terrorism, instability and economic bankruptcy in the recent years), which will facilitate the ability of their economy to adapt & to respond to social needs (reduction of inflation, increase in employment, reduction of economic and social gaps …) and also to respond to the demands of national stability (stability at the borders -Syria, Iraq, Pakistan- strengthening its position in key areas for its security and commercial development -Golfo of Aden, Persian Gulf, Mediterranean Sea, Indian Ocean-).
STRATEGIC CHALLENGES OF IRAN AND ASSOCIATED OBJECTIVES
As established by Hasan Rohani, Iran’s main challenge in the coming years will be to achieve: «Islam and Republic» and «Islam and Democracy»; that is, a European model of political democracy governed by an Islamic law (Sharia). With this, its associated objectives would be:

1. Islamic power with secular government
2. Political-social stability
3. Defense of national and Islamic values against Western influence
4. Reduction of social and economic inequality
5. International influence
6. International trade
7. Industrial and economic development
8. Economic diversification
9. Military capacity and threat containment
10. Decrease in national terrorist threat (ISIS, Jeysh al-Adl, Kurds …)
11. Protection of areas of territorial influence
As shown by the degree of determination of the actors and the degree of mobilization of each objective, we can conclude:

* Iran, Saudi Arabia, Turkey, Syria, the United States and Europe are the actors that show the highest degree of determination in the objectives associated with the strategic challenges of Iran for what affects them and interests the achievement of these objectives. Of course, the United States and Saudi Arabia are the actors most against the achievement of these objectives, while Iraq and Europe are the ones that show a moderate position (taking into account their need and economic dependence on Iran but their opposition to their regional influence). and international and its positioning ambition for economic development and power). China and Russia, indeed, in addition to Turkey, observe their mobilization in a favorable and interested way for their own economic development. In this way it is observed that, at a regional level, Iran’s strategic challenges are, in the long run, observed with interest and profit for national and regional development in the face of a situation of need for change and investment.

* Of the objectives associated with the strategic challenges of Iran with less mobilization is that which is relegated to an exclusively internal level of Iran and its democratic development (Islamic power with secular government and its national values inherited from the Revolution). While the rest demonstrate a high degree of mobilization, showing a more favorable degree by the most affected actors, the reduction of the internal threat and terrorism (being an element that affects the regional security situation) and political stability -social of the country based on economic development with its diversification and international trade (which opens regional and international business lines that favors the mobilization of stakeholders towards shared interests).
