ESCENARIO DE UNA “SAFE ZONE” TURCA EN EL NORTE DE SIRIA/ Scenario of a Turkish»safe zone» in the North of Syria

Turquía ha apostado unos 16.000 efectivos militares turcas y unos 10.000 combatientes rebeldes árabes en las zonas adyacentes a las áreas de la frontera controladas por YPG en el norte de Siria. El plan de Turquía implicaría eliminar lo que considera amenaza terrorista directa a su frontera con la creación de una administración civil y fuerzas de seguridad locales bajo su control que además le facilitaría el reasentamiento de los 3,5 millones de refugiados sirios que se encuentran actualmente en Turquía. Evidentemente, también le daría a Ankara más influencia sobre el régimen de Assad y posicionamiento en la región como actor local.

Alrededor de 850,000 personas residen actualmente en la zona propuesta por Turquía (650,000 kurdos (76%), 180,000 árabes sunitas (21%), 10,000 turcomanos (1%) y 10,000 cristianos (1%); solo uno de los cinco distritos (Tal Abyad) tiene una mayoría árabe), con la supuesta exclusión de la zona de Qamishli (una gran ciudad de mayoría kurda bajo el control parcial del ejército sirio) y Kobane, ciudad fronteriza de mayoría kurda que probablemente seguiría siendo un enclave controlado por YPG. Tiene 32 kilómetros de profundidad y está rodeada por el río Éufrates al oeste y el río Tigris al este.

-Abusos masivos contra los derechos humanos: violación, robo, extorsión, secuestros y el desplazamiento forzado de lugareños en favor de los árabes sirios transportados en las áreas retomadas por el Ejército Árabe Sirio, presuntamente infligidas por la FSA bajo la vigilancia de Turquía.

-Ghadab al-Zaitoun (Ira de los olivos) y Hezen Rizgariya Efrine (Fuerzas de liberación de Afrin). Juntos han asumido la responsabilidad de casi 220 ataques llevados a cabo entre finales de marzo de 2018 y finales de enero de 2019. Los insurgentes de Afrin suelen utilizar IED durante el día y emboscadas en la carretera con pequeñas armas de fuego durante la noche. Más recientemente, sin embargo, el Frente de Liberación de Afrin ha comenzado a usar misiles guiados antitanque contra sus enemigos turcos.

CONCLUSIONES:

* FACTOR MÁS DETERMINANTE: Necesidad de protección político-social en la detención de las violaciones de Derechos Humanos y crímenes de guerra ante intereses políticos y el proceso de paz con el desarme, desmovilización y reintegración de los grupos armados y milicias y la apertura de un proceso de democratización que favorezca una mayor representabilidad y protección político-social constitucional para la gobernabilidad de Siria.

*VARIABLES MÁS DETERMINANTES: El establecimiento de una safe zone será la variable más determinante en tanto que influye de forma directa en los factores principales para la estabilización del norte de Siria: gestión del territorio, protección político-social y la seguridad fronteriza; el cómo se gestione dicha solución garantizará o no el progreso de paz en esas áreas. Además, es importante tener en cuenta el factor kurdo, como actor determinante para este proceso, debido a su control territorial de áreas clave del noreste y sureste de Siria, para establecer condiciones de seguridad fronteriza y gestión territorial sin dañar la estabilidad regional y nacional de Siria y para aliviar la necesidad de acción turca ante la amenaza que pudiera suponer un gobierno autónomo en Rojava y un mayor posicionamiento kurdo en la región.

CONCLUSIONES: A pesar de que Turquía cuenta con apoyo (o más bien, aceptación) de Rusia en su acción en el norte de Siria, se observa que la trama del escenario se inclina en contra de las intenciones de este actor; aunque lleva la ventaja en las relaciones de fuerza ante las necesidades e intereses de los otros actores en el área en cuestión. La amenaza que supone Turquía sobre los kurdos y la situación ambigua del comportamiento de Estados Unidos ante el mismo (que ha movilizado a los kurdos por miedo a perder el apoyo y protección de su aliado sobre el terreno) ha acercado a los kurdos al régimen sirio, en una búsqueda de ambos actores de la protección territorial y la garantía de la estabilidad político-siria, lo que podría facilitar en este caso el proceso de diálogo político para la transición del país donde se quiera reducir la injerencia militar extranjera (Turquía, Irán, Estados Unidos, Rusia…) pero que acercase intereses comunes de representabilidad política, desarrollo económico y gestión de áreas estratégicas y apertura diplomática/política.

Turkey has about 16,000 Turkish military personnel and about 10,000 Arab rebel fighters in the areas adjacent to the border areas controlled by YPG in northern Syria.
