Israel y Estados Unidos han firmado un nuevo memorando de entendimiento para asistencia militar durante 10 años cuyo periodo incluirá de 2019 a 2028 y que remplaza al antiguo firmado en 2007 hasta 2017. El acuerdo, que procuraba una ayuda de 30 mil millones de dólares, ha sido aumentado a 38 mil millones de dólares, incluyendo una ayuda suplementaria de 500 millones de dólares para defensa contra misiles que no estaba incluida en el acuerdo de 2007. Por otro lado, mientras que el acuerdo actual permitía a Israel convertir el 26% de los fondos en shekels para la compra de material fabricado en Israel, el acuerdo recién firmado ha retirado esta disposición, siendo la totalidad de los fondos para gasto en industrias de defensa americanas.
El acuerdo llega tras meses de negociaciones entre la delegación israelí encabezada por el consejero de seguridad nacional de Israel Jacob Nagel y la delegación americana bajo el mando de la consejera de seguridad nacional Susan Rice para definir el paquete de ayudas. La administración es la encargada de determinar la cantidad de fondos destinados a ello –que decretó que en ningún caso superarían los 4 mil millones de dólares−, sin embargo, es el Congreso el que toma la decisión final. Pese a que el aumento de las ayudas a Israel viene en un momento en el que las relaciones israelo-americanas se habían enfriado considerablemente durante el mandato de Obama, fomentado por la formación del nuevo gobierno israelí el año pasado y el endurecimiento político impulsado por Netanyahu, lo cierto es que Rice ha reiterado al apoyo incondicional de Estados Unidos a Israel.
Durante este año Israel ha realizado varios cambios estratégicos en su política exterior, incluyendo el acercamiento a Rusia y la puesta en marcha de relaciones diplomáticas con Turquía tras seis años de ruptura. Todo ello a su vez enmarcado por la entrada en vigor del acuerdo nuclear con Irán, el estancamiento de las negociaciones de paz que ni Estados Unidos ni la Unión Europea han sabido encaminar como mediadores de nuevo y con el beneplácito de Rusia que, por primera vez en su historia, ha tendido la mano para actuar en las conversaciones entre israelíes y palestinos.
Israel se encuentra en una situación de especial peligro desde la crisis de Siria y el ascenso del autodenominado Estado Islámico en la zona, lo que ha provocado un aumento de las amenazas a las que se suman el terrorismo de Hamas y Hizbollah y las enemistades con los países vecinos, especialmente con Irán que durante este año ha realizado ejercicios con misiles balísticos amenazando a Israel. A su vez, el pasado 13 de septiembre, un proyectil fue disparado hacia Israel desde la frontera siria en los Altos del Golán, lo que fue respondido con bombardeos al ejército sirio. A pesar de que se desconoce si este ataque fue deliberado, Israel mantiene su política de defensa de la seguridad nacional por encima de todo.
Si algo demuestra este nuevo acuerdo es que Estados Unidos e Israel mantienen una alianza certera más allá de las diferencias entre los gobiernos. El objetivo final es promover lo establecido en los Acuerdos de Oslo de 1993: “el derecho a vivir en paz en el interior de fronteras reconocidas y seguras, al abrigo de amenazas y actos de fuerza” porque es la única condición que permitirá que la paz entre Israel y Palestina sea algún día alcanzable. A día de hoy, el tablero de Oriente Medio no ha mejorado en lo que se refiere a estabilidad, paz y seguridad. Es por esto por lo que un cambio en las estrategias políticas de presión no implica una realineación en las alianzas e Israel continúa necesitando del apoyo de la superpotencia que lo respalda desde su creación.
Israel and the United States have signed a new memorandum of understanding (MoU) for military assistance from 2019-2028 and which replaces the former signed in 2007 up to 2017. The agreement, which sought aid with 30 billion dollars, has been increased to 38 billion dollars, including additional aid of 500 million dollars for missile defence that was not included in the agreement of 2007. On the other hand, while the current agreement allowed Israel to convert 26 % of funds to shekels for the purchase of equipment manufactured in Israel, the newly signed agreement has removed this provision, being all of the funds for spending on American defence industries.
The deal comes after months of negotiations between the Israeli delegation headed by national security advisor of Israel Jacob Nagel and the American delegation under the ruling of the national security adviser Susan Rice in order to define the aid package. The Administration is responsible for establishing the amount of funds −which had been decreed to in no case exceed the 4 billion dollars−, however, it is Congress that makes the final decision. Although the increase in aid to Israel comes at a time when the Israeli-American relations had cooled considerably during the Obama administration, encouraged by the formation of the new Israeli government last year and political hardening driven by Netanyahu, the fact is that Rice has reiterated the unconditional support from US to Israel.
During this year Israel has made several strategic moves in its foreign policy, including rapprochement with Russia and the launch of diplomatic relations with Turkey after six years of break. All this in turn framed by the entry into force of the nuclear deal with Iran, the stalled peace negotiations that neither the United States nor the European Union have known how to route as mediators and with the approval of Russia for the first time in its history to reach out to act in talks between Israelis and Palestinians.
Israel is in a situation of special danger from the Syrian crisis and the rise of Islamic State in the area, which has led to an increase in threats that include terrorism of Hamas and Hezbollah and enmities with neighbouring countries, especially Iran that has conducted exercises with ballistic missiles this year threatening Israel. In turn, on 13 September, a projectile was fired into Israel from the Syrian border in the Golan Heights, being latter responded by bombing against the Syrian army. Although it is unknown whether the attack was deliberate, Israel maintains its policy of defending national security above all.
The new agreement demonstrates that the United States and Israel maintain an accurate alliance beyond the differences between governments. The ultimate goal is to promote the provisions of the Oslo Accords of 1993: «the right to live in peace within secure and recognized borders , protected from threats and acts of force» because it is the only condition that will allow peace between Israel and Palestine to be reachable someday. Nowadays, the board of the Middle East has not improved in terms of stability, peace and security. It is for this reason that a change in the political strategies of pressure does not involve realignment in alliances and Israel continues to need the support of the superpower that supports it since its very inception.
