Si bien los días de Barack Obama al frente del Gobierno de EEUU están contados, el que es el 44º presidente del país se va dejando huella al no haberse opuesto a que el Consejo de Seguridad de Naciones Unidas haya aprobado una resolución contra los asentamientos israelíes en territorio palestino. Aún sin haber votado a favor, ya que ello hubiese enojado a muchos de los judíos establecidos en EEUU, la de éste país ha sido la única abstención a la Resolución 2334, que ha sido votada favorablemente por el resto de países del Consejo. En palabras de la ONU[1], la resolución establece que dichos asentamientos carecen de validez legal, así como se insta a que se respeten las fronteras establecidas en 1967, considerándose ilegítimos los asentamientos construidos en Cisjordania y Jerusalén Este.
La motivación de la Resolución que presentó Egipto (y que luego decidió retirar debido a las presiones del nuevo presidente americano Donald Trump) no es ya solo la existencia de tales asentamientos sino su crecimiento a lo largo de éstos años. De acuerdo con la agencia Reuters[2], se trataría de una ocupación que ha aumentado tanto que es ya irreversible. Más concretamente, la agencia cifra en 230 los asentamientos que han sido construidos desde 1967, hace ya 50 años. De cara al futuro, el think tank Global Research[3] revela en otro artículo que los planes de construcción de nuevos asentamientos siguen adelante pese a la oposición internacional, habiéndose aprobado la construcción de más de 5.000 nuevas viviendas en territorio palestino inmediatamente después del fallo de Naciones Unidas.
Es claro que el Gobierno de Netanyahu no va a cambiar sus planes de engrandecer el territorio israelí por muchas resoluciones de Naciones Unidas que se aprueben en su contra, y todo indica que no habrá ninguna durante la nueva Administración de EEUU, que va a ser una de las más pro israelíes de la historia. Sin embargo, aunque la Comunidad Internacional no actúe más allá, el aumento de los asentamientos podría muy ciertamente llevar a grupos como Hezbollah o Hamas a intensificar sus ataques contra Israel. No hay que olvidar que estos movimientos poseen no solo fuerza sino también capacidad política suficiente como para influir mucho en sus respectivos países, orientándolos hacía una posición más hostil hacia Israel. El ejemplo paradigmático vendría dado por el Gobierno del Líbano, que según el periódico Ya Libnan[4], contempla entre sus objetivos la reivindicación de todos los territorios ocupados por Israel.
Ahora bien, un incremento en los ataques de estos grupos o incluso países nada puede hacer contra un país que tiene no solo el apoyo de Estados Unidos, sino la certeza de que países del Golfo como Arabia Saudí o países mediterráneos como Egipto no van a contribuir a una lucha a la que muchos afirman están llamados, pues dichos países dependen también de EEUU en más o en menos. Además, pese a la conexión de grupos como Hezbollah con Irán y su animadversión a Estados Unidos y Arabia Saudí, no es de esperar una mayor implicación de Irán en el conflicto palestino – israelí ahora que está tan controlado militarmente por Estados Unidos, así como de Rusia, su principal aliado, que padece los efectos de las sanciones económicas americanas y europeas.
En definitiva, todo indica que la respuesta que muy probablemente lleven a cabo las facciones pro – palestinas (mediante grupos armados o incluso países) volverá a fracasar en romper las alianzas existentes y, por ello, fracasará en desmantelar unos asentamientos que seguirán estando ahí.
Although Barack Obama´s time as US leader is running out, America´s 44th President goes leaving such a mark as his country did not vote against a Security Council Resolution to condemn Israel presence in Palestinian territory. By refraining, Obama did not anger those Jews living in the US but also showed its esteem to Palestinians (something it had never done before these years). According to the United Nations[1], Resolution 2334 establishes that settlements at West Bank and Jerusalem East are illegal and it urges Israel to respect 1967 agreed boundaries. Furthermore, it has to be said that the US was the only abstention as all other 14 countries voted to condemn Israel.
The reason that make Egypt present this proposal to the Security Council (although it removed the proposal after US president – elect Donald Trump pushed President Sisi to do so) it is not just the existence of those settlements but the fact they did not stop growing and expanding these years. At Reuters[2] words, the situation is nowadays irreversible as 230 settlements have been build these last 50 years. For the future, the think tank Global Research[3] reveals that plans to build new settlements go ahead and more than 5.000 new settlement units have been approved by Israel authorities just a day after the UN Resolution 2334.
Thus, Netanyahu´s Government is not changing its plans to enlarge Israel territory at all even if the UN keeps approving resolutions against them. On this specific topic, it does not appear there is going to be any other resolution during Donald Trump mandate as the new US administration will be one of the most pro – Israel ones in years. However, although International Community could not be effective any longer being America under Trump´s power, it should not be forgotten that groups such as Hezbollah or Hamas could certainly intensify their actions against Israel. Moreover, these movements have power enough to influence their countries to make them more hostile towards Israel. Lebanon represents the perfect example of this as his new Government contemplates within its objectives to go against Israel occupation according to Ya Libnan[4].
Nevertheless, the increasing of these groups or countries attacks is entirely useless against a country that may just not rely on the US but that also may be sure no aggression will come from other US allies such as Saudi Arabia (and other gulf countries) or Egypt, countries that are expected to support their Arab brothers (in theory). Furthermore, despite the connection between groups like Hezbollah and Iran and their common animadversion to the US and Saudi Arabia, a Iran intervention on Palestine must not be waited as Iran is so controlled by the US due to Nuclear Deal and its ally Russia does not have economic power enough to do anything. Definitely, everything suggests pro Palestinian factions (or even countries) will respond Israel expansion as well as everything suggests all these attempts are failing as they will not achieved to break what makes Israel powerful: the US and its connections.
