REFUGIADOS: DEBILIDAD DE EUROPA/ Refugees, EU’s weakness

_85585845_85585844Los acuerdos alcanzados por la Unión Europea sobre el reparto de refugiados en Septiembre de 2015 con el fin de aliviar la presión sobre Grecia e Italia, principales rutas de llegada, y por el que se deben repartir 66.000 refugiados de un total de 160.000, no se está cumpliendo. Además, siendo esos 160.000 una pequeña parte de los cerca de medio millón de refugiados que hay. En su lugar, cierres de fronteras, anulaciones del espacio Schengen, referéndums, conversaciones excluyentes o denuncias a los tribunales europeos son solo algunas de las medidas tomadas por los Estados miembros en contra de un acuerdo aprobado por mayoría, pero no por unanimidad. Rechazado tanto por Hungría como por República Checa, Rumania y Eslovaquia.

El centro del problema se encuentra en la ruta de los Balcanes, conformada por Grecia, Bulgaría, Serbía, Rumania, Austria y Polonia, países que han de ser atravesados por los refugiados hasta llegar a Alemania, el destino que mejores condiciones les ofrece.  Entre estos países, que son los más afectados junto con Italia, algunos se han opuesto a la cuota de refugiados estipulada en dicho acuerdo. La religión y la diferencia de cultura es el principal motivo de rechazo, aunque  el argumento económico  también está detrás de actuaciones como:

  • Hungría: después de haber cerrado las fronteras, el Presidente Orban quiere someter a la población el tema de los refugiados para conseguir un mayor apoyo contra la Unión.
  • Austria: ha cerrado su frontera sur y ha excluído de sus conversaciones sobre fronteras tanto a Alemania como a Grecia.
  • Polonia: quien a consecuencia de los atentados de Francia, se replantea su cuota de refugiados.
  • Por su parte, Macedonia, Croacia, Serbia y Eslovenia han limitado la entrada de refugiados por sus fronteras, principalmente mediante la construcción de vallas controladas por el ejé

Ya no solo a nivel político, la situación está generando también actuaciones xenofobas, por parte de la población, como las ocurridas en Alemania o Polonia, aunque no es la primera vez que suceden en Alemania  Bajo todo esto subyace otra vez la preponderancia de los intereses nacionales sobre el conjunto de la UE, estándo los 28 más procupados en aumentar el gasto en seguridad y policia, que en ayudar a los otros Estados miembros, no solo Grecia e Italia, con grandes volumenes de refugiados y sin capacidad para tratar con ellos, pero también para aliviar la presión sobre Alemania, Suecia Y Serbia, que son los que más refugiados tienen.

La cantidad de refugiados no va a disminuir en un futuro y, viendo que el acuerdo de mínimos no se está cumpliendo, ello obliga a pensar que la Unión tiene dos caminos posibles. El primero es no aceptar más refugiados, lo que va contra la filosofía europea. El segundo supone utilizar la misma medida usada con Turquía, incentivando a los países a adoptar las medidas acordadas, lo cual si está en el alma europea. Por suerte, iniciativas como las de Portugal, que se ha comprometido  a acoger 10.000 refugiados (6000 más de los que pactó) para aliviar a los demás países, significa un cambio de forma de hacer las cosas que, quizá, no esté motivado por intereses nacionales.


 

Ruta-INMIGRACION-Europa-Schengen-26-08-2015-WEb-980The agreement reached by EU regarding the refugees distribution across the Union on September 15th of 2015 to release Greece and Italy, which are the main routes for refugees to come Europe and by which 66.000 refugees from 160.000 must be redistributed, it is  not being done as it is supposed to. Moreover, these 160.000 represents just a small part of almost the half million which is inside Europe right now.

In contrast of it, borders are being closed, Schengen agreement violated, referendums are being developed, and some countries are excluding other ones in terms of borders issues as they are not interested on its opinion. All of these are measures taken by some countries against an agreement which was approved not by all countries but the majority. There was not unanimity then.

The key of this issue must be found on the Balcanic route, which includes countries such as: Greece, Bulgary, Hungary, Serbia, Romania, Austria and Poland. These needs to be crossed to reach Germany, nowadays the country which gives refugees the best conditions lo live. Amongst these countries, which are the most affected ones alongside Italy and Greece, some are against the number of refugees they have to take as a must. Religion and a different background is one of the main reasons to justify their behaviour. However, it is found that economic preassure is a reason too. According to that we see:

  • Hungary: after closing its borders, President Orban wants to ask people´s opinion on refugees in order to have stronger support from its community to go against Europe
  • Austria: has closed its South Border and it has also excluded Germany and Greece from important chats regarding European borders and refugees.
  • Poland: after the Terrorist attack in France, they have said they are taking less refugees than they were supposed to.
  • Macedonia, Croatia, Slovenia and Serbia have reinforced its border checks in order to stop more people coming in the country by building rising fences millitarily controlled

Politics aside, this situation is creating xenophobia against refugees such as the cases ocurred in Germany or Poland, although it is not the first time it has happened in Germany.  All of these proves that every country minds itself and there is not a real caring of the other states. Another prove we see is that European countries are more interested in improving its security budget instead of helping other states, not just Greece or Italy but Germany, Switzerland and Serbia, which are the ones with more refugees.

Thinking on the future, the quantity of refugees Europe is dealing with is not diminishing and, if Europe is not able to overcome what it has been agreed, which represents just a small part of the refugee problem, which is conformed by almost half million of refugees, it forces us to think Europe has two ways. The first one would mean to avoid getting more refugees, which goes against Europe´s culture. The second one means to use same way it has been used with Turkey, using money as a way to make a country to do something, which is also in Europe´s soul…. or not? Portugal shows maybe not as they have offered to take 6.ooo more refugees  due to the solidarity we all should have.
