CACHEMIRA: 1 SEMANA DE DISTURBIOS, 23 MUERTOS Y 250 HERIDOS/ Kashmir: 1 week of unrest, 23 dead and 250 wounded

kashmir portada Desde el mes de mayo se ha venido gestando un brote de conflictividad en la región de Cachemira y Jammu que ha resultado en la escalada de tensiones en el que es ya uno de los campos de batalla de Asia más veterano. El pasado viernes 8 de julio uno de los militantes del grupo Hizbul-Mujahideen – considerado grupo terrorista en la India y movimiento de liberación en Cachemira− fue abatido por las fuerzas de seguridad indias. La muerte de Burhan Muzaffar Wani, de 21 años, dio paso manifestaciones multitudinarias que, a día de hoy, han dejado un balance de 23 muertos y 250 heridos −cifras que difieren entre medios indios y de Cachemira−, permaneciendo el estado de Cachemira bajo el toque de queda y en algunos de sus distritos aún sin funcionar el transporte público ni la red telefónica.

La región es la única de mayoría musulmana en la India y debemos recordar que no existe en la actualidad frontera entre Cachemira y Pakistán, sino que permanecen divididos por la llamada línea de control. El grupo islámico Hizbul-Mujahideen, uno de los grupos separatistas que recurren a la violencia para la independencia de Cachemira, supone un peligro para la seguridad estatal de India, que no ha dudado en aumentar la represión en estos últimos meses. El problema con el que se enfrenta India hoy en día, sin embargo, va más allá de la histórica reivindicación separatista y se trata del incremento de los apoyos del pueblo de Cachemira hacia la violencia. En el pasado, Pakistán ha sido responsabilizado del entrenamiento y paso de armas a Cachemira y, sin embargo, los altercados a los que estamos asistiendo recientemente desvelan que se trata de violencia interna y un claro respaldo de la opinión pública de la región, que no ha dudado en manifestarse tras la muerte de uno de los militantes.

Ante el panorama, el día 12 de julio el secretario general de la ONU, Ban Ki Moon, hacía un llamamiento a las partes para abstenerse de la violencia y dar paso a un entendimiento. Sin embargo, lo cierto es que Cachemira es el escenario entre los desacuerdos de la India y Pakistán desde la independencia de ambos en 1947 y campo de batalla desde 1989. Con seguridad estamos ante una escalada de un conflicto al que habrá que seguir de cerca y que parece no tiene fácil solución a través de la vieja estrategia de la represión por parte de India pues, tal y como se aprecia, está derivando en una mayor radicalización de las nuevas generaciones que, como está ocurriendo en otras partes del mundo, están cediendo a una exaltación de su carácter islámico.


entierro KashmirSince the month of May there has been an escalation of tensions in one of the oldest battlefields in Asia: the region of Kashmir and Jammu. Last Friday, July 8 one of the militants from the Hizbul-Mujahideen group −considered a terrorist group in India and a liberation movement in Kashmir− was killed by Indian security forces. The death of Muzaffar Burhan Wani of 21 years of age, gave way to mass demonstrations which up to the date have left a balance of 23 dead and 250 wounded −figures differing from Indian and Kashmir media− remaining the curfew in the state of Kashmir and in some of its districts still not functioning public transport or the telephone network.

The region is the only with Muslim-majority in India and we must bear in mind that there is currently no border between Kashmir and Pakistan, but they remain divided by the so-called line of control. The Hizbul-Mujahideen militant group, one of the separatist groups that has turned to violence for the independence of Kashmir, poses a danger to the state security of India, which has not hesitated to increase repression in the recent months. The problem that India faces today, however, goes beyond the historical separatist claim and is the increase in support of the Kashmiri people to violence. In the past, Pakistan has been blamed for the training and passage of arms to Kashmir and yet, the altercations that are recently witnessing reveal that it is domestic violence and clear support of public opinion in the region, not he has hesitated to manifest itself after the death of one of the militants.

In light of the events, on July 12 Secretary General Ban Ki Moon appealed to the parties to refrain from violence and give way to an understanding. However, the fact is that Kashmir is the scene between disagreements India and Pakistan since independence from both in 1947 and their battlefield since 1989. Surely we are facing an escalation of a conflict that will have to be closely monitored and it seems as if there is no easy solution through the old strategy of repression by India because, as shown, is leading to further radicalization of the younger generations whom, as it is happening in other parts of the world, are pivoting towards an exaltation of their Islamic character.
