El domingo se celebraron en Ecuador las primeras selecciones presidenciales después de 10 años con Rafael Correa como presidente de Ecuador.

Tras la finalización de las votaciones, el escrutinio comenzó con normalidad, pero ya con el 70% de los votos contados se empezó a ralentizarse y finalmente se detuvieron definitivamente en la madrugada del lunes con el 80% del recuento. Ya, en la mañana de ese mismo lunes, avanzaron muy lentamente hasta llegar al 90%.

Esto hizo que se levantaran las alarmas por parte de la oposición .Las sospechas de fraude empezaron a correr por el país la madrugada del domingo aumentando la tensión interna lo que provoco que los simpatizantes de Lasso que culpaban de fraude a la institución que controla las elecciones (la CNE) salieran a la calle a protestar ante el edificio principal de esta institución pidiendo transparencia. A esta incertidumbre, se sumó la idea de que el candidato oficialista no logre imponerse holgadamente ya que se necesita franquear la barrera de 40% y tener el menos 10 puntos por encima de su principal contrario para conseguir la presidencia.

La tardanza – que no es algo nuevo en el país sudamericano ya que en otras ocasiones se ha llegado a tardar hasta 5 días en conocer los resultados-  se debe a que, debido a la instauración de la idea de que siempre se comete fraude en procesos de este tipo, el recuento se está llevando a cabo de la manera más meticulosa posible con el fin de dar la máxima transparencia posible.

Con el 97% de los votos contados, Moreno alcanza de momento el 39,31% mientras que Lasso tiene un 28,25%, lo que ha provocado que la aspirante del Partido Social Cristiano, Cynthia Viteri, mostrara su respaldo a Lasso, lo que le puede suponer una ventaja ya Viteri estaría intentado llevar sus votos a Lasso.

Finalmente, los ecuatorianos afrontaran  de nuevo otra votación el próximo 2 de Abril, en la que tendrán que elegir entre Moreno y Lasso, quienes intentaran capitalizar el voto de los demás dirigentes opositores y sus seguidores.

Quién logre ser el futuro presidente de Ecuador se encontrará con dos principales problemas que afectan enormemente a la economía ecuatoriana. La primera de ella sería la paralización económica que vive el país desde hace dos años, la cual estuvo marcada a comienzos del primer semestre del año pasado por una caída del 3% de su PIB.  Esto se debe a que Correa llevo a cabo la conocida política de buen vivir, con la que mejoró en gran medida las infraestructuras del país al igual que la sanidad y la educación, pero a costa de un enorme endeudamiento público. También, la bajada de los precios del petróleo en 2015 y una elevada cotización del dólar americano, agravaron aún  más la situación.

Todo esto provocó un aumento del gasto público de un país que es “económicamente dependiente del petróleo y su modelo se basa en variables foráneas que no se pueden controlar” explica Joselo Andrade, del Instituto Ecuatoriana de Economía Política.

Prácticamente, sus principales fuente de divisas  provienen de la venta de petróleo, las cuales aumentaron sus estimaciones a 1.672 millones de barriles de petróleo con el descubrimiento de una nueva reserva.

Esta inestabilidad podría afectar a su principal socio, China, la cual ha proporcionado durante los últimos diez años una financiación considerada fundamental para el desarrollo de la nación andina. China está financiando en Ecuador la construcción de siete centrales hidroeléctricas que forman parte del proyecto ecuatoriano para dotar al país de una nueva matriz energética, basada en la energía hidroeléctrica renovable y reducir su dependencia del petróleo, lo que habría logrado posicionar a Ecuador en el quinto lugar mundial de los países más eficientes energéticamente. En contraprestación Ecuador se convierte en uno de los grandes suministradores de petróleo de China, recurso del  que China carece en gran proporción para cubrir su enorme demanda.

Pero junto a este problema, estaría la gran desigualdad creada en el país, en la que la conocida como “década ganada” habría sido para un pequeño grupo de la población, entre ellos los militares y fuerzas de seguridad, las cuales recibían un salario de hasta 4.000 USD con su jubilación cuando el salario mínimo estaría en 300. A efectos ilustrativos el coeficiente de Gini (empleado para medir la desigualdad en los ingresos, dentro de un país), de Ecuador es de  0,493 ocupando la posición 132 entre  un listado de 159 países.  En este mismo ranking España ocupa la posición 58 con un Gini de 0,350 y Alemania, con un 0,301,  ocupa el lugar 17.

Pero, el principal problema radica en la mucha corrupción que ha vivido el país a lo largo de los años. Ecuador también se ha visto afectado por los tentáculos de la trama corrupta originada en el conglomerado brasileño Odebrecht y extendida por una decena de países de Latinoamérica. Entre 2007 y 2016 la constructora sobornó a «funcionarios del Gobierno» ecuatoriano por un valor de más de 35,5 millones de dólares. Una inversión que generó unos beneficios a la constructora brasileña de más de 116 millones de dólares, según informó el pasado diciembre el Departamento de justicia de EE UU.

 “El gobierno no va a poder seguir aplicando la misma estrategia. La realidad económica cambió y la respuesta política a la realidad económica es anacrónica”, opina Acosta Burneo, economista. Frente a la estrategia de Moreno de frenar el vendaval subiendo impuestos y endeudándose –aún más, “la oposición lo haría más rápido, pero trataría de conseguir fondos del FMI”.

Por tanto, Lasso, con una visión contraria, intentaría compaginar una reducción del gasto público con un mayor crecimiento de la economía y la creación de puestos de trabajo con “un cambio de visión” de la economía (introduciendo más alianzas público-privado), algo que tendría un efecto desconocido sobre   las inversiones chinas, mientras que Moreno intentaría  conseguir un descenso del gasto público de una forma paulatina.

Dos visiones opuestas: más crecimiento y menor endeudamiento frente a mayor gasto público y una eventual mejor distribución de la riqueza nacional. Pero ambas con un nexo común: o la corrupción se frena y se incentiva la transparencia y la meritocracia, o Ecuador volverá a tropezar en un nuevo “caso Odebretch”.
