ANÁLISIS COMPARATIVO DE LA ESTRATEGIA NACIONAL CONTRATERRORISTA DEL 2011 Y DEL 2018

La Estrategia de Seguridad Nacional Contraterrorista del 2011, emitida por la administración Obama con el 10th aniversario del atentado terrorista contra suelo norteamericano, el 11 de Septiembre, se presentó ante una coyuntura internacional diferente a la que ha inspirado a la Estrategia de Seguridad Nacional Contraterrorista recién aprobada por la administración Trump. Ambas administraciones han descrito la naturaleza ágil y adaptativa de la amenaza terrorista y que por tanto exige de respuestas igualmente ágiles y adaptativas para comprenderla y responder ante ella. La amenaza asimétrica se aprovecha de las oportunidades y se desenvuelve en un espacio tanto físico como psíquico, en el campo táctico y de la influencia.

Mientras que en el 2011, el grupo terrorista Al Qaeda se encumbraba como principal amenaza yihadista para la seguridad nacional norteamericana (al haber sido el primer grupo terrorista islámico en alcanzar un objetivo norteamericano, símbolo del progreso y del poder de esta superpotencia, como en la Segunda Guerra Mundial consiguió hacer Japón en Pearl Harbour), en el 2018 Donald Trump ha querido ampliar el foco de la amenaza al detectar que la ideología yihadista va más allá de la estructura terrorista o de una identidad particular. En la nueva Estrategia de Seguridad Nacional Contraterrorista se identifica a la amenaza en la fuente de su ideología y en el origen de sus capacidades, ya que se ha convertido en una hidra empoderada gracias al apoyo en capacidades otorgadas por parte de países e instituciones y que además presenta la posibilidad de influir de forma inmediata y global con sus estrategias de comunicación en sociedades e individuos vulnerables a ello.

Barack Obama, en la Estrategia de Seguridad Nacional del 2011, trató de desandar la narrativa iniciada por la administración Bush sobre la “Guerra contra el Terror” que dirigió a Estados Unidos a un enfrentamiento narrativo contra el Islam que alimentó la propaganda yihadista. No obstante, Donald Trump recupera y reconoce el protagonismo de la amenaza terrorista de corte pero comprendiendo su dimensión sujeta a los intereses de estados políticos e instituciones financieras; de esta forma, encumbra las principales amenazas terroristas de Estados Unidos para la nueva administración siendo Irán y sus proxies los principales causantes de la expansión del terrorismo global, además de la tradicional amenaza de Al Qaeda y sus filiales (como ISIS). De esta forma, la lucha se dirige directamente contra identidades políticas y económicas concretas y Estados Unidos focaliza la lucha y sus medidas sobre un determinado tipo de actores y áreas priorizadas para frenar este tipo de influencias y responder a los intereses norteamericanos más inmediatos.

Por otro lado, y haciendo recalcable el eslogan de campaña de Donald Trump, la Estrategia de Seguridad Nacional Contraterrorista del 2018 va dirigida a responder a las amenazas directas a los intereses de Estados Unidos y su nación (America First) y abandona así el compromiso sobre su papel de “Salvador” ante una expectativa global que entromete al país en todas las áreas geográficas con presencia terrorista o con influencia de Al Qaeda (como señaló la Estrategia implantada por la administración de Obama). Donald Trump prioriza las áreas de interés y señaliza de forma directa al enemigo principal de Estados Unidos en materia contraterrorista: pensando primero en la amenaza yihadista dentro del territorio norteamericano y su capacidad de influencia, reconociendo la presencia e influencia creciente del grupo terrorista Hezbollah en América Central y América del Sur por financiación de Irán y su preocupante poder en Oriente Medio (a raíz de la guerra contra el ISIS en Siria e Iraq y la descomposición de estos países) y, por último, reitera su compromiso con sus aliados para apoyar en materia contraterrorista y con visión estratégica la defensa de la frontera lejana.

Ambas administraciones recalcan la importancia del trabajo cooperativo y multidisciplinar (desde el nivel táctico, operativo y estratégico, internacional, nacional, federal y local, así como en el corto, medio y largo plazo), con la protección de los derechos, principios y valores norteamericanos durante la acción contraterrorista como signo de identidad y narrativa nacional y el fomento de la cultura de resiliencia a la acción terrorista con una mayor implicación y conocimiento social, político e institucional frente a la amenaza. Obama reiteró con ello la necesidad de un esfuerzo holístico de todo el Gobierno para ello, contando principalmente con esfuerzos de diplomacia, inteligencia, de desarrollo y del sector privado. Donald Trump ha resaltado la necesidad de trabajar sobre las estructuras y capacidades de comunicación frente a los enlaces de los grupos terroristas para frenar sus capacidades de acción e influencia y reducir su voluntad de actuación, poniendo especial énfasis en su adaptabilidad a las nuevas plataformas, las oportunidades en el ciberespacio y el poder de las estrategias de comunicación. De esta forma, la nueva Estrategia de Seguridad Nacional Contraterrorista dedica bastante espacio a la importancia del análisis y la Inteligencia para conocer la amenaza, implicando a todos los sectores de la sociedad (y con mayor énfasis a la población civil e instituciones sociales y locales) para formar una cultura de resiliencia, detectando las diferentes líneas de actuación del terrorismo (financiero, sobre infraestructuras críticas, propaganda del terror, ataques indiscriminados…) y reconociendo el peligro de la radicalización violenta y la proliferación de movimientos extremistas  que fracturan la sociedad y aumentan el riesgo de terrorismo (señala especialmente la situación europea y el crecimiento de la influencia de grupos radicales violentos ante la coyuntura actual).

COMPARATIVE ANALYSIS OF THE NATIONAL CONTRATERRORIST STRATEGY OF 2011 AND 2018
The 2011 National Counterterrorism Security Strategy, issued by the Obama administration with the 10th anniversary of the terrorist attack against the US soil, on September 11, was presented in a different international context than that which has inspired the National Counterterrorism National Security Strategy approved by the Trump administration. Both administrations have described the agile and adaptive nature of the terrorist threat and that therefore requires equally agile and adaptive responses to understand and to respond to it. The asymmetric threat takes advantage of the opportunities and unfolds in a physical as well as a psychic space, in the tactical and in the influence field.
While in 2011, the terrorist group Al Qaeda rose as the main jihadist threat to the US national security (having been the first Islamic terrorist group to hit an American structure, symbol of progress and power of this superpower, as in the World War II Japan did the same in Pearl Harbor), in 2018 Donald Trump wanted to expand the focus of the threat by detecting that the jihadist ideology goes beyond the terrorist structure or a particular identity. In the new National Counter-Terrorist Security Strategy, the threat is identified at the source of its ideology and the origin of its capabilities, since it has become an empowered hydra thanks to the support in capacities granted by countries and institutions which presents the possibility of influencing immediately and globally with its communication strategies in societies and individuals vulnerable to it.
Barack Obama, in the National Security Strategy of 2011, tried to retrace the narrative initiated by the Bush administration on the «War on Terror» that led the United States to a narrative confrontation against the Islam that fueled jihadist propaganda. Nevertheless, Donald Trump recovers it and recognizes the protagonism of the terrorist threat of court but understanding its dimension subjected to the interests of political states and financial institutions; In this way, the main terrorist threats of the United States for the new administration rise, with Iran and its proxies being the main causes of the expansion of global terrorism, in addition to the traditional threat of Al Qaeda and its affiliates (like ISIS). In this way, the struggle is directed directly against concrete political and economic identities and the United States focuses the struggle and its measures on a certain type of actors and priority areas to curb this type of influence and respond to the most immediate North American interests.
On the other hand, and emphasizing the campaign slogan of Donald Trump, the National Counter-Terrorist Security Strategy of 2018 is aimed at responding to direct threats to the interests of the United States and its nation (America First) and thus abandons the commitment to its role as «Savior» in the face of a global expectation that intrudes the country in all geographic areas with a terrorist presence or with the influence of Al Qaeda (as it was indicated in the Strategy implemented by the Obama administration). Donald Trump prioritizes the areas of interest and directly signals the main enemy of the United States in counterterrorism: thinking first of the jihadist threat within the US territory and its ability to influence, recognizing the presence and growing influence of the terrorist group Hezbollah in Central and South America financed by Iran and its power in the Middle East (following the war against ISIS in Syria and Iraq and the decomposition of these countries) and, finally, reiterates its commitment to its allies to support them in Counterterrorism and their strategic vision of the defense of the far border.

Both administrations emphasize the importance of cooperative and multidisciplinary work (from the tactical, operational and strategic, international, national, federal and local level, as well as in the short, medium and long term), with the protection of American rights, principles and values during the counterterrorist action as a sign of national identity and narrative and the promotion of a culture of resilience to terrorist actions with greater involvement of social, political and institutional knowledge in the face of the threat. Obama reiterated this the need for a holistic effort by the entire Government, counting mainly on diplomacy, intelligence, development and private sector efforts. Donald Trump has highlighted the need to work on communication structures and capacities in the face of links between terrorist groups to curb their action and influence capacities and to reduce their willingness to act, placing special emphasis on their adaptability to new platforms, opportunities in cyberspace and the power of communication strategies. In this way, the new National Counterterrorism Security Strategy devotes a lot of space to the importance of analysis and intelligence to understand the threat, involving all sectors of society (and with greater emphasis on the civilian population and social and local institutions), to form a culture of resilience, detecting the different lines of action of terrorism (financial, critical infrastructure, terror propaganda, indiscriminate attacks …) and recognizing the danger of violent radicalization and the proliferation of extremist movements that fracture society and increase the risk of terrorism (especially points out the European situation and the growth of the influence of violent radical groups in the current situation).

Según muestra el análisis de Inteligencia estructural de variables, la Estrategia Nacional Contraterrorista del 2018 muestra un sistema inestable donde existen múltiples variables clave frente a un juego de variables negociables y dependientes del escenario de oportunidad. Las variables clave, tanto a nivel corto-plazo como en el largo plazo (según muestra la matriz de conflictividad-dependencia de interrelación directa e indirecta) son:

  1. Coordinación-formación de instituciones nacionales, federales y locales en la lucha CT

Estos resultados demuestran que, lograr una correcta y eficaz coordinación entre los diferentes estamentos e instituciones implicadas en la lucha contraterrorista en Estados Unidos (a nivel nacional, federal, local…), así como su formación en ello, es determinante para asegurar los objetivos de la Estrategia de Seguridad Nacional CT, ya que ayudaría en la correcta respuesta de acción y defensa, división de tareas y conocimiento y gestión de la información al servicio de intereses comunes. Por otro lado, centrar la Estrategia de Seguridad Nacional CT en el área de intereses norteamericanos (America First) facilita focalizar los esfuerzos en determinadas áreas y definir un tipo de narrativa que favorezca la identidad norteamericana (con la creación de Estrategias de Comunicación y contra-propaganda terrorista enfocado en ello y con la promoción y apoyo a proyectos comunitarios y sociales a nivel nacional).

No obstante, para que se dé esto, aún sigue siendo importante mantener una adecuada colaboración y cooperación en materia CT con otros estados y actores internacionales y una coherente implementación de rendición de cuentas a aquellos estados que no favorezcan en la lucha CT o que no se responsabilicen de la amenaza a nivel nacional y que respondan (independientemente de su línea ideológica y de alianzas políticas) ante su posible involucramiento en la expansión o promoción del terrorismo (por ejemplo, el limitar el foco de la Estrategia en Irán y Hizbollah reduce la posibilidad de medir las consecuencias de la implicación de otros estados en la promoción de ideologías o apoyo al terrorismo en función de intereses políticos. Ej: Arabia Saudí, Emiratos Árabes Unidos, Turquía, Egipto…) – es por ello que sigue siendo fundamental el trabajar en una línea coherente contra el terrorismo (entendimiento sobre la naturaleza y definición de la amenaza), independientemente de los intereses políticos en los equipos de colaboración, alianzas y coaliciones unidos para hacer frente a una misma amenaza.

Las rutas de contrabando y de inmigración ilegal seguirán siendo una variable clave de desestabilización (aumentando el poder e influencia de narrativas de odio y de extremismo violento en Occidente que alimentan a su vez la narrativa yihadista y su influencia en colectivos sociales determinados, además de ser espacio principal de movilización y acción de células terroristas y de crimen organizado).

As shown by the structural intelligence analysis of variables, the National Counterterrorism Strategy of 2018 shows an unstable system where there are multiple key variables against a set of negotiable variables and dependent on the opportunity scenario. The key variables, both short-term and long-term (as shown by the conflict-dependency matrix of direct and indirect interrelation) are:

These results show that achieving a correct and effective coordination between the different levels and institutions involved in the counterterrorist fight of the United States (at national, federal, local …), as well as their training in it, is crucial to ensure the objectives of CT National Security Strategy, since it would help in the correct response of action and defense, in the division of tasks and knowledge and management of information at the service of common interests. On the other hand, focusing the CT National Security Strategy in the area of North American interests (America First) makes it easier to focus the efforts in certain areas and define a type of narrative that favors the North American identity (with the creation of Communication Strategies and counter- terrorist propaganda focused on this and with the promotion and support of community and social projects at the national level).

However, for this to happen, it is still important to maintain an adequate cooperation in TC matters with other states and international actors and a coherent implementation of accountability to those states that do not favor the CT struggle or that do not have responsibility for their threat at national level (regardless of their ideological and political alliances) and their possible involvement in the expansion or promotion of terrorism (for example, limiting the focus of the Strategy in Iran and Hizbollah reduces the possibility to measure the consequences of the involvement of other states in the promotion of ideologies or support for terrorism based on political interests, eg Saudi Arabia, United Arab Emirates, Turkey, Egypt …) – that is why it remains essential to work in a coherent line against terrorism (understanding about the nature and definition of the threat), independently It gives you the political interests in the teams of collaboration, alliances and coalitions united to face the same threat.

Smuggling and illegal immigration routes will continue to be a key destabilizing variable (increasing the power and influence of hate narratives and violent extremism in the West that in turn nourish the jihadist narrative and its influence on certain social groups, as well as being main space of mobilization and action of terrorist cells and organized crime).
