SITUACIÓN

Los últimos compases del 2018 son esperanzadores en cuanto a la lucha contra las organizaciones yihadistas que asolan Mindanao desde hace décadas, ya que pese a que la dinámica que habían emprendido tras el verano organizaciones vinculadas al Estado Islámico, su actividad se ha desplomado abruptamente los últimos meses del año.

Este acusado descenso la actividad terrorista curiosamente ha sido posterior al  primer atentado suicida realizado en suelo filipino a manos de un yihadista extranjero y sobre todo al anuncio por parte del ISIS de la aceptación del juramento de fidelidad realizado por las organizaciones extremistas filipinas hace varios años, constituyéndose la Provincia del Sudeste Asiático.(1)

Por su parte, el Frente Moro de Liberación Islámica (MILF) ha comenzado su desmovilización una vez aprobada la Bangsamoro Organic Law que deberá ser ratificada en referéndum lo que permitirá a las Fuerzas de Seguridad Filipinas centrarse en la lucha contra las organizaciones yihadistas integradas o no en el Estado Islámico y el NPA de orientación comunista.

Así pues, en la actualidad existe una unidad nominal de los grupos yihadistas que no se ajusta a la realidad sobre el terreno lo que permite al ejército y la policía filipina centrarse en combatirles con eficacia por separado una vez que el grupo más poderoso se ha integrado en el sistema político del país.

 

ANÁLISIS:

ACTUACIONES QUE AFECTAN A MINDANAO

LEY MARCIAL: Pese a que en los meses previos parecía que no iba a ser renovada la legislación de excepción  que declaró el presidente filipino para abordar la crisis ocasionada por la toma de Marawi en 2017, las insistentes sugerencias del ejército, policía y diferentes instituciones a Duterte acabaron por convencerle para adoptar dicha medida.

Así pues, a principios de Diciembre el mandatario solicitó a la Cámara de Representantes y al Senado del país que debatiesen en sesión conjunta celebrada el 12 de Diciembre para su aprobación una ampliación de la ley marcial para todo 2019 argumentando el repunte de la violencia tras el verano y la posibilidad de eliminar definitivamente a las organizaciones terroristas que operan en Filipinas, moción que fue aprobada con cerca del 90% de los votos de ambas cámaras (2).

ENVIO DE REFUERZOS MILITARES: La voluntad de erradicar la presencia de la rama de Abu Sayyaf dirigida por Radullon Sahiron ha empujado al ejército filipino a formar una nueva división y enviarla a su base de operaciones en la provincia de Sulu para poner fin al clima de inseguridad que este grupo yihadista no integrado en el Estado Islámico genera en base a ataques a representantes del estado y el secuestro de turistas y pescadores tanto en la zona como en la vecina provincia malasia de Sabah a fin de financiarse. La creación de esta división se enmarca en la dinámica de ampliación del ejército con la intención de frenar la violencia que azota el país y que ha llevado a reforzar la seguridad en las provincias centrales de Filipinas donde operan tanto el NPA como grupos armados privados.

PRESENCIA YIHADISTA EXTRANJERA: Con el transcurso de los meses se han ido confirmando los informes que alertaban de la llegada de militantes extremistas islámicos, pudiéndose cuantificar el contingente en al menos un centenar de yihadistas, la mayoría procedentes de las vecinas Indonesia y Malasia, pero también de lugares tan distantes como Marruecos, Francia, Somalia o Libia  y del que varias decenas de ellos ya han sido identificados (5)

Dentro de estos voluntarios se encuentran tanto jóvenes que quieren realizar la yihad, como gente con gran experiencia en combate que busca otro frente en el que luchar o desempeñar una labor de entrenamiento en combate a los más jóvenes o en la elaboración de explosivos.

Para ello acceden a Mindanao por diferentes vías recientemente identificadas por la inteligencia filipina que incluyen los aeropuertos de otras regiones de Filipinas o desde países vecinos como Malasia, pariendo de la provincia de Sabah o desde Indonesia saliendo de la isla de Salawesi  (6).

 

SITUACION ACTUAL DE LOS GRUPOS YIHADISTAS:

La constitución de la provincia del Sudeste Asiático del Estado Islámico el pasado mes de agosto no he tenido efectos prácticos tanto en Filipinas como en el resto de países de la región, por lo que puede ser considerado como un efecto propagandístico para levantar la moral de sus simpatizantes en un momento en el que la organización sumaba derrotas tanto en África como en Oriente Medio.

En los últimos meses no se ha detectado intento alguno de actuación coordinada entre las diferentes organizaciones que operan en la región bajo la bandera del Estado Islámico, limitándose los mismos a lanzar ataques esporádicos de manera unilateral y sobre todo a soportar los embates del ejército filipino que trata por todos los medios de erradicarlos del sur del país.

Dentro de esa estrategia incluso se llegó a ampliar la alerta a la región oriental de Davao ante un supuesto intento yihadista de atacar la zona que probablemente solo están en la mente de algunos militares y que a la postre sirvió para desarticular una célula de NPA y hostigar a las organizaciones sociales y colectivos humanos de indígenas. Por grupos, la situación es la siguiente:

  • Grupo Maute: Pese a que uno de sus componentes, Abu Dar, es el emir de la vilaya del Estado Islámico, la organización yihadista es incapaz de recobrarse del golpe recibido en Marawi , manteniéndose a la defensiva en sus feudos a base de repeler ataques del ejército para cercarlos lo que ha ralentizado el reclutamiento de una organización en el que las rediciones suman decenas de hombres en los últimos meses  (8) (9)
  • AKP (Ansarul Khilafa Philippines)- Su actividad es inexistente, tanto es así que las fuerzas de seguridad solo se limitan a buscar las bases que han abandonado para incautar armas y explosivos y desmantelar las instalaciones (10)
  • Los Luchadores por la Libertad de Bangsamoro Islámico (BIFF)– En el mes de septiembre la organización sufrió un golpe al ser detenidos y juzgados decenas de sus militantes por los atentados realizados días antes en Sultán Kudarat que causaron 3 muertes y 36 heridos (11). Desde entonces y tal como ocurre con los grupos previamente citados, la actividad del BIFF se limita a enfrentamientos de carácter defensivo con el ejército filipino y a un ataque de poca entidad a finales de Octubre (12)
  • Abu Sayyaf (Al-Harakat Al-Islamiyya; ASG)- Esta organización es la que más actividad ha tenido en el periodo objeto de estudio, probablemente porque en su seno existen dos corrientes, una vinculada al Estado Islámico que operan en Basilan y la isla de Mindanao y otro comandada por Radullan Sahiron cuyo campo de operaciones va desde la provincia de Sulu a la provincia malasia de Sabah.
    • La fuerza que ASG ha demostrado en Sulu, con repetidos enfrentamientos contra el ejército filipino (13) (14) (15) y la capacidad para operar tanto en las aguas que bañan las costas de Indonesia como de Sabah ( en donde tiene un refugio) para realizar secuestros para financiarse han motivado al gobierno a estacionar permanentemente un división del ejército para solucionar el problema de seguridad (16) (17)
    • La rama de ASG vinculada al Estado Islámico no ha estado tan inactiva como el resto de grupos que lo componen pero tampoco ha tenido actuaciones dignas de menciona más allá de un enfrentamiento en Zamboanga (18) y el intento de atacar la cumbre de Asean celebrado en Quezón a mediados de Noviembre (19)

 

CONCLUSIONES – PROSPECTIVA:

  • Filipinas está ante una oportunidad de oro para pacificar el levantisco sur del país y va a usar todos los medios a su alcance para lograr tal fin, ya sea extendiendo el tiempo necesario la ley marcial, ya sea trasladando tropas de otras regiones o creando nuevas divisiones en su ejercito
  • Las organizaciones que componen la recién creada provincia del Sudeste Asiático del ISIS, también conocido como ISEA, se encuentran prácticamente noqueadas por la actuación del gobierno actuando por separado, pero tampoco se observan en un futuro próximo intenciones de coordinarse pese a que es un condicionante para la constitución de la vilaya
  • La facción de ASG comandada por Sahiron ha retomado la práctica del secuestro para financiarse lo que está generando beneficios suficientes como para reclutar efectivos reponiendo las bajas generadas en los enfrentamientos con el ejército. No obstante en los próximos años la presión militar se redoblará con el despliegue de miles de nuevos soldados, lo que ponen en duda la viabilidad de la organización a medio plazo

SITUATION

The last measures of 2018 in the Philippines are hopeful in terms of the struggle against the jihadist organizations that have been ravaging Mindanao for decades. Despite the dynamics that organizations linked to the Islamic State had undertaken the area after the summer, their activity has plummeted the last months of the year.

This marked decrease in terrorist activity has been curiously after the first suicide attack carried out on Philippine soil by a foreign jihadist and above all by the announcement by ISIS of the acceptance of the fidelity oath by the Philippine extremist organizations several years ago, constituting the Province of Southeast Asia. (1)

For its part, the Moro Islamic Liberation Front (MILF) has begun its demobilization once the Bangsamoro Organic Law has been approved, which must be ratified in a referendum, which will allow the Philippine Security Forces to focus on the fight against integrated or not integrated jihadist organizations in the Islamic State and the Communist-oriented NPA.

Thus, there is now a nominal unity of the jihadist groups that does not fit the reality on the ground which allows the Philippine army and police to focus on effectively fighting them separately once the most powerful group has been integrated in the political system of the country.

ANALYSIS:

ACTIONS THAT AFFECT MINDANAO

MARTIAL LAW: Although in previous months it seemed that the exceptional legislation declared by the Philippine president was not going to be renewed to address the crisis caused by the Marawi seizure in 2017, the insistent suggestions of the army, police and different institutions to Duterte ended up convincing him to adopt this measure.

So, at the beginning of December, the president asked the House of Representatives and the Senate of the country to debate in a joint session held on December 12 for approval an extension of martial law for all 2019, arguing the rebound of violence after the summer and the possibility of definitively eliminating terrorist organizations operating in the Philippines, a motion that was approved with close to 90% of the votes of both houses (2).

SUBMISSION OF MILITARY REINFORCES: The will to eradicate the presence of the Abu Sayyaf branch led by Radullon Sahiron has pushed the Philippine army to form a new division and send it to its base of operations in the province of Sulu to put an end to the climate of insecurity that this jihadist group not integrated in the Islamic State generates on the basis of attacks on representatives of the state and the kidnapping of tourists and fishermen both in the area and in the neighboring Malaysian province of Sabah in order to finance themselves. (3. 4)

The creation of this division is part of the expansion of the army with the intention of curbing the violence that plagues the country and has led to strengthen security in the central provinces of the Philippines where both the NPA and private armed groups operate.

FOREIGN YIHADIST PRESENCE: Over the months, reports have been confirmed warning of the arrival of extremist Islamic militants, with the contingent being able to quantify at least a hundred jihadists, mostly from neighboring Indonesia and Malaysia, but also from places as distant as Morocco, France, Somalia or Libya and from which several dozens of them have already been identified (5)

Within these volunteers are both young people who want to perform jihad, and people with great experience in combat who are looking for another front in which to fight or perform training work in combat to the youngest or in the development of explosives.

To do so, they access Mindanao through different routes recently identified by the Philippine intelligence that include airports from other regions of the Philippines or from neighboring countries such as Malaysia, from the province of Sabah or from Indonesia leaving the island of Salawesi (6).

 

CURRENT SITUATION OF THE JIHADIST GROUPS:

The constitution of the province of Southeast Asia of the Islamic State last August has not had practical effects both in the Philippines and in the rest of the countries of the region, so it can be considered as a propaganda effect to raise the morale of its sympathizers at a time when the organization added losses in both Africa and the Middle East.

In recent months there has been no attempt at coordinated action between the different organizations operating in the region under the Islamic State flag, limiting them to launching sporadic attacks unilaterally and above all to withstand the attacks of the Philippine army. try by all means to eradicate them from the south of the country.

Within that strategy, the alert was even extended to the eastern region of Davao in the face of an alleged jihadist attempt to attack the area that is probably only in the minds of some soldiers and that eventually served to dismantle an NPA cell and harass to the social and collective human organizations of indigenous people. (7)

 

By groups, the situation is as follows:

    Grupo Maute: Although one of its components, Abu Dar, is the emir of the vilaya of the Islamic State, the jihadist organization is incapable of recovering from the blow received in Marawi, staying on the defensive in its fiefs by repelling attacks from the army to close them which has slowed the recruitment of an organization in which the redictions add dozens of men in recent months (8) (9)
    AKP (Ansarul Khilafa Philippines) – Their activity is non-existent, so much so that the security forces only look for the bases they have abandoned to seize weapons and explosives and dismantle the facilities (10)

    The Fighters for the Freedom of Bangsamoro Islamic (BIFF) – In September the organization suffered a blow when they were arrested and tried dozens of its militants for the attacks made days before in Sultan Kudarat that caused 3 deaths and 36 wounded (11) . Since then and as it happens with the previously mentioned groups, the activity of the BIFF is limited to confrontations of defensive character with the Philippine army and to a minor attack at the end of October (12)

    Abu Sayyaf (Al-Harakat Al-Islamiyya; ASG) – This organization has had the most activity in the period under study, probably because there are two streams within it, one linked to the Islamic State operating in Basilan and the island of Mindanao and another commanded by Radullan Sahiron whose field of operations goes from the province of Sulu to the Malaysian province of Sabah.
        The strength that ASG has shown in Sulu, with repeated confrontations against the Philippine army (13) (14) (15) and the ability to operate both in the waters that bathe the coasts of Indonesia and Sabah (where it has a refuge) to carry out kidnappings to finance themselves have motivated the government to permanently park a division of the army to solve the security problem (16) (17)
        The ASG branch linked to the Islamic State has not been as inactive as the rest of the groups that make it up but has not had any worthy actions to mention beyond a confrontation in Zamboanga (18) and the attempt to attack the Asean summit held in Quezon in mid-November (19)

CONCLUSIONS – PROSPECTIVE:

    The Philippines is facing a golden opportunity to pacify the south of the country and will use all means at its disposal to achieve this goal, either extending the necessary time martial law, either by moving troops from other regions or creating new divisions in his army
    The organizations that make up the newly created province of Southeast Asia of ISIS, also known as ISEA, are practically knocked out by the action of the government acting separately, but they are not seen in the near future intentions to coordinate even though it is a condition for the constitution of the vilaya.
    The faction of ASG commanded by Sahiron has resumed the practice of kidnapping to finance what is generating enough benefits to recruit troops replacing casualties generated in the clashes with the army. However, in the next few years the military pressure will be doubled with the deployment of thousands of new soldiers, which call into question the viability of the organization in the medium term.
