Es pretensión en el siguiente análisis realizar un proceso de monitorización de los incidentes armados que se han sucedido en el grupo de islas más meridional del archipiélago filipino en los últimos meses, al ser está zona un foco de inestabilidad para el país y un refugio para los militantes islámicos que operan en las vecinas Indonesia y Malasia, esta última con la que tanto Filipinas como la nación mora tienen un contencioso territorial.

 

SITUACIÓN

Tras la aprobación por parte del legislativo filipino de la ley que dota de mayor autonomía a Bangsamoro y la posibilidad de incluir mediante referéndum nuevos territorios colindantes cuyos moradores así decidan, tanto Mindanao como Filipinas se encuentran ante un escenario inédito en décadas ya que una vez el MILF (Frente Moro de Liberación Islámica) decide optar por la vía institucional, desaparece el mayor grupo insurgente del país.

Esto permite centrarse en el resto de grupos insurgentes, optando el actual presidente Duterte  por aplicar la doctrina del palo y de la zanahoria con los más grandes, en la que tan pronto ofrece negociaciones para llegar a un acuerdo de paz -como en el caso del NPA (comunistas) o Abu Sayyaf-, como rompe las mismas lanzando toda la fuerza del estado contra ellos, dejando la represión como única vía para los grupos yihadistas más pequeños.

Además, la entrada por la vía institucional del MILF, está siendo utilizada para que esta organización sirva de pista de aterrizaje a los sectores más moderados del BIFF (Liberación Islámica de Bangsamoro), a fin de debilitar a la organización yihadista -en mejor estado en este momento- y poder señalar a la globalidad de la misma como parte del ISIS para poder combatirla[1].

Por tanto, nos encontramos ante un escenario de múltiples grupos yihadista, sumidos en el fraccionalismo interno en el que los grupos más proclives al ISIS han sufrido un duro golpe a excepción del BIFF, y los sectores más reacios a incorporarse a la trasnacional del terror están buscando una salida para evitar ser engullidos por la represión del estado filipino, tal y como se puede observar en el caso de Abu Sayyaf en el que 179 militantes se han entregado a las autoridades filipinas para acogerse a los proyectos de reinserción que el gobierno ha instaurado[2].

ANÁLISIS:

ACTUACIONES QUE AFECTAN A MINDANAO EN 2018

  • LEY MARCIAL: A fin de solventar la crisis acontecida en la región fruto de la toma de Marawi por grupos armados vinculados al Estado Islámico, el presidente filipino declaró la Ley Marcial para toda la isla de Mindanao el 23 de Mayo de 2017, siendo renovada la misma en dos ocasiones a fin de erradicar definitivamente la presencia yihadista en el sur del país. Sin embargo el reciente repunte de la actividad de los mismos en el periodo objeto de este análisis, hace suponer que es posible una renovación para otro periodo de la legislación de excepción cuando esta venza el último día[3].
  • LEY ORGANICA DE BANGSAMORO: Tras años de negociaciones y a fin de solventar uno de los conflictos más prolongados en el tiempo y que más bajas ha causado ( el otro es la lucha contra la guerrilla comunista) el gobierno filipino y una representación del MILF han acordado la creación de una Región Autónoma para Bangsamoro que sustituiría a previa del Mindanao Musulmán, ampliando las competencia de la segunda y al que podrían sumarse mediante el referéndum para su aprobación a celebrar el 21 de Enero de 2019, las provincias aledañas de Cotabato City, Isabela, 6 localidades de Lanao Norte y diversos distritos de Cotabato.La aprobación del texto en las Cámaras Legislativas Filipinas ha supuesto el compromiso de la desmovilización y reintegración en la sociedad por parte de MILF de al menos 30.000 de sus milicianos, lo que supone un gran parte de su brazo armado[4].
  • PRESENCIA YIHADISTA EXTRANJERA: Pese a que se especuló con la presencia de varios centenares de voluntarios yihadistas procedentes diversos lugares del planeta en los inicios de la Batalla de Marawi, el tiempo parece que desmintió la noticia, siendo posible que la llegada de extranjeros se produjese una vez comenzada la batalla y la procedencia de los mismo fuese los países colindantes. No obstante a lo largo de 2018 existe constancia de la llegada de voluntarios de países más distantes como el nacional español detenido a comienzos de año[5] o el militante islámico marroquí que se inmoló en el mes de Agosto en un checkpoint en Basilan[6].

Dicha arribada de  militantes se puede deber a una serie de  motivos, a saber, relación personal con yihadistas que combaten a las fuerzas del orden en Filipinas, la imposibilidad de acceder a otros frentes, la imposibilidad de volver a su país de origen tras haber combatido con el Estado Islámico. Sea cual sea, el motivo una llegada más o menos numerosa puede reactivar la actividad yihadista, esta vez utilizando técnicas aprendidas en Oriente Medio u otros frentes donde el ISIS está activo.

SITUACION ACTUAL DE LOS GRUPOS YIHADISTAS: Si desde hace unos años los grupos yihadistas que actúan en Mindanao habían superado las rencillas personales que provocaban el fraccionalismo previo, parece ser que tras la reunión de los cabecillas de varios de estos grupos en Marawi abortada por las Fuerzas de Seguridad precipitando los combates, la intención de los mismos era acordar una estrategia y un mando común que les permitiese realizar uno o varios levantamientos simultáneos a fin de controlar territorialmente parte o la totalidad de Mindanao y así cumplir los requisitos requeridos por la cúpula del ISIS para ser reconocidos como parte de la organización.

Este es el motivo por el que estaba presente en la ciudad tanto Hapilon y los militantes de ASG que le siguieron tras jurar lealtad al ISIS, como la cúpula del Grupo Maute y dirigentes o representantes de otras organizaciones yihadistas menores, aunque no costa la presencia de representantes del BIFF ni en la citada reunión, ni posteriormente en el contexto de la batalla.

Una vez la finalizada la batalla, la situación de los diferentes grupos es la siguiente

  • Grupo Maute: Es la organización que más duro sufrió el golpe al ser la que más se involucró en los combates. En los mismos fue neutralizada prácticamente en su totalidad la familia Maute, lo que en una organización basada en vínculos familiares, supone una dificultad para encontrar a un nuevo emir que encabece los restos del grupo yihadista que lograron ponerse a salvo tras romper el cerco. Si durante los primeros meses del año el grupo se dedicó a reorganizarse, captar nuevos militantes y eludir la acción de la policía y el ejército, en septiembre parece que ha comenzado la actividad terrorista con el intento de secuestro de 2 civiles que se saldó con la muerte de 6 militantes[7].
  • Abu Sayyaf (Al-Harakat Al-Islamiyya; ASG)- La organización se encontraba dividida desde hace años entre los militantes que querían vincularse al ISIS, entre los que se encontraba el mismo Hapilon y los detractores de esta vinculación. La batalla de Marawi ha supuesto un duro golpe para el sector pro Estado Islámico al perder valiosos combatientes y a un líder carismático, aunque el otro sector también ha acusado el golpe ya que pese a dedicarse a la delincuencia común y secuestros para sobrevivir, el foco que ha puesto sobre ellos el combate le impide actuar y son víctimas de múltiples redadas. A semejanza del Grupo Maute la actividad de ASG se ha reducido drásticamente aunque varios enfrentamientos con tropas filipinas en Julio[8] y Agosto[9]  y el atentado suicida de Basilan puede ser el aviso de la recuperación del sector pro ISIS del grupo.
  • AKP (Ansarul Khilafa Philippines)- Implicado junto al resto de grupos en los combates, su reducido tamaño ralentiza al extremo su recuperación de la Batalla de Marawi, siendo su actividad prácticamente nula en 2018 más allá del reclutamiento
  • Los Luchadores por la Libertad de Bangsamoro  Islámico (BIFF)– Fraccionado en 3 corrientes, dos de las cuales muestran su apoyo al Estado Islamico, esta organización no estuvo implicada directamente en los combates en Marawi, aunque sí que presento batalla a la alianza ocasional entre el ejército filipino y la milicia del MILF a los largo de la provincia de Maguindanao, haciendo incursiones en la vecina Cotabato. Menos castigada que el resto de organizaciones, las ramas del BIFF han podido proseguir los enfrentamientos con el ejército y el tanteo de las defensas de núcleos urbanos, aunque debido a la presión de las Fuerzas del Orden, han trasladado su actividad desde Maguindanao a las provincias limítrofes de la Región SOCCSKSARGEN, en especial a Sultan Kudarat, en cuya capital han atentado en 2 ocasiones en un relativo corto espacio de tiempo entre finales de agosto e inicios de septiembre[10][11][12].

CONCLUSIONES – PROSPECTIVA:

  • La insurgencia de raíz yihadista ha entrado en un periodo de reorganización y búsqueda de nuevos militantes para recomponer sus maltrechas filas, tras el severo correctivo recibido el año pasado en las calles de Marawi. Dada la caída del Califato en Oriente Medio, se señala como probable que parte de los nuevos afiliados a estas organizaciones sean militantes del ISIS que no han podido incorporarse al frente o que tengan vetado el retorno a sus países de origen porque les espera largas condenas.
  • Al no estar presentes en Marawi en la reunión en la que se pretendía acordar una estrategia y mando único ni en los combates posteriores, el BIFF fue el único grupo en no ser descabezado y/o diezmado, lo que le ha permitido mantener la actividad estos meses pero le ha restado legitimidad a sus comandantes para reclamar el liderato de la organización en Filipinas que actualmente ostenta Abu Dar, uno de los pocos comandantes del grupo Maute que consiguió zafarse del cerco en Marawi. Tras el repunte de actividad de las últimas semanas tanto de los militantes yihadistas que actúan en los feudos de Abu Sayyaf como del Grupo Maute y en la necesidad de presentar combate al ejército filipino de forma unificada como única forma de sobrevivir, es muy posible que ambas organizaciones y otras menores vuelvan a intentar coordinarse en un mando único liderado esta vez por Abu Dar, restando por ver cuál sería la posición del sector Abu Turaifie de BIFF respecto de la nueva organización y liderazgo al haber mantenido casi en solitario la llama de la yihad durante los meses en el que el resto de organizaciones luchaban por no desaparecer.

It is pretended in the following analysis to carry out a monitoring process of the armed incidents that have taken place in the group of the southernmost islands of the Philippine archipelago in recent months, as this area is a source of instability for the country and a refuge for the Islamic militants operating in neighboring Indonesia and Malaysia, which both the Philippines and the nation dwells have a territorial dispute.

SITUATION
After approval by the Philippine legislature of the law that gives greater autonomy to Bangsamoro and the possibility of including by means of a new referendum adjoining territories whose inhabitants decide so, both Mindanao and the Philippines are facing an unprecedented scenario in decades since once the MILF (Moro Islamic Liberation Front) decides to opt for the institutional way, disappears the largest insurgent group in the country.
This allows us to focus on the rest of the insurgent groups, with the current president Duterte opting to apply the doctrine of «hit and carrot» with the biggest ones, in which he offers negotiations to reach a peace agreement -in the case of the NPA (communists) or Abu Sayyaf-, leaving the repression as the only way for the smaller jihadist groups.

In addition, the institutional entry of the MILF is being used for this organization to serve as a landing strip for the more moderate sectors of the BIFF (Islamic Liberation of Bangsamoro), in order to weaken the jihadist organization – in a better state this moment- and to be able to point to the globality of it as part of ISIS in order to combat it.
Therefore, we are faced with a scenario of multiple jihadist groups, submerged in internal factionalism in which the groups most prone to ISIS have suffered a blow with the exception of the BIFF, and the sectors most reluctant to join the transnational terror are Looking for an exit to avoid being swallowed by the repression of the Philippine state, as can be seen in the case of Abu Sayyaf in which 179 militants have turned themselves in to the Philippine authorities to benefit from the reinsertion projects that the government has instituted

ANALYSIS:
SITUATIONS THAT AFFECT MINDANAO IN 2018

• MARTIAL LAW: In order to solve the crisis in the region resulting from the capture of Marawi by armed groups linked to the Islamic State, the Philippine president declared the Martial Law for the whole island of Mindanao on May 23, 2017, being renewed the same on two occasions in order to definitively eradicate the jihadist presence in the south of the country. However, the recent upturn in the activity of this group in the period under analysis, suggests that a renewal for another period of emergency legislation is possible when it expires on the last day.

• ORGANIC LAW OF BANGSAMORO: After years of negotiations and in order to resolve one of the longest conflicts and the worst losses (the other is the fight against the communist guerrilla), the Philippine government and a representative of the MILF have agreed the creation of an Autonomous Region for Bangsamoro that would replace the previous one of the Muslim Mindanao, extending the competitions of the second one and to which they could be added by means of the referendum for its approval to celebrate on January 21, 2019, the neighboring provinces of Cotabato City, Isabela , 6 localities of Lanao Norte and several districts of Cotabato. The approval of the text in the Philippine Legislative Chambers has involved the commitment of MILF to the demobilization and reintegration into society of at least 30,000 of its militiamen, which is a great part of his armed arm.

• FOREIGN YIHADIST PRESENCE: Although it was speculated on the presence of several hundred jihadist volunteers from different parts of the planet at the beginning of the Battle of Marawi, time seems to have denied the news, and it was possible that the arrival of foreigners took place. once the battle began and the origin of the same was the neighboring countries. However, throughout 2018 there is evidence of the arrival of volunteers from more distant countries such as the Spanish national detained at the beginning of the year or the Moroccan Islamic militant that was immolated in the month of August at a checkpoint in Basilan.

This arrival of militants may be due to a number of reasons, namely, personal relationship with jihadists fighting against the forces of order in the Philippines, the inability to access other fronts, the inability to return to their country of origin after having fought with the Islamic State. Whatever the reason, a more or less numerous arrival may reactivate the jihadist activity, this time using techniques learned in the Middle East or other fronts where ISIS is active.

CURRENT SITUATION OF THE YIHADISTAS GROUPS:

If for some years the jihadist groups that operate in Mindanao had overcome the personal quarrels that caused the previous factionalism, it seems that after the meeting of the leaders of several of these groups in Marawi, aborted by the Forces of Security precipitating the combats, the intention of the same ones was to agree a strategy and a common control that allowed them to realize one or several simultaneous uprisings in order to territorially control part or all of Mindanao and thus to fulfill the requirements required by the cupola of the ISIS to be recognized as part of the organization.

Once the battle is over, the situation of the different groups is as follows:

Grupo Maute: It is the organization that suffered the hardest hit, being the one that was most involved in the fighting. In them the Maute family was neutralized practically entirety, being an organization based on family ties. Now is a difficulty to find a new emir to head the remains of the jihadist group that managed to get to safety after breaking the siege. If during the first months of the year the group dedicated itself to reorganize, to attract new militants and to avoid the action of the police and the army, in September it seems that terrorist activity has begun with the attempted kidnapping of 2 civilians that resulted in the death of 6 militants.
Abu Sayyaf (Al-Harakat Al-Islamiyya, ASG) – The organization had been divided for years between militants who wanted to be linked to ISIS, among which was Hapilon himself and the detractors of this link. The battle of Marawi has dealt a blow to the pro-Islamic State sector by losing valuable combatants and a charismatic leader, although the other sector has also accused the coup that, despite engaging in common crime and kidnappings to survive, the focus He has placed over them the fight prevents him from acting and are victims of multiple raids. Like the Maute Group, the activity of ASG has been drastically reduced although several clashes with Philippine troops in July and August and the Basilan suicide bombing may be the warning of the recovery of the group’s ISIS sector.
AKP (Ansarul Khilafa Philippines) – Involved with the other groups in the fighting, its small size slows to the extreme its recovery from the Battle of Marawi, being its activity practically nil in 2018 beyond the recruitment
The Fighters for the Freedom of Bangsamoro Islámico (BIFF) – Fractionated into 3 streams, two of which show their support to the Islamic State, this organization was not directly involved in the fighting in Marawi, although it did present battle to the occasional alliance between the Philippine army and the MILF militia throughout the province of Maguindanao, making incursions into neighboring Cotabato. Less punished than the rest of the organizations, the branches of the BIFF have been able to continue the confrontations with the army and the scoring of the defenses of urban centers, although due to pressure from the Forces of Order, they have transferred their activity from Maguindanao to the provinces bordering the SOCCSKSARGEN Region, especially Sultan Kudarat, in whose capital they have attacked on 2 occasions in a relatively short space of time between the end of August and the beginning of September.

CONCLUSIONS – PROSPECTIVE:
• The jihadist-rooted insurgency has entered a period of reorganization and search for new militants to rebuild its battered ranks, after the severe corrective received last year in the streets of Marawi. Given the fall of the Caliphate in the Middle East, it is pointed out that it is probable that part of the new members of these organizations are ISIS militants who have not been able to join the front or who have been banned from returning to their countries of origin because long sentences await them.
• By not being present in Marawi in the meeting in which it was intended to agree on a single strategy and command or in subsequent battles, the BIFF was the only group not to be decapitated and / or decimated, which has allowed it to maintain the activity these months but it has reduced legitimacy to his commanders to claim the leadership of the organization in the Philippines that Abu Dar currently holds, one of the few commanders of the Maute group that managed to get away from the siege in Marawi. After the rebound of activity in recent weeks by both the jihadist militants who operate in the fiefdoms of Abu Sayyaf and the Maute Group and the need to present the unified Philippine army as the only way to survive, it is very possible that both organizations and other minors again try to coordinate in a single command led this time by Abu Dar, remaining to see what would be the position of the Abu Turaifie sector of BIFF with respect to the new organization and leadership, having kept almost alone the flame of jihad during the months in which the rest of organizations struggled not to disappear.
