ALEPPO Y LAS FUTURAS LÍNEAS DE ACTUACIÓN EN EL CONFLICTO SIRIO/ Aleppo and the future lines of action in the Syrian conflict

CONTEXTO ACTUAL:

-EVACUACIÓN DE CIVILES: El 13 de diciembre, el Ejército Nacional Sirio se adentró en el último distrito ocupado por las fuerzas rebeldes en la parte este de Aleppo. Desde entonces, se han gestionado acuerdos entre el régimen de Assad y las fuerzas rebeldes para el desplazamiento de los civiles de la zona este de Aleppo hacia Idlib (último centro urbano controlado por las fuerzas opositoras y milicias rebeldes). 3’500 combatientes rebeldes del este de Aleppo se han rendido a las fuerzas de Assad[1]; el resto huye a través de pasillos abiertos a través de los checkpoints hacia otras localizaciones rebeldes.  el reporte completo sobre la gestión de la evacuación está aquí: http://aa.com.tr/en/middle-east/evacuation-in-eastern-aleppo-resumes/709155

-RESPUESTAS VIOLENTAS REBELDES: Las fuerzas radicales rebeldes continúan complicando la salida de la ciudad a los civiles, entorpeciendo las vías principales abiertas para la evacuación, utilizando medios violentos y con el uso de la fuerza[2]; como la quema de tres autobuses contra 3 autobuses que viajaban hacia Kafraya y Foa[3] y aprovechando la oportunidad de movilización civil para recuperar armamento pesado (misiles TOW, armas automáticas… según informan desde Syrian Arab News Agency)[4].

-DIVISIÓN MODERADOS DE RADICALES: La oposición violenta a la victoria del régimen sobre Aleppo facilita la identificación de los rebeldes no moderados (que no forman parte, claramente, del Ejército Libre de Siria) y está guiando la actuación de las fuerzas leales a Assad a luchar contra los que no aceptan la derrota y se declaran enemigos y amenaza para la unidad de Siria (situación poco clara hasta la completa toma de Aleppo, pues para las fuerzas nacionales y sus aliados era difícil distinguir e identificar a las fuerzas moderadas de las más extremistas entre los rebeldes).

  • Residentes de la zona este de Aleppo declaran que la zona estaba ocupada por el Frente Al Nusra (ahora conocido con el nombre de Ahrar Al Sham, grupo salafista con vinculaciones ideológicas con Al Qaeda) y que el resto de los grupos rebeldes (unos 22 grupos, aproximadamente, según la reportera Vanessa Beeley, presente allí en Aleppo)[5] operan bajo su mandato.
  • Los grupos terroristas, como comentan residentes de la zona este de Aleppo, contaban con sus propios equipos de ayuda, pero normalmente los utilizaban para ayudarse entre ellos; durante los últimos años, los civiles han podido acceder a recursos básicos (alimentos, medicinas…) proporcionada por ellos sólo en caso de apoyo o vinculación[6].

-ENVÍO DE OBSERVADORES A ALEPPO: El Consejo de Seguridad de la ONU ha decidido enviar observadores para reportar el proceso de evacuación y vigilar la gestión del mismo para informar sobre los posibles actos de violación de derechos humanos o procesos ilegales en contra de lo acordado entre las partes[7].

-ASESINATO DEL EMBAJADOR RUSO: En Ankara, se ha producido el asesinato del embajador ruso a manos de un atacante que legitima su actuación a lo sucedido en Aleppo: “Nosotros morimos en Aleppo, vosotros morís aquí”, gritó el ejecutor después de clamar “Allah u’akbar”[8]. El martes día 20 se celebra encuentro entre Rusia, Irán y Turquía sobre la situación en Siria[9]; el acontecimiento podría acercar la postura de Moscú a la lucha contra el terrorismo en Ankara y a remarcar su actuación en Siria.

REPERCUSIONES DE LA BATALLA DE ALEPPO Y LÍNEAS FUTURAS DE ACTUACIÓN DEL RÉGIMEN SIRIO Y SUS ALIADOS:

-DEBILIDADES:

  • Rusia se divide en varios frentes en Siria: en el combate contra el Daesh en Palmira, (retomado la semana pasada por el grupo terrorista gracias a un ataque bien organizado y coordinado[10] que les ha facilitado la adquisición de armamento pesado robado a los rusos; cuenta allí ahora con unos 5’000 combatientes)[11] y contra los grupos rebeldes en Idlib (tras la unificación de Aleppo). El abandono de cualquiera de estos dos escenarios podría suponer el fortalecimiento de unos (el autoproclamado Estado Islámico) en la zona sur del país, en las vías principales que comunican con Deir EzZour y Raqqa, o la perpetuación del combate rebelde en la parte noroeste del país, cerca de sus posiciones militares en Latakia y Tartus, amenazadas con la presencia rebelde en Idlib y en el paso fronterizo con Turquía. Esta situación demuestra la alta dependencia aún de las operaciones de fuerza extranjeras para asegurar el territorio ocupado, a no ser que se elimine de forma rápida y segura a las fuerzas contrarias al régimen; hasta entonces, los rebeldes y los grupos terroristas seguirán aprovechándose de las ofensivas concentradas en determinados puntos para recuperar o tomar otros puntos menos defendidos o más vulnerables.

-AMENAZAS:

  • El desafío que representa Idlib para el régimen sirio es que, a diferencia de Aleppo, constituye un centro político-militar más unificado, que acoge a todas las milicias opositoras a Assad y sus aliados y porque es mucho más homogéneo que la dividida Aleppo. “Idlib, como ciudad y como provincial, es de alguna manera más homogénea debido a su composición política sectaria, centro de la mayoría de los grupos suníes y grupos salafistas rebeldes”, expone Raphaël Lefèfre, del Carnegie Middle East Center[12]. A su vez, al tener una fuerte composición de fuerzas opositoras al régimen de Assad y debido su cercanía con Turquía (también contrario a Assad), los rebeldes allí acogidos tendrán acceso a mayor ayuda externa, por lo que se puede convertir en un escenario de choque directo y ruptura de todos los actores implicados en el conflicto.
  • Las zonas de Idlib y Aleppo, así como aquellas que han estado bajo control rebelde durante los últimos años, supondrán un foco de inestabilidad a largo plazo en Siria, aunque se consiga unificar el territorio bajo el poder nacional.

-FORTALEZAS:

  • La unificación de Aleppo es percibida como la caída del muro de Berlín en el 91, con el reencuentro de familias divididas ante el control y sometimiento bajo dos bandos diferentes. Muchas familias alaban la intervención del Ejército Nacional Sirio por la ruptura del sitio rebelde desde 2013 y agradecen acceso a ayuda humanitaria y a sus hogares.
  • La derrota rebelde no es sólo contra aquellas facciones que luchan contra Assad, sino también un paso atrás y humillante de la comunidad internacional que se había opuesto al gobierno de Assad y que había apoyado (directa o indirectamente) a las fuerzas rebeldes sobre el terreno; una derrota en toda regla de la financiación y el apoyo para la provocación de un cambio político y “democrático”, sostenido en los valores occidentales en Siria, pero que acabó en manos de fuerzas mayoritariamente extremistas. Es una victoria de Irán (al haber sido protagonizado la toma de Aleppo, mayoritariamente, con las fuerzas de Hezbollah), de Rusia (por su logrado posicionamiento regional y por la cercanía más declarada con el nuevo presidente norteamericano) y de Assad (por su permanencia indiscutible en el poder).

-OPORTUNIDADES:

  • La unificación de Aleppo ha permitido una mayor claridad y diferenciación de los rebeldes más moderados de los grupos armados extremistas del conflicto sirio contra Assad (cuyos integrantes, en su mayoría, son de origen extranjero), que han seguido buscando la privación violenta de la libertad de movilización y de alojamiento de muchos de los civiles atrapados.
  • La posibilitación de la huida rebelde hacia Idlib (la última posición territorial rebelde, situada en una zona más rural y como una infraestructura pobre, cerca de la frontera turco-siria), ha asentado el nuevo foco de combate del Ejército Nacional Sirio que, con la decisión de tomar Aleppo con la apertura de vías de escape “opcionales” para los rebeldes, se dirige con más claridad contra las fuerzas no moderadas rebeldes en el próximo escenario.
  • La eliminación de la presencia rebelde de Idlib posibilitará a Bashar al Assad asegurar el paso de Damasco a Aleppo y las provincias de Latakia y Hama.
  • Aleppo permitirá, finalmente, la consecución del objetivo que Irán llevaba buscando: un corredor chií desde Teherán hasta el Mediterráneo)[13]. La victoria sobre Aleppo permite el flujo de influencia iraní de este a oeste, con una cada vez menos influencia suní en la región, la dominancia política de Siria, Iraq y el Líbano.

CURRENT CONTEXT:

-EVACUATION OF CIVILIANS: On 13 December, the Syrian National Army entered the last district occupied by rebel forces in the eastern part of Aleppo. Since then, agreements have been negotiated between the Assad regime and rebel forces for the displacement of civilians from eastern Aleppo to Idlib (the last urban center controlled by the opposition forces and rebel militias). 3’500 rebel fighters from the east of Aleppo have surrendered to the forces of Assad[1], the rest flee through checkpoints to other rebel locations. -VIOLENT REBELS: Rebellious radical forces continue to complicate the departure of the city to civilians, obstructing the main routes open for evacuation, using violent means and the use of force[2], such as the burning of three buses against 3 buses traveling to Kafraya and Foa[3] and taking advantage of the civil mobilization opportunity to recover heavy weapons (TOW missiles, automatic weapons … according to the Syrian Arab News Agency)[4].

-MODERATE DIVISIONS FROM RADICALS: Violent opposition to the regime’s victory over Aleppo facilitates the identification of non-moderate rebels (who are not part of the Free Syrian Army) and is guiding the performance of the forces loyal to Assad to fight against those who do not accept the defeat and declare themselves enemies threatening the unity of Syria (a situation unclear until the complete takeover of Aleppo, since it was difficult for national forces and their allies to distinguish and identify the moderate forces of the extremists among the rebels).

  • Residents of eastern Aleppo claim that the area was occupied by the Al Nusra Front (now known as Ahrar Al Sham, a Salafist group with ideological ties to Al Qaeda) and the rest of the rebel groups (22, according to the reporter Vanessa Beeley[5]) operate under his mandate.
  • Terrorist groups, as residents of eastern Aleppo say, had their own aid teams, but usually they used them to help each other; during recent years, civilians have been able to access basic resources (food, medicine …) provided by them only in case of support or linkage to their fight[6].

– OBSERVERS TO ALEPPO: The UN Security Council has decided to send observers to report on the evacuation process and monitor the management of the evacuation process to report possible acts of human rights violations or illegal processes against the agreement between the parts[7].

-ASESINATE OF THE RUSSIAN AMBASSADOR: In Ankara, the assassination of the Russian ambassador at the hands of an attacker legitimizes his action vinculated it with Aleppo: «We die in Aleppo, you die here,» shouted the executor after claiming «Allah U’akbar»[8]. On Tuesday, the 20th, a meeting between Russia, Iran and Turkey is held on the situation in Syria[9]. The event could bring Moscow’s position closer to the fight against terrorism in Ankara and to highlight its performance in Syria.

REPERCUSSIONS OF THE BATTLE OF ALEPPO AND FUTURE LINES OF ACTION OF THE SYRIAN REGIME AND ITS ALLIES:

-WEEKNESSES:

  •  Russia is divided on several fronts in Syria: in the combat against the Daesh in Palmira, (taken up last week by the terrorist group thanks to a well organized and coordinated attack[10] that has facilitated the acquisition of heavy weapons stolen from the Russians; and now, counts there now with about 5,000 combatants)[11] and against the rebel groups in Idlib (after the unification of Aleppo). The abandonment of any of these two scenarios could involve the strengthening of some (the self-proclaimed Islamic State) in the southern part of the country, on the main routes connecting Deir EzZour and Raqqa, or the perpetuation of the rebel fighting in the northwestern part of the country near its military positions in Latakia and Tartus, threatened by the rebel presence in Idlib and the border crossing with Turkey. This situation demonstrates the high reliance still on foreign force operations to secure occupied territory, unless the forces opposed to the regime are quickly and safely eliminated; Until then, the rebels and terrorist groups will continue to take advantage of the offensives concentrated in certain points to recover or take other points less defended or more vulnerable.

-THREATS:

  • The challenge that Idlib represents for the Syrian regime is that, unlike Aleppo, it constitutes a more unified political-military center, which welcomes all the militias opposed to Assad and its allies and because it is much more homogeneous than the divided Aleppo. «Idlib, as a city and provincial, is somewhat more homogeneous because of its sectarian political composition, the center of most Sunni groups and rebel Salafist groups,» says Raphaël Lefèfre of the Carnegie Middle East Center[12]. In turn, having a strong composition of forces opposed to the Assad regime and due to its proximity to Turkey (also opposed to Assad), the rebels there will have access to more external aid, so it can become a scenario of Direct shock and rupture of all the actors involved in the conflict.
  • The areas of Idlib and Aleppo, as well as those that have been under rebel control over the last few years, will be a source of long-term instability in Syria, even if the territory under national control is unified.

-STRENGTHS:

  • The unification of Aleppo is perceived as the fall of the Berlin Wall in 91, with the reunion of families divided and subjugated under two different sides. Many families are praising the intervention of the Syrian National Army for the rupture of the rebel site since 2013 and are grateful for access to humanitarian aid and their homes.
  • The rebel defeat is not only against those factions fighting Assad but also a backward and humiliating step back by the international community that had opposed the Assad government and had supported (directly or indirectly) the rebel forces on the ground; a full-blown defeat of funding and support for the provocation of political and «democratic» change, sustained in Western values in Syria, but which ended up in the hands of mostly extremist forces. It is a victory for Iran (as Aleppo took over, mostly with Hezbollah forces), Russia (for its successful regional positioning and for its more open proximity to the new US president) and Assad (for his Indisputable permanence in power).

-OPPORTUNITIES:

  • The unification of Aleppo has allowed greater clarity and differentiation among the more moderate rebels of the extremist armed groups of the Syrian conflict against Assad (whose members are mostly of foreign origin), who have continued to seek the violent deprivation of the Freedom of mobilization and accommodation of many of the civilians trapped.
  • The possibility of the rebel flight to Idlib (the last rebel territorial position, located in a more rural area and as a poor infrastructure, near the Turkish-Syrian border), has established the new focus of the Sirian National Army, With the decision to take Aleppo with the opening of an «optional» escape routes for the rebels, is directing the fight against the non-moderate rebel forces on the next stage.
  • The elimination of the rebel presence of Idlib will enable Bashar al-Assad to secure the passage from Damascus to Aleppo and the provinces of Latakia and Hama.
  • Aleppo will finally allow the Iranian target to be achieved: a Shiite runner from Tehran to the Mediterranean[13]. The victory over Aleppo allows the flow of Iranian influence from east to west, with an ever-less Sunni influence in the region, the political dominance of Syria, Iraq and Lebanon.
