HONG KONG: DOS SISTEMAS EN COLISIÓN/ Hong Kong: Two systems in collision

Atendiendo a las conclusiones del análisis de las relaciones de influencia directa e indirecta de las variables aplicado al sistema a estudio, se aprecia que las variables más importantes son la celebración de elecciones en Hong Kong en 2019-2020 y las variables relacionadas con el gobierno chino (especialmente la sensación entre los hongkoneses de una mayor intromisión de China y el apoyo que el gobierno chino da al ejecutivo hongkonés en las decisiones que éste ha ido adoptando). Pero también son variables importantes el mantenimiento del modelo “Un país, Dos sistemas” (deseado por una gran parte de la población, aunque menos que hace unos años), el respeto de los derechos y libertades de los hongkoneses, la estabilidad político-económico-social en Hong Kong, el sentimiento de independencia de algunos hongkoneses, el mantenimiento del proyecto de ley y de Carrie Lam y la radicalización de una parte de los manifestantes. La evolución de los acontecimientos en HK influirán en las elecciones de Taiwán, donde los partidos más importantes (Kuomintang y PDP) están muy atentos a lo que ocurre en HK, y han renegado del modelo “1P, 2S”. Un posible fracaso de este modelo en HK reduciría probablemente el apoyo popular de los taiwaneses hacia el mismo. Las acciones del gobierno chino y del ejecutivo de HK, junto a la cercanía de las siguientes elecciones en HK, son factores muy importantes que influyen en los demás factores tenidos en cuenta. Es altamente probable que cualquier variación en alguno de estos factores influya sobre los demás. Por un lado, cualquier actuación del gobierno chino y del ejecutivo hongkonés influirá sobre los factores relacionados con los manifestantes y otros sectores sociales (especialmente los empresarios en HK).

TENDENCIAS Y FACTORES IMPULSORES DE LAS PROTESTAS: Ante las multitudinarias manifestaciones en Hong Kong (HK) en las últimas semanas, así como la radicalización de algunos manifestantes, se considera que la situación en HK en la actualidad es muy inestable. Los factores que generan inestabilidad entre los manifestantes son la radicalización de algunos de ellos, la estabilidad político-económico-social en HK, el sentimiento de pertenencia entre los hongkoneses, los intereses de los empresarios hongkoneses, el mantenimiento del modelo “Un país, Dos sistemas” (1P,2S), la posible independencia de HK (con poco apoyo social), el respeto de los derechos y libertades en HK, y las elecciones en HK a finales de 2019 y en 2020.

  • ACCIÓN POLÍTICA E IDENTIDAD:
    • (SINCLAS): Según una encuesta de la Universidad de HK, el 70% de los hongkoneses apoyan el modelo “Un país, Dos sistemas”, el 11% la independencia de HK, y el 15% estar más gobernados por China. Otra encuesta de esta universidad determinaba que el 63% se sienten hongkoneses, el 35% sólo o principalmente chino. Entre los jóvenes, el porcentaje de los que se sienten hongkoneses es del 93%.
    • (SINCLAS): Una parte de los empresarios hongkoneses son contrarios al proyecto de Ley de Extradición, ya que éste pondría el peligro el modelo “Un país, Dos sistemas” que hace atractivo a HK como centro financiero y comercial. Pero los empresarios chinos tienen cada vez más relaciones económicas con empresas y funcionarios chinos.
    • (CL): Se consideran acciones del gobierno chino y del ejecutivo hongkonés los siguientes: La situación de HK para China como una cuestión de su soberanía y defensa nacional; el mantenimiento del modelo actual de elección del ejecutivo de HK, el cual, según los manifestantes, favorece a los intereses del gobierno chino; el apoyo del gobierno chino a la actuación y decisiones del ejecutivo hongkonés y a Carrie Lam; la sensación, entre los manifestantes, de intromisión del gobierno chino en el modelo hongkonés; la permanencia en el ejecutivo de Carrie Lam; la no derogación del proyecto de Ley de Extradición.
    • (CL): Las elecciones en Taiwán en 2020, donde los partidos más importantes (el Kuomintang y el PDP) están muy atentos a lo que está ocurriendo en Hong Kong. Esta especial atención se debe a las relaciones entre Taiwán y China continental (China considera a Taiwán una provincia rebelde de soberanía china, mientras que Taiwán se considera un país independiente de facto), y al hecho de que el modelo “Un país, Dos sistemas” se diseñó, en parte, penando en la reunificación entre China continental y Taiwán. Por lo tanto, un posible fracaso de este modelo en Hong Kong reduciría el apoyo popular de los taiwaneses hacia el mismo.   • El SISTEMA JUDICIAL chino genera desconfianza entre los manifestantes de HK.
    • (SINCLAS): Varias organizaciones, como Amnistía Internacional, denuncian el modelo judicial chino al haber desaparición de personas, confesiones forzadas, que el 99% de los acusados son declarados culpables, o que las leyes chinas permiten que un detenido pueda estar en paradero desconocido, aislado y sin acceso a un abogado durante seis meses.
  • LA GRAN BAHÍA DE CHINA El Proyecto de Gran Bahía de China (PGBCh) también genera desconfianza entre un sector de los hongkoneses.
    • (SINCLAS): El PGBCh es un proyecto del gobierno chino para conectar las principales ciudades y zonas económicas del Delta de las Perlas (Shenzhen, Zhuahi, Macao, HK, etcétera). Aunque económicamente HK se mantendría como centro de referencia comercial y financiero, entre algunos sectores hongkoneses existen dudas porque consideran que este proyecto supondría la fusión del modelo político-económico de HK con el chino, eliminándose el modelo “Un país, Dos sistemas”.
  • SITUACIÓN SOCIOECONÓMICA: La situación económico-social de una parte de los jóvenes hongkoneses favorece una situación de “desesperación” y de incremento de la acción más radicalizada en éstos.
    • (SINCLAS): Muchos jóvenes en HK se quejan del precio de la vivienda (el más caro del mundo), los altos costes de la vida, la precariedad laboral, la dificultad de ascender en la sociedad, etcétera, y culpan al ejecutivo hongkonés de no dar respuesta a estos problemas por estar más pendiente de las exigencias del gobierno chino.
    • (CL): La radicalización se ha mostrado en los enfrentamientos con la policía, o la toma por la fuerza del Consejo Legislativo de HK el 1 de julio (conmemoración del 22º aniversario del “retorno de HK a China).
  • ACTUACIÓN DE LAS FUERZAS DE SEGURIDAD: La actuación de la policía hongkonesa (SINCLAS) en las manifestaciones ha generado más resentimiento (y radicalización) entre los manifestantes y más sectores de la población.
    • (SINCLAS): El 12 de junio la policía respondió a los manifestantes (tras éstos lanzar adoquines y barras metálicas) usando gas lacrimógeno, gas pimienta y balas de goma.

VARIABLES

RESULTADO DE ANÁLISIS RELACIÓN DIRECTA-INDIRECTA ENTRE VARIABLES: De todos estos factores, los que generan más inestabilidad y presentan más relaciones (recíprocas, directas e indirectas) son las elecciones de HK en 2019-2020, la radicalización de parte de los manifestantes y el mantenimiento del modelo “1P, 2S”. Junto a éstas, también tienen mucha importancia la permanencia de Carrie Lam, la actuación policial, y las acciones del gobierno chino y el ejecutivo hongkonés.

  • VARIABLES DETERMINANTES: Las variables determinantes que condicionan el sistema son el “Sistema Judicial de China” (del cual desconfía la mayoría de los hongkoneses), la “actuación de la policía” (especialmente el día 12 de junio, cargando contra los manifestantes con gas lacrimógeno, gas pimienta y balas de caucho), el “Proyecto Gran Bahía China” (en teoría beneficioso para Hong Kong en lo económico, pero del cual los hongkoneses desconfían porque podría implicar la unificación del modelo hongkonés con el chino) y la “situación de los jóvenes hongkoneses” (alto precio de la vivienda, precariedad laboral, costes de la vida, etcétera, los cuales creen que son debido a que el ejecutivo hongkonés no soluciona estos problemas por estar influenciado por el gobierno chino).
  • VARIABLES DE CONFLICTO: Destacan las variables en las cuales el gobierno chino es, junto al ejecutivo hongkonés, el protagonista (“GHK”, “LEY”, “LAM”, “Intromisión”; “apoyo del gobierno chino al hongkonés”, “soberanía y defensa china”). También son muy importantes la “radicalización de los manifestantes”, la “estabilidad político-económico-social en Hong Kong”, el “sentimiento de pertenencia de los hongkoneses hacia China” (especialmente bajo entre los jóvenes), los “intereses de los empresarios hongkoneses” (contrarios al proyecto de ley, pero sin olvidar sus intereses con empresas y funcionarios chinos), el “mantenimiento del modelo `Un país, Dos sistemas´”, la posible “independencia de Hong Kong” (actualmente con poco apoyo social), y las “elecciones que se celebrarán en Hong Kong” a finales de 2019 y en 2020.
  • RELACIONES DE INFLUENCIA: Las relaciones de influencia directa e indirecta entre las variables son muy fuertes en general, aunque se destacarían las relaciones de influencia de las variables “Radicalización”, las “Elecciones en Hong Kong” y el mantenimiento de “1P, 2S”. Entre estas variables hay relaciones de influencia recíproca. Es muy importante tener en cuenta cómo todas estas variables pueden influir sobre las elecciones que se celebrarán en Taiwán en 2020.
