LA MEJOR SOLUCIÓN PARA LA CRISIS DE COREA DEL NORTE/ The best solution for the crisis with North Korea

El pasado martes, Donald Trump se estrenó como nuevo presidente de Estados Unidos ante la Asamblea General de la ONU. El mandatario no sólo apeló a las alianzas globales, sino que recordó la disposición de su país a intervenir.

Entre los diferentes temas que trató en su discurso (enfrente de un numeroso grupo de líderes mundiales) de 41 minutos, en su habitual tono elevado repitió las mismas palabras que se han convertido en el punto caliente de la geopolítica mundial: Corea del Norte.

Más allá de su constante amenaza de “destruir totalmente Corea del Norte”, y después de varios y largos meses aumentado la tensión, se han ido presentado diferentes soluciones a dicha crisis.

La primera de todas, la vía diplomática. Estados Unidos han llevado a cabo diferentes rondas de negociaciones, a través de incentivos diplomáticos, como la normalización de las relaciones a cambio del fin de la carrera nuclear coreana, así como el ofrecimiento de garantías de seguridad, ayuda económica y alimentaria. Sin embargo, ningún acuerdo que se ha pactado con la nación norcoreana, ha obtenido resultados duraderos (como por ejemplo en iniciado durante el mandado de Bill Clinton).

A pesar de que esta opción cuenta con el respaldo de Rusia, China y diferentes países de la Unión Europea (como Alemania), hasta la fecha, no se ha conseguido llegar ni a un mínimo acercamiento. Acorde con The Times, “La principal razón por la que estamos donde estamos hoy es porque Corea del Norte se ha alejado de todo acuerdo de desnuclearización alcanzado. El régimen claramente quiere armas nucleares más que cualquier inducción. Y no ha cambiado su comportamiento frente a las sanciones.”

El régimen estalinista de Corea del Norte lucha por su supervivencia frente a un gigante, lleno de fuerza, aliados, capacidades y tecnología. Y ha sabido llevar a cabo la misma estrategia (eficaz) que uso la URSS durante la Guerra Fría y que evitó el enfrentamiento directo: conseguir un arma de disuasión basada en las armas de destrucción masiva.

Esto nos lleva a la segunda solución que se ha plantado. Un conflicto armado. El simple hecho de disponer de un arma nuclear (por muy limitada en su capacidad que pudiera ser) constituye un elemento fundamental para evitar una intervención directa. Además, salvo en caso de una completa neutralización preventiva, supondría un riesgo inasumible de producir una gran masacre en dos de los principales aliados estadounidenses en Asia: Japón y, en mayor medida, Corea del Sur y, en el peor de los casos, esta actuación podría crear muchos más problemas de los existentes.

Pyongan quiere formar parte del selecto club de la “comunidad internacional” y adquirir el estatus-quo que caracteriza a todos sus miembros. Pero, para ello, tiene que reafirmarse como una “potencia nuclear”, explicando de esta manera su incesante carrera armamentística, para la cual se destinan grandes cantidades de dinero, mientras la hambruna alcanza, de una u otra forma, a un sector amplio de la población.

En su página web, la CIA estima que el tamaño de la economía del país es de unos 40.000 millones USD, similar en tamaño a la de Honduras. A efectos comparativos el PIB de la Comunidad de Madrid en 2016 superó los 238.000 MM USD.

Las exportaciones de Corea del Norte suman 3.834 MM USD, parecido a lo que exportan en un año dado Mozambique o el minúsculo estado europeo de San Marino.

El PIB per cápita de Corea del Norte, ajustado a su poder de compra, llega a 1.800 USD, lo que pone al país asiático en el puesto 208 entre 230 naciones, comparable al de Ruanda y Haití. Con dicha renta disponible por persona, Corea del Norte se coloca con elevados niveles de pobreza.

De acuerdo con la última edición del Índice del Hambre del International Food Policy Research Institute (IFPRI), este país se coloca con una calificación de 28.6 puntos, considerándose dicho ranking como un nivel de falta de alimentos serio.

El problema de los alimentos se remonta al desbaratamiento del bloque soviético y los países satélite, lo que se tradujo durante los años 90 en problemas de hambruna generalizada en algunas regiones del país. De hecho, los problemas para la población no se limitan a los alimentos, ya que su bajo poder de compra limita la compra de bienes como automóviles, productos electrónicos o electrodomésticos de línea blanca, ya que todos estos productos son importados.

El problema es que para poder ser parte de la (deseada) Comunidad Internacional, no solo hay que poseer armas de destrucción masiva, sino dar acceso a los bienes y servicios básicos a la población. Y garantizar así mismo, las cuatro principales libertades:  libertad de expresión, libertad religiosa, la libertad de vivir sin penuria y la libertad de vivir sin miedo (Franklin D. Roosevelt).

El tercer escenario sería la asfixia económica. A través de las rondas de sanciones, aceptadas por la ONU, Corea del Norte verá (a partir del 1 de octubre de 2017) mermados en unos 1.000 millones de dólares sus ingresos anuales al no encontrar comprador fuera de su país de productos como el carbón, el hierro, el plomo o el marisco. Pero, muchos expertos han opinado que, sin una China más implicada, no existe cabida para hacer retroceder a Kim Jon-Un. Sin embargo, la histórica alianza comunista desde que Mao Zedong acudiera en ayuda de Kim Il-sung, el abuelo del actual dictador norcoreano, durante la Guerra de Corea en 1950 ha ido cambiando e, incluso,  Corea del Norte podría estar obstaculizando las actuales aspiraciones regionales de China.

Además, finalmente y tras la insistencia estadounidense, China ha decido ponerse más sería, anunciando este sábado que limitará también el suministro de petróleo al país norcoreano. Pero, existe la errónea concepción de que Corea del Norte lo importa todo de China. “El problema es que Corea del Norte, en sentido estricto, no necesita petróleo de China. Obtiene sus hidrocarburos líquidos de China por conveniencia, no por necesidad. Si China dejara de suministrar, los fabricaría a partir de hidrocarburos sólidos, de los cuales tiene abundancia” en palabras de Pierre Noel, Senior Fellow de IISS para la Seguridad Económica y Energética. El proceso químico para convertir el petróleo en carbón data de los años 30 del pasado siglo, y permitió a Alemania suministrarse casi de forma autosuficiente durante la Segunda Guerra Mundial.

Con los anteriores antecedentes, la asfixia económica tiende a consagrarse como la solución más viable para esta crisis dado que ni Kim Jon-Un va a dejar de seguir desarrollando armas nucleares (para asegurar la supervivencia de su régimen de “monarquía comunista”), ni Trump va a reducir su presencia militar en la zona (uno de los puntos estratégicos en cuanto a su rivalidad con China); ambas cosas imprescindibles para llegar a un acuerdo.

Dicho ahogamiento podría suponer en un hipotético caso, el colapso del régimen, obligando a Kim Jon-Un a tener que abandonar su ambicioso sueño y aceptar el fin de las hostilidades con el fin de seguir manteniendo a su pueblo y el poder. Pero desgraciadamente, Pyongyang parece dispuesta a comer hierba antes que renunciar a su programa nuclear.

Una última alternativa, sería un magnicidio interno. La desaparición repentina del estrambótico e impredecible líder dejaría descabezado al régimen. Al estar todo el poder concentrado en él, Corea del Norte se sumiría en un régimen de interinidad, hasta que surgiera un nuevo líder, que ya no sería “uno de los Kim”, pues sus hijos son pequeños. Dado el delirante culto a la personalidad del “amado líder” existente, un nuevo secretario general del partido, desligado de dicho culto, tendría más fácil un giro del país, siguiendo el modelo chino, como hiciera Deng Xiaoping tras la muerte del “Gran Timonel”, Mao Zedong.

Pero, para ello, hay que encontrar a un valiente muy cercano al dictador, que no tenga la mente “totalmente subyugada” y esté dispuesto a dar su vida por el cambio. ¿Existirá tal persona?


Last Tuesday, Donald Trump had the premiere as new president of The United States in the face of the General Assembly of the UNO. The agent chief executive not only appealed to the global alliances, but he reminded the disposition of his country to intervene.

Among the different topics that he treated in his speech of 41 minutes, in his habitual high tone, he repeated the same words that have turned into the warm point of the world geopolitics: North Korea.

Beyond his constant threat of «destroying totally North Korea», and after different and long months increased the tension, different solutions have gone away presented to the above-mentioned crisis.

The first one of all, the diplomatic route. The United States have carried out different rounds of negotiations, across diplomatic incentives, as the normalization of the relations in exchange for the end of the nuclear Korean career, as well as the offer of safety guarantees, economic and food aid. Nevertheless, no agreement that has been agreed by the North Korean nation, has obtained lasting results (as for example in initiated during Bill Clinton’s command).

Although this option possesses the support of Russia, China and different countries of the European Union (as Germany), up to the date, one has not managed to come not to a minimal approximation. According to The Times, «The principal reason for which we are where we are today is because North Korea has moved away in any agreement of denuclearization reached. The regime clearly wants nuclear weapon more than any induction. And it has not changed his behavior opposite to the sanctions.»

The Stalinist regime of North Korea fights for his survival opposite to a giant, abundance of force, allies, capacities and technology. And it has been able to carry out the same (effective) strategy that the USSR used during the Cold War and avoided direct confrontation: to obtain a weapon of deterrence based on weapons of mass destruction.

This takes us to the second solution that has planted. An armed conflict. The simple fact of having a nuclear weapon (for very limited that could be his capacities) constitutes a fundamental element to avoid a direct intervention. In addition, except in case of a complete preventive neutralization, it would suppose an inaudible risk of producing a great massacre in two of the principal American allies in Asia: Japan and, in major measure, South Korea and, at worst, this action it might create many more problems of the existing ones.

Pyongan wants to form a part of the select club of the » international community » and to acquire the status-quo that characterizes all its members. But, for it, it has to be reaffirmed as a «nuclear power», explaining hereby his incessant arms race, for which  big quantities of money are destined, while the famine reaches, of one or forms, other one, to a wide sector of the population.

In his web page, the CIA thinks that the size of the economy of the country is of approximately 40.000 million USD, similar in size to that of Honduras. Comparative effects the GDP of the Community of Madrid in 2016 overcame 238.000 MM USD.

The exports of North Korea add 3.834 MM USD, seemed to what they export in a year in view of Mozambique or the minuscule European state of San Marino.

And to guarantee likewise, four principal freedoms: freedom of expression, religious freedom, the freedom of living without penury and the freedom of living without fear (Franklin D. Roosevelt).

The third scene would be the economic asphyxiation. Across the rounds of sanctions, accepted by the UNO, North Korea will see (from October 1, 2017) reduced in approximately 1.000 million dollars his annual income when buyer does not find out of his country of products as the coal, the iron, the lead or the shellfish. But, many experts have thought that, without a more implied China, it does not exist fitted to make to move back to Kim Jon- Un. Nevertheless, the historical communist alliance since Mao Zedong was coming in help of Kim Il-sung, the grandfather of the current North Korean dictator, during the War of Korea in 1950 has been changing and, even, North Korea might be preventing the current regional aspirations of China.

In addition, finally and after the American insistence, China has decided to put more serious, annunciation this Saturday that will limit also the supply of oil to the North Korean country. But, there exists the erroneous conception of which North Korea imports everything from China. «The problem is that North Korea, in strict sense, does not need oil of China. It obtains his liquid hydrocarbons of China for convenience, not for need. If China was stopping supplying, North Korea would make them from solid hydrocarbons, of which it has abundance«, in words of Pierre Noel, Senior Fellow de IISS for the Economic and Energetic Security. The chemical process to turn the oil into coal dates back of the 30s of last century, and it allowed to Germany to be supplied almost with self-sufficient form during the Second World war.

With the previous precedents, the economic asphyxiation tends to devote as the most viable solution for this crisis provided that not even Kim Jon-Un is going to stop continuing developing nuclear weapon (to assure the survival of his regime of «communist monarchy «), and Trump is not going to reduce his military presence in the zone (one of the strategic points as for his rivalry with China); both indispensable things to reach an agreement.

The above-mentioned drowning might suppose in a hypothetical case, the collapse of the regime, forcing Kim Jon-Un to have to leave his ambitious dream and to accept the end of the hostilities in order to continue supporting to his village and the power. But unfortunately, Pyongyang seems to be ready to eat herb before that to resign his nuclear program.

A last alternative, it would be an internal magnicide. The sudden disappearance of the odd and unpredictable leader would stop beheaded to the regime. When is all the power concentrated in him, North Korea would sink in a regime of interim, until there was arising a new leader, who already would not be «one of the Kim», since his children are small. In view of the delirious worship to the personality of the » dear leader » existing, a new secretary general of the party, untied from the above-mentioned worship, would have a draft of the country easier, being still the Chinese model, since it should do Deng Xiaoping after the death of the » Great Helmsman «, Mao Zedong.

But, for it, it is necessary to find the brave very near one to the dictator, who does not have the mind » totally subdued » and is ready to give his life for the change. Will such a person exists?
